This article analyzes the public side of the NH90 network consisting of four participating countries (Germany, France, Italy, and the Netherlands) and their industrial partners. Comparable to observations in earlier international projects in the defense sector, the development and production of the NH90 defense helicopter did not match original plans and costs estimates. On the basis of four mechanisms that were intended to facilitate the cooperation between the partnering countries (the General Memorandum of Understanding; coalition formation; the role of the central agency; and the process of vertical escalation) the question is posed whether or not there was a true alignment of national interests and “logics.” The lack of standardization, as well as program delays and issues concerning the division of the work-share, lead to the emerging alignment being characterized as “quasi-alignment” at best. 相似文献

ABSTRACTWhile nuclear suppliers compete in markets, they simultaneously partner in other fields. This produces a delicate relationship between civilian nuclear programs and nuclear weapon proliferation. This study explores how export competition affects suppliers’ conditions of supply related to nuclear nonproliferation. We investigated three export cases (India, North Korea, and South Korea) and identified four effects that competition has on the conditions of supply related to nonproliferation. First, under highly competitive conditions, suppliers might hesitate to enforce the conditions of supply to avoid negotiation conflicts with recipients. Second, suppliers focus on politically and economically attractive recipients while mostly ignoring unattractive ones, perhaps allowing proliferation problems to fester out of view in marginal states. Third, suppliers can build consensus on the conditions of supply to avoid being the only party experiencing negotiation conflicts. Fourth, suppliers can constrain others from relaxing the conditions of supply to maintain economic benefits and nonproliferation norms. The first two effects accelerate proliferation while the last two promote nonproliferation. Although the extent of these effects can vary with changes in nonproliferation norms, they can contribute to our understanding of the relationship between nonproliferation and civilian nuclear programs. 相似文献

At NATO’s 2014 Wales Summit, the UK and Germany unveiled two new initiatives for European defence cooperation, known, respectively, as the Joint Expeditionary Force (JEF) and the Framework Nations Concept (FNC). Both were the result of economic pressures and the need to exercise intra-alliance leadership, but they represented very different approaches to cooperation. The JEF was to be a UK-led contingency force for short-notice operations, selectively incorporating forces from allies and partners. The FNC sought to coordinate capability development between groups of allies, centred on larger framework nations, to develop coherent capability-clusters available to meet NATO’s force requirements. The common denominator and novelty of the initiatives was the building of forces and capabilities multinationally by having major states act as framework nations for groups of smaller allies. The UK and Germany have ownership and continue to provide leadership to these initiatives. This is one key reason why they continue to evolve to accommodate changing circumstances and are likely to endure. 相似文献

The United States’ Air Force (USAF) has developed and used unmanned aerial vehicle (UAV) technology to monitor and assassinate dangerous terrorists in Afghanistan, Iraq, Libya, Pakistan, Somalia, Syria, and Yemen. As a result of the migration crisis of 2015–2016, the management of mass migration and border control became militarised in Central Europe, and this process has also reshaped the dynamics of multinational defence cooperation in the region. Accordingly, while the so-called Central European Defence Cooperation (CEDC) was created by Austria, Croatia, the Czech Republic, Hungary, Slovakia and Slovenia in 2010 to support NATO and EU capability development projects via defence cooperation, after the migration crisis it became the major Central European forum for military cooperation against irregular mass migration. Although many defence officials in the region are not necessarily enthusiastic about this development, the Central European political environment and also practical defence considerations pushed the defence ministries of CEDC countries towards deeper cooperation on border control, as well as better coordination with ministries of interior affairs on the national and the regional levels. 相似文献

Multinational Military Exercises (MMEs) are often viewed by states as opportunities to increase interoperability, improve cooperation, and solve common security problems. We argue that in addition to this, MMEs work as tools to shape the shared beliefs of coalition partners surrounding threat. Specifically, MMEs allow multinational forces to identify best practices, consolidate beliefs, and codify behavior through doctrine, typically by means of some institutional process. We examine our argument on MMEs through an analysis of various multinational and coalition partner efforts to identify security threats and cooperate through the development of common doctrine at the strategic, operational, and tactical levels of warfare. Our analysis suggests that the use of MMEs for doctrine development does help to socialize states in terms of identifying common threats and subsequently sharing a process by which to address them. 相似文献
