This article examines the relationship between defence expenditure and economic performance in South Africa, both prior to and after that country's first fully democratic election in 1994. Prior to 1994 defence expenditure decisions were largely dominated by non‐economic factors; since then defence spending has declined in reaction to, inter alia, the need to address a number of socio‐economic inequities. After 1975 in particular, military industrialisation in South Africa placed a disproportionately high burden on the country's industrial resources and natural economic and technical capabilities. However, although this suggests that the opportunity cost of domestic arms production has been fairly high, the country's poor economic and development performance since the mid‐1970s is a function of underlying structural deficiencies and institutional constraints rather than the consequence of inordinately high defence spending levels. 相似文献

This paper considers a discrete time, single item production/inventory system with random period demands. Inventory levels are reviewed periodically and managed using a base‐stock policy. Replenishment orders are placed with the production system which is capacitated in the sense that there is a single server that sequentially processes the items one at a time with stochastic unit processing times. In this setting the variability in demand determines the arrival pattern of production orders at the queue, influencing supply lead times. In addition, the inventory behavior is impacted by the correlation between demand and lead times: a large demand size corresponds to a long lead time, depleting the inventory longer. The contribution of this paper is threefold. First, we present an exact procedure based on matrix‐analytic techniques for computing the replenishment lead time distribution given an arbitrary discrete demand distribution. Second, we numerically characterize the distribution of inventory levels, and various other performance measures such as fill rate, base‐stock levels and optimal safety stocks, taking the correlation between demand and lead times into account. Third, we develop an algorithm to fit the first two moments of the demand and service time distribution to a discrete phase‐type distribution with a minimal number of phases. This provides a practical tool to analyze the effect of demand variability, as measured by its coefficient of variation, on system performance. In interval scheduling, not only the processing times of the jobs but also their starting times are given. This article surveys the area of interval scheduling and presents proofs of results that have been known within the community for some time. We first review the complexity and approximability of different variants of interval scheduling problems. Next, we motivate the relevance of interval scheduling problems by providing an overview of applications that have appeared in literature. Finally, we focus on algorithmic results for two important variants of interval scheduling problems. In one variant we deal with nonidentical machines: instead of each machine being continuously available, there is a given interval for each machine in which it is available. In another variant, the machines are continuously available but they are ordered, and each job has a given “maximal” machine on which it can be processed. This paper finds the optimal integrated production schedule and preventive maintenance plan for a single machine exposed under a cumulative damage process, and investigates how the optimal preventive maintenance plan interacts with the optimal production schedule. The goal is to minimize the total tardiness. The optimal policy possesses the following properties: Under arbitrary maintenance plan when jobs have common processing time, and different due dates, the optimal production schedule is to order the jobs by earliest due date first rule; and when jobs have common due date and different processing times, the optimal production schedule is shortest processing time first. The optimal maintenance plan is of control limit type under any arbitrary production schedule when machine is exposed under a cumulative damage failure process. Numerical studies on the optimal maintenance control limit of the maintenance plan indicate that as the number of jobs to be scheduled increases, the effect of jobs due dates on the optimal maintenance control limit diminishes. © 2007 Wiley Periodicals, Inc. It is generally recognized that the first model involving job scheduling was presented by Selmer Johnson and published in the inaugural issue of Naval Research Logistics Quarterly (NRLQ) in 1954. NRLQ also published another seminal scheduling paper by Wayne E. Smith a short time later. In the present paper, we discuss the contribution of NRLQ and the role of the Office of Naval Research in the development of the scheduling literature during the first decade (1954–1963). We study a problem of scheduling products on the same facility, which is motivated by a car paint shop. Items of the same product are identical. Operations on the items are performed sequentially in batches, where each batch is a set of operations on the same product. Some of the produced items are of the required good quality and some items can be defective. Defectiveness of an item is determined by a given simulated function of its product, its preceding product, and the position of its operation in the batch. Defective items are kept in a buffer of a limited capacity, and they are then remanufactured at the same facility. A minimum waiting time exists for any defective item before its remanufacturing can commence. Each product has a sequence independent setup time which precedes its first operation or its operation following an operation of another product. A due date is given for each product such that all items of the same product have the same due date and the objective is to find a schedule which minimizes maximum lateness of product completion times with respect to their due dates. The problem is proved NP‐hard in the strong sense, and a heuristic Group Technology (GT) solution approach is suggested and analyzed. In various scenarios, consumers may become satiated with products, and the degree of satiation is directly associated with their prior experiences. Confronted with consumer satiation, the seller is unable to either identify consumers who have a higher likelihood of being satiated ex ante or distinguish satiated from non‐satiated consumers ex post. Therefore, the seller should address dynamic selling, valuation uncertainty, and quantity decisions, all of which are important operational issues. We consider a two‐period problem in which consumer types are influenced by their prior consumption experiences. Faced with these consumers, the seller intends to optimize quantities and adjust the prices of the products in each period to maximize revenue. We find that the seller may reduce ex ante production quantity as some consumers become satiated. Moreover, the ex ante quantity is first decreasing and then increasing with regard to the satiation rate. Furthermore, two‐period information asymmetries may provide a rationale for upward distortion in quantity when consumer preferences are highly sensitive to first‐period consumption. © 2016 Wiley Periodicals, Inc.
