For years the government has been concerned about terrorists and unconventional weapons - but is the threat real? The threat is definitely real, but may not be from the source you would expect. The threat is not from biological and chemical weapons as experts seems to think - yes the information is readily available, but production and dissemination are far more complicated than what the public has been lead to believe. Even the threat from radiological devices, otherwise known as 'dirty bombs', is not realistic. The weapon is extremely dangerous to make, very heavy and produces a low mass casualty rate. Instead the threat stems from terrorists acquiring, producing or stealing nuclear weapons. Nuclear weapons today are small enough that we would never be able to find them, and they can be remotely detonated.  相似文献

We examine two key stochastic processes of interest for warranty modeling: (1) remaining total warranty coverage time exposure and (2) warranty load (total items under warranty at time t). Integral equations suitable for numerical computation are developed to yield probability law for these warranty measures. These two warranty measures permit warranty managers to better understand time‐dependent warranty behavior, and thus better manage warranty cash reserves. © 2005 Wiley Periodicals, Inc. A model is developed which may be used to determine the expected total cost of quality control per inspection lot under acceptance sampling by variables where several characteristics are to be simultaneously controlled. Optimization of the model is accomplished through the application of a conventional search procedure. The sensitivity of the model and the optimum solution to the shape of the underlying probability distributions is discussed and associated analyses are presented through an example.  相似文献

With strategic success in Iraq and Afghanistan far from certain, comforting beliefs about Britain's superiority at counterinsurgency have come under increasingly sceptical scrutiny. This article contributes to the debate with particular reference to the supposedly pivotal principle of minimum force. After discussing the recent literature on the subject, the article critiques the methodology employed by advocates of the traditionalist view on British COIN, arguing for a more rigorous historical approach based on primary sources. Following these historical matters, it is argued that conceptually, minimum force should be analysed dialectically in relation to practices of exemplary force, and above all, on the evidence of what happens in a conflict. Arguably the value ascribed to doctrine in strategic analysis has become unduly inflated, and we must look beyond it to understand war and political violence.  相似文献

In this paper the effects of inspector error on a cost-based quality control system are investigated. The system examined is of a single sampling plan design involving several cost components. Both type I and type II inspector errors are considered. The model employs a process distribution, thus assuming that a stochastic process of some kind governs the quality of incoming lots. Optimal plan design is investigated under both error-free and error-prone inspection procedures and some comparisons are made.  相似文献

Ten years of counterinsurgency in Iraq and Afghanistan have produced little in Britain's national interest. This article examines the political objectives set in these wars and the reasons why they have proved elusive. The core foreign policy aim was to sustain Britain's position as a great power by assuming responsibility for global order. Alliances with the United States and NATO would be the diplomatic tool for pursuing this aim. These alliances brought obligations, in the shape of agreed common threats. Rogue regimes with weapons of mass destruction and international terrorists harboured in failed states were deemed the primary threats to British security. Military means were therefore used in Iraq and Afghanistan to attack them. Whether Tony Blair's vision of global order ever made sense is debatable, and it attracted scepticism from the outset. The article argues experience in Iraq and Afghanistan showed that a strategy to eliminate terrorism (the WMD threat turned out never to have existed) by expeditionary counterinsurgency could only fail. Therefore the attention lavished on operational-level performance by most studies is misplaced, because no amount of warfighting excellence could make up for strategic incoherence. Finally, the article proposes the more important question arising from the last ten years is why the UK pursued a futile strategy for so long. The difficulties associated with interpreting events, a malfunctioning strategic apparatus, weak political oversight, and bureaucratic self-interest are posited as the most significant explanations.  相似文献

The standard issue bayonet of the British Army immediately preceding and during the First World War was the Pattern 1907. This was manufactured at different times and in varying numbers during that period by one official body, the Royal Small Arms Factory at Enfield, and by five private contractors. These bayonets were made according to published official specifications issued by the War Department and based on a ‘pattern example’ provided by the Royal Small Arms Factory. The specifications indicate, inter alia, the quality of metal used in making the bayonets, methods of inspection and proofing, and the required maximum and minimum weight range of the completed bayonet. However, examination of a series of these bayonets in a private collection suggested that their weights varied considerably from the mid-point values of the allowed weight ranges in the original and amended specifications (16.5 oz. and 17 oz., respectively). To establish if this was a common feature among this class of bayonet as opposed to a chance factor, the weights of other surviving Pattern 1907 bayonets were determined and compared to establish the degree of variance from the official specifications as originally set out by the Royal Small Arms Factory. Seventy-six percent of the 142 bayonets surveyed were found to be above the mid-point of the allowed weight range given in the amended manufacturing specifications, with many being at the upper end of the allowed range. This is a statistically unusual result. It is speculated that the target weight may have been deliberately set higher by the individual manufacturers to eliminate the possibility of rejection of any underweight bayonets by the Royal Small Arms Factory inspectors and so a refusal of acceptance and payment for the work.  相似文献

An empirical Bayes estimator is given for the scale parameter in the two-parameter Weibull distribution. The scale parameter is assumed to vary randomly throughout a sequence of experiments according to a common, but unknown, prior distribution. The shape parameter is assumed to be known, however, it may be different in each experiment. The estimator is obtained by means of a continuous approximation to the unknown prior density function. Results from Monte Carlo simulation are reported which show that the estimator has smaller mean-squared errors than the usual maximum-likelihood estimator.  相似文献
