国外新型预警机发展

美国陆军所建立和运维的高度复杂、全频覆盖的人力资源自动化信息系统使其能够高效的应对日常沉重的部队重组和人事变动任务,进而为其保持强大的战斗力和实时响应的全球应急部署能力提供了有力支撑。本文对美国陆军的主要人力资源数据库、人力资源自动化系统和其它自动化系统及装备进行梳理分析,以期获得对我有益借鉴。     

放大转发双向中继网络的移动级联信道统计特征分析

针对放大转发协议下双向中继网络移动级联信道,为了分析其统计特征,结合用户完成信息交互的过程,将移动级联信道分解为传输部分和干扰部分两个时间过程。依据它们的双高斯乘积特点,分别给出了对应的一阶概率密度分布、二阶自相关函数和多普勒功率谱的表达式。与此同时,通过采用Gamma分布对级联信道进行了概率近似,得到了描述移动级联信道时变特性的电平通过率和平均衰落时间等指标的近似计算式。借助数值仿真验证了上述表达式的正确性。     

Police Corruption: Towards a Working Definition

According to the International Committee of the Red Cross (ICRC) publication Interpretive Guidance on the Notion of Direct Participation in Hostilities under International Humanitarian Law, all civilians (including child soldiers) lose their immunity from direct targeting ‘for so long as’ their actions amount to direct participation in hostilities. All civilians can, however, access the revolving door of protection and return to their civilian activities – complete with full immunity from direct targeting – provided the nature of their direct participation was spontaneous and disorganised. Once it can be ascertained that their participation in hostilities amounts to continuous combative functions, they relinquish their access to the revolving door of protection, and can be targeted at all times until they abandon their formal or functional membership of the belligerent group. This piece analyses how the revolving door phenomenon and the notion of continuous combative functions apply in instances where civilian child soldiers are directly participating in hostilities.

本研究通过查阅历史文献,从心理防护的视角来研究我军的思想政治工作,总结了我军心理防护的历史经验如下：始终突出理想信念教育,提供精神动力源泉;健全基层政工组织,及时做好思想工作;严明部队纪律,加强作风建设;解决后顾之忧,开展立功运动;坚持出版报刊,鼓舞士气;创作优秀先进的文艺作品,激励基层官兵。     

US warfare in Somalia and the trade-off between casualty-aversion and civilian protection

This article examines the ways in which the two normative concerns of casualty-aversion and civilian protection influenced US military strategy in the particular context of the asymmetric conflict in Somalia in the early 1990s. The article critically evaluates US military operations through the prism of international humanitarian law and examines whether American forces started prioritizing casualty-aversion over the safeguarding of Somali civilians. Finally, by drawing on emerging moral guidelines (such as Michael Walzer's idea of ‘due care’), the article examines whether lower numbers of Somali civilian deaths could have been achieved if marginal increases to the risks faced by US soldiers had been accepted.     

现代城市地震火灾特征及消防减灾对策

研究现代城市地震火灾危害及对策 ,对于消防安全非常重要。以 1 995年日本神户地震及发生的地震火灾为例 ,分析了现代城市地震火灾的特征 ,提出了如何应对城市地震火灾及消防减灾对策     

城市消防规划若干问题探讨

近几年,我国火灾形势严峻,城市发生重特大火灾事故次数和火灾直接经济损失都呈上升趋势,其主要原因在于城市消防规划落后于城市建设的发展。因此,加快城市消防规划和城市公共消防设施的发展,建立城市消防安全体系,对于提高城市预防火灾的能力至关重要。     

洁净手术室的消防安全疏散设计

结合结构及功能特点分析了洁净手术室的火灾危险性,从消防安全疏散总体要求、不同通道形式疏散设计以及疏散门设计几个方面探讨了洁净手术室的消防安全疏散设计,为其消防安全设计提供参考。     

Reaction degree of composition B explosive with multi-layered compound structure protection subjected to detonation loading

The explosive reaction degree and protection from explosions are concerns in the military field.In this work,the reaction degree of the composition B explosive was investigated experimentally.Multi-layered compound structures were used as barriers to weaken the blast loads.A comprehensive experiment using a high-speed camera and image processing techniques,side witness plates,and bottom witness plates was presented.Using the experimental fragment velocities,fragment piercing patterns,and damage characteristics,the reaction degree of the explosive impeded by different multi-layered com-pound structures could be precisely differentiated.Reaction parameters of the explosive obstructed by compound structures were obtained by theoretical analysis and numerical simulations.Unlike the common method in which the explosive reaction degree is only distinguished based on the initial pressure amplitude transmitted into the explosive,a following shock wave reflected from the side steel casing was also considered.Different detonation growth paths in the explosive formed.Therefore,all these shock wave propagation characteristics must be considered to analyze the explosive response impeded by compound structures.     

PIP工艺制备的C/SiC复合材料的氧化行为

PIP工艺制备的C/SiC复合材料中SiC基体富碳,因此增强体和基体均容易氧化。碳纤维和无涂层保护C/SiC复合材料试样在400~1300℃的氧化速率随温度升高而加快,低温为反应控制,高温为扩散控制。CVD-SiC涂层保护C/SiC复合材料和由CVD-SiC层、自愈合层、CVD-SiC层三层涂层保护C/SiC复合材料在400~1300℃的氧化先随温度升高而加快,然后减慢。三层涂层在800~1300℃有非常好的保护效果。扫描电镜照片显示自愈合层的玻璃态物质进入涂层裂纹中,填充裂纹且阻挡氧的通过,从而有良好的抗氧化保护效果。
