There would be few who could conclude that the African Union (AU) or its predecessor covered themselves in glory during the Madagascan crisis. Indeed, the organisations consistently went out of their way to accommodate the views of the incumbent, refusing to take a strong stand on agreements reached when these were no longer expedient to Ratsiraka. By concentrating on minutiae it diverted its gaze from the bigger picture, in which electoral fraud loomed large. If final proof was wanted of this it came in the parliamentary results a year after the flawed first round of presidential elections. Ultimately the AU found itself floundering in the wake of developments, and was irrelevant to the solution of Madagascar's political crisis. Other international actors eventually played a far more constructive role as they sought to engage and encourage the new government.  相似文献

SECURITY BRIEF     
September 11 2001 precipitated the introduction of anti-terrorism legislation in most states and enhanced cooperation between states around the world. Africa may not have witnessed many incidents of international terrorism on its soil, yet the continent has, in the post 9/11 era, often been referred to as the ‘breeding ground of terrorism’ or the conduit for international terrorists. The assumption that countries with weak governments and failing economies (as in most of the continent) seems to be one of the factors that earned Africa this negative image. While the validity of the assumption is debatable, it is clear that prosecuting cases of terrorism is fraught with legal intricacies. This article deals with the difficulties involved.  相似文献

The events that occurred on 11 September 2001 in two of the largest urban centres in the US, and subsequent developments, have brought to the fore the lingering friction between tolerable action against terrorism and the sustainability of human rights observance. It remains somewhat unfortunate that old debates around enduring concepts and controversial issues persist. The most recent African multilateral initiative is the 1999 Algiers Convention which attempts to reconcile these often conflicting policy objectives.  相似文献

Cambodia is a typical example of a post-conflict country where the lack of easily available data to guide policy design is one of the fundamental challenges to be addressed. While Cambodia has benefited from sustained Small Arms and Light Weapons (SALW) collection and destruction programmes since 1998, these have not been accompanied by any data analysis on the impact of gun proliferation and use or on these destruction programmes. In 2005, the Small Arms Survey (SAS) collected data on firearm morbidity and mortality spanning the last ten years. The objective was to develop methods that can be used for data generation in countries without systematic data collection. Using hospital admissions records and a review of the main English newspaper, the data shows that collection and destruction programmes have made a significant difference to human security in Cambodia. The study also reveals that even where no official data is available in a country, researchers can often derive useful indicators.  相似文献
