基于工作流的GIS服务动态聚合方法、技术体系和参考模型研究

基于GIS服务的特点和动态服务聚合的应用实际,提出了一种基于工作流的GIS服务动态聚合实现方法,该方法通过引入服务群的概念,有效适应了GIS服务的动态变化性;提出了基于工作流的GIS服务聚合技术体系,界定了GIS服务聚合的研究内容和层次关系,为GIS服务动态聚合关键技术的研究提供了总体框架和顶层指导;参考工作流的研究成果,提出了动态服务聚合参考模型DSCRM,为开发聚合服务支撵平台以及在此基础上构造特定的服务聚合应用提供了可参考的计算模型.给出了一个GIS服务聚合应用实例来说明工作的可行性和有效性.     

建筑工程消防验收定量评定方法研究

依据中华人民共和国公安部印发的《建筑工程消防验收评定暂行办法》,建立了建筑工程消防验收系统。依据层次分析法对分级系统中各指标层,利用专家打分法确定其权重,设定不同的等级,确定不同等级下的权重系数,从而计算出建筑工程消防验收定量评定的标准。     

切实提高基层党员培训质量

解决当前基层党员队伍中存在的三个突出问题，必须切实提高基层党员培训质量。各级党委、支部要站在党对军队绝对领导、履行职责使命、建设现代化武警的高度，坚持以锤炼坚强党性为根本，永葆基层党员的先进性；以提高党务能力为重点，增强党员培训的针对性；以发挥模范作用为目标，调动履职尽责的积极性。

战争形态正加速向信息化战争演变,数字化作战成为主要形式,作战数据以前所未有的深度广度进入战争全脉络,成为作战的核心,影响着战争进程甚至决定成败。习主席高度重视作战数据建设,多次指出我军数据积累严重不足是军事斗争准备的短板弱项。因此,建设完善配套的作战数据库和形成战时高效的作战数据保障能力,对获取作战信息优势、提升指挥控制能力至关重要,对于提高我军基于网络信息体系的联合作战能力具有重要的支撑作用。     

Killing with Culture: Anthropology’s Ethical Dilemma with War

ABSTRACT

This article highlights the difficulty of creating a code of ethics in anthropology, particularly one that appropriately addresses the nuanced nature of the military and the anthropologists who conduct research and disseminate information in the context of war. The article consults one of the most important books on this topic, George R. Lucas' Anthropologists in Arms (2009), along with several other relevant texts, and examines the ethical complexities and dilemmas American and European anthropologists faced during their involvement in both World Wars, as well as those faced during Vietnam and the more recent wars in Iraq and Afghanistan. The article also examines the military's recruitment of cultural experts, the methods used to culturally engage combatants, and the criticisms against social scientists who choose to work as so-called military anthropologists. The anthropologists in this article risked academic exile conducting what some consider an adulteration of academic principles. The article contributes to the discourse regarding unconventional warfare and the methods used by the armed forces to better understand the cultural nuances of people, and to highlight the need for the development of a better anthropological code of ethics that accounts for the challenges of war.     

基于χ~2检验的惯性/卫星紧耦合系统故障检测与隔离方法

研究了一种基于χ~2检验的惯性/卫星紧耦合系统故障检测与隔离方法,该方法可利用故障检测函数自动识别单个卫导故障,并实时剔除故障星重构观测信息序列,从而避免了对紧耦合系统的影响。构建数字化仿真环境对所研究的故障检测与隔离方法进行了仿真,仿真结果表明,该方法可在卫星发生故障时及时检测并隔离故障星,并自动实现观测信息重构,保证了紧耦合系统的精度和完好性。     

智能搜救机器人在障碍地形的自主构型规划

为了解决带有辅助摆臂的智能搜救机器人自动规划构型以实现自主越障的难题,提出一种能够适应复杂地面形状的搜救机器人越障构型规划新方法,其核心是一种高适应性、高效率的机器人姿态预测算法。通过将地形表示为离散的点集,建立了搜救机器人的单侧姿态预测数学模型;进一步提出了快速求解该问题的算法,每秒可预测1 000～1 500个姿态。基于此,设计了机器人越障过程中状态、动作的评价指标,运用动态规划算法与滚动优化思想构建了具有优化能力的、能够实时运行的构型规划器。仿真与实物实验的结果表明,该方法能够使机器人自主调整构型穿越复杂地形,且相较强化学习算法和人工操作具有更平稳的越障效果。     

The impact of animal welfare regulations on firms' product offerings: Humane or organic product?

Increased public concerns about animal welfare have spurred new regulations to improve animals' treatment and living conditions. We study how these regulations affect firms' product offerings, prices, and profits. We consider two competing animal agriculture supply chains, each consisting of a supplier and a buyer. New regulations require firms to choose between offering humane or organic products, which are differentiated by animals' living conditions. We find that consumers' growing awareness of animal welfare encourages firms to offer organic products, which require the highest standards for animals' living conditions. We also show that tightening humane product standards and loosening organic product standards encourage firms to offer organic products—but with distinct pricing implications. The former leads to higher retail prices whereas the latter may lower retail prices. Depending on costs and consumers' awareness of animal welfare, a humane product may be priced higher or lower than an organic product. Furthermore, we provide conditions under which a regulator should offer a unit-cost or an investment cost subsidy to improve social welfare. We show that subsidies can encourage firms to change from offering humane to organic products, or vice versa, to enhance total social welfare.     

智能反射面辅助的无线网络加权和速率优化设计

针对智能反射面(intelligent reflecting surface, IRS)辅助的无线网络传输设计的目标是通过联合设计基站处的发送波束形成向量和IRS的反射系数,在满足基站发射功率和IRS单位模约束的条件下,使多个地面用户的加权和速率最大化。为了求解非凸的目标函数,提出一种交替优化方法,其中采用黎曼流形梯度(Riemannian manifold gradient, RMG)方法来优化反射系数,使用二分搜索法优化发送波束形成向量。此外,为了降低RMG方法的复杂度,设计了一种智能元素块坐标下降方法。仿真结果验证了所提算法的有效性,并且表明通过优化设计反射系数,IRS可显著提高无线网络的频谱效率。
