The revival of nuclear strategy in US policy and scholarship has been strengthened by arguments that the ‘nuclear revolution’ – the assumption that thermonuclear bombs and missiles had made major war too dangerous to wage – does not affect international behaviour as much as nuclear revolution advocates claim. This article shows that the Soviet leader Nikita Khrushchev indeed regarded nuclear war as too dangerous to wage, a decision which manifested itself not so much in foreign policy or military doctrine but in his determination to avoid war when the possibility arose. We argue that Khrushchev’s experience provides us with a more useful way to characterise the nuclear revolution and suggest some implications of this argument for contemporary debates about nuclear weaponry.  相似文献

In this article, a distribution system is studied where the sum of transportation and inventory costs is to be minimized. The inventory holding cost is assumed to be the same for all retailers. A fixed partition (FP) periodic policy is proposed with tight asymptotic worst‐case performance of 3/2 with respect to the best possible policy. This bound cannot be improved in the class of FP periodic policies. In partition‐based PB policies, the retailers are first partitioned into sets and then the sets are grouped in such a way that sets of retailers within a group are served together at selected times. A PB periodic, policy is presented with tight worst‐case asymptotic performance of with respect to the best possible policy. This latter performance improves the worst‐case asymptotic performance of of the previously best known policy for this problem. We also show that the proposed PB periodic policy has the best worst‐case asymptotic performance within the class of PB policies. Finally, practical heuristics inspired by the analyzed policies are designed and tested. The asymptotic worst–case performances of the heuristics are shown to be the same of those of the analyzed policies. Computational results show that the heuristics suggested are less than 6.4% on average from a lower bound on the optimal cost when 50 or more retailers are involved. © 2013 Wiley Periodicals, Inc. This paper finds the optimal integrated production schedule and preventive maintenance plan for a single machine exposed under a cumulative damage process, and investigates how the optimal preventive maintenance plan interacts with the optimal production schedule. The goal is to minimize the total tardiness. The optimal policy possesses the following properties: Under arbitrary maintenance plan when jobs have common processing time, and different due dates, the optimal production schedule is to order the jobs by earliest due date first rule; and when jobs have common due date and different processing times, the optimal production schedule is shortest processing time first. The optimal maintenance plan is of control limit type under any arbitrary production schedule when machine is exposed under a cumulative damage failure process. Numerical studies on the optimal maintenance control limit of the maintenance plan indicate that as the number of jobs to be scheduled increases, the effect of jobs due dates on the optimal maintenance control limit diminishes. © 2007 Wiley Periodicals, Inc. To meet customer demand, delivery companies are offering an increasing number of time‐definite services. In this article, we examine the strategic design of delivery networks which can efficiently provide these services. Because of the high cost of direct connections, we focus on tree‐structured networks. As it may not be possible to identify a tree‐structured network that satisfies all of the delivery guarantees, we allow these guarantees to be violated but seek to minimize the sum of the violations. We establish the complexity of the problem and exploit an empirically identified solution structure to create new neighborhoods which improve solution values over more general neighborhood structures. © 2008 Wiley Periodicals, Inc. The 2003 conflict between Iraq and the US-led Coalition resulted in liberation for the country, enabling its citizens to experience freedom they have not had for decades. While the US-led operation was successful, insurgent movements have hindered the reconstruction efforts and the rebuilding of the government in Iraq. The tactics used by these insurgent groups are not that of 'traditional' warfare, therefore the US and Coalition forces adapted their tactics to respond to this new threat. It is argued that with the application of the Manwaring Paradigm (also known as the SWORD Model), the US and Coalition forces successfully responded to the insurgent movements during the period leading up to the Iraqi elections in January 2005.  相似文献

In this paper we consider a transportation problem where several products have to be shipped from an origin to a destination by means of vehicles with given capacity. Each product is made available at the origin and consumed at the destination at the same constant rate. The time between consecutive shipments must be greater than a given minimum time. All demand needs to be satisfied on time and backlogging is not allowed. The problem is to decide when to make the shipments and how to load the vehicles with the objective of minimizing the long run average of the transportation and the inventory costs at the origin and at the destination over an infinite horizon. We consider two classes of practical shipping policies, the zero inventory ordering (ZIO) policies and the frequency‐based periodic shipping (FBPS) policies. We show that, in the worst‐case, the Best ZIO policy has a performance ratio of . A better performance guarantee of is shown for the best possible FBPS policy. The performance guarantees are tight. Finally, combining the Best ZIO and the Best FBPS policies, a policy that guarantees a performance is obtained. Defense industrial complexes in leading Cold War nations have downsized and reallocated resources to other productive activities in the 1990s. In this paper, we analyze the experience of two key countries ‐ the US and France. Comparing the two countries, we find similar outcomes in budgetary retrenchment and large firm restructuring but marked differences in the pace of downsizing and diversification among small and medium‐sized firms. We hypothesize that three sets of contextual differences may explain these differences: 1) institutional differences in the way that the State bureaucracies ‐ the Pentagon and the French Délégation générale pour l'armement (DGA) ‐ oversee defense industrial matters, 2) differences in military industry ownership and firm size patterns, and 3) differences in the regional distribution of defense industrial capacity and associated regional policies. In closing, we note that the two countries’ defense industrial complexes are becoming more alike and speculate on the significance of invidious competition and interactions between them. We address briefly the future of French/American arms industrial competition and cooperation, given the trend towards transnational security arrangements and defense industry globalization  相似文献
