湿热环境中油罐防腐设计

湿热环境中油罐的腐蚀主要体现为电化学腐蚀的特征，适宜的防腐措施对提高油罐的建设质量，减缓油罐的腐蚀速度，延长油罐的使用寿命，减小维护费用等具有积极的意义。从分析湿热环境中油罐腐蚀规律出发，介绍了油罐内外壁防腐涂层的选用原则，对3000m^3地面立式油罐的牺牲阳极电法保护进行了设计计算，提出了施工方法，对湿热环境中油罐防腐具有指导意义。     

高pH条件纳米Fe_3O_4催化H_2O_2分解去除水中4-氯酚

为了克服非均相fenton催化反应中溶液初始pH过低的缺点,开展了pH=5时Fe3O4/H2O2体系催化氧化去除水中4-氯酚实验。试验结果表明:制备的铁氧化物为纯Fe3O4,具有反尖晶石八面体结构。纳米Fe3O4能够高效催化H2O2分解氧化水中的4-氯酚,反应180 min后4-氯酚的去除率达到96.8%。当催化剂投量小于2.0 g/L,4-氯酚的去除率随着催化剂投量的增加而升高;当催化剂投量大于2.0 g/L,去除率会随着投量的增加而降低。随着H2O2投量的增加,4-氯酚的去除率先升高后降低。溶液的初始pH对4-氯酚的去除影响较大,pH越低,去除速率和效率越高。重复使用5次以后,纳米Fe3O4仍然保持较高的催化活性。     

综合射频系统在新型装甲平台中的应用

为了应对未来信息化战争对坦克装甲平台电子射频系统提出的更高要求,提出将综合射频系统应用在新型装甲平台上。该系统采用综合孔径方式设计,可完成对空目标搜索、精确跟踪、威胁判断、电子对抗、火力指引、毁伤评估等功能,在装甲平台防护中具有至关重要的作用。首先,介绍了装甲平台的多功能综合射频系统;其次,详细分析了该系统的组成、功能和特点,简要描述了作战中的应用模式;最后,针对综合射频系统在新型坦克装甲平台的进一步应用提出了发展建议。     

New directions for African security

African security, particularly conflict-related political violence, is a key concern in international relations. This forum seeks to advance existing research agendas by addressing four key themes: domestic politics and peacekeeping; security sector reform programs; peace enforcement; and the protection of civilians. Each of the articles in this forum makes a case for analyzing African agency when it comes to African security. As a way of introduction, this short article sets out the main debates and concludes by providing further directions for future research.     

国外新型预警机发展

美国陆军所建立和运维的高度复杂、全频覆盖的人力资源自动化信息系统使其能够高效的应对日常沉重的部队重组和人事变动任务,进而为其保持强大的战斗力和实时响应的全球应急部署能力提供了有力支撑。本文对美国陆军的主要人力资源数据库、人力资源自动化系统和其它自动化系统及装备进行梳理分析,以期获得对我有益借鉴。     

Preparation and characterization of HMX/NH2-GO composite with enhanced thermal safety and desensitization

To improve the safety of HMX, HMX/NH₂-GO composite was prepared with aqueous ammonia functionalized graphene oxide (NH₂-GO). The composite was characterized by SEM, Zeta potential, XPS, Raman spectrum, XRD, HPLC, DSC and BAM sensitivity test. The results indicated that the functionalization with aqueous ammonia can enhance the interaction between GO and HMX, and more efficiently desensitize the explosive. The optimal impact sensitivity of the HMX/NH₂-GO composite can be not less than 40 J, which is also the most insensitivity compared to the previous reports prepared by coating desensitization with non-energetic desensitized material. Moreover, the potential reason for the different impact and friction sensitivity was also discussed, which may bring a novel perspective to achieve the desensitization of energetic material.     

富氮气体对柴油氧化安定性影响

在95℃条件,考察了2种柴油在5种氮体积分数下氧化安定性随时间的变化,采用方差分析法分析了富氮气体对实际胶质、酸度的影响,拟合了实际胶质生成速率与氮体积分数的关系。结果表明:氮体积分数对实际胶质、酸度有显著性影响,实际胶质与储存时间呈一次函数关系,实际胶质生成速率与氮体积分数间存在幂函数关系,储存过程中氮体积分数越大,氧化生成有机酸越少。     

Police Corruption: Towards a Working Definition

According to the International Committee of the Red Cross (ICRC) publication Interpretive Guidance on the Notion of Direct Participation in Hostilities under International Humanitarian Law, all civilians (including child soldiers) lose their immunity from direct targeting ‘for so long as’ their actions amount to direct participation in hostilities. All civilians can, however, access the revolving door of protection and return to their civilian activities – complete with full immunity from direct targeting – provided the nature of their direct participation was spontaneous and disorganised. Once it can be ascertained that their participation in hostilities amounts to continuous combative functions, they relinquish their access to the revolving door of protection, and can be targeted at all times until they abandon their formal or functional membership of the belligerent group. This piece analyses how the revolving door phenomenon and the notion of continuous combative functions apply in instances where civilian child soldiers are directly participating in hostilities.

US warfare in Somalia and the trade-off between casualty-aversion and civilian protection

This article examines the ways in which the two normative concerns of casualty-aversion and civilian protection influenced US military strategy in the particular context of the asymmetric conflict in Somalia in the early 1990s. The article critically evaluates US military operations through the prism of international humanitarian law and examines whether American forces started prioritizing casualty-aversion over the safeguarding of Somali civilians. Finally, by drawing on emerging moral guidelines (such as Michael Walzer's idea of ‘due care’), the article examines whether lower numbers of Somali civilian deaths could have been achieved if marginal increases to the risks faced by US soldiers had been accepted.
