Whether or not Colombia has improved is a controversial topic. If improvement has occurred, what, if any, lessons from the Colombian model can be learned? The first lesson is that Colombia's problems were caused more by a weak state than by drugs. The second lesson is that improving state capacity requires more than just increased security. The state must also provide the basic social services that citizens require to gain and maintain their support. Additionally, government institutions need to improve their professionalism, protect human rights, and root out impunity and corruption. The alternative is to suffer from new cycles of violence as old foes are vanquished, but new ones emerge.  相似文献

Many important problems in Operations Research and Statistics require the computation of nondominated (or Pareto or efficient) sets. This task may be currently undertaken efficiently for discrete sets of alternatives or for continuous sets under special and fairly tight structural conditions. Under more general continuous settings, parametric characterisations of the nondominated set, for example through convex combinations of the objective functions or ε‐constrained problems, or discretizations‐based approaches, pose several problems. In this paper, the lack of a general approach to approximate the nondominated set in continuous multiobjective problems is addressed. Our simulation‐based procedure only requires to sample from the set of alternatives and check whether an alternative dominates another. Stopping rules, efficient sampling schemes, and procedures to check for dominance are proposed. A continuous approximation to the nondominated set is obtained by fitting a surface through the points of a discrete approximation, using a local (robust) regression method. Other actions like clustering and projecting points onto the frontier are required in nonconvex feasible regions and nonconnected Pareto sets. Multi‐issue allocation situations study problems where an estate must be divided among a group of agents. The claim of each agent is a vector specifying the amount claimed by each agent on each issue. We present a two‐stage rule. First, we divide the estate among the issues following the constrained equal awards rule. Second, the amount assigned to each issue is divided among the agents in proportion to their demands on this issue. We apply the rule to two real‐world problems: the distribution of natural resources between countries and the distribution of budget for education and research between universities.  相似文献

This article analyses the economic impact of the expenditure budget of the Spanish Ministry of Defence (MoD) and its Autonomous Agencies (AA), distinguishing direct, indirect and induced effects. The input–output methodology is used to find intersectoral effects on the rest of the economy. The article quantifies the economic impact in terms of production, gross value added (GVA), employed population, tax revenue, and also in terms of its contribution to the gross domestic product (GDP) of Spain in 2010. The results show that the activity of the MoD and AA generates 1.2% of the country’s GDP and 1.7% of total employment in that year.  相似文献

Budgetary restrictions resulting from the present international economic crisis have tightened the need to improve efficiency in defense spending, leading to the armed forces having to undertake their duties with fewer resources. Previous reports on the subject have looked into the determining factors and effects of military spending but very few studies have analyzed the determinants for the modernization of the methodology for assessing efficiency. Thus, using a multiple regression statistical model, we have analyzed the appraisal systems in place in 28 countries to identify factors that influence the development of economic assessment of military expenditure. Our findings have revealed three factors that may favor the improvement of appraisal systems with regard to military expenditure: the quality of governance, size of the armed forces, and unemployment levels.  相似文献

In this work, we extend the recently proposed adaptive phase field method to model fracture in orthotropic functionally graded materials (FGMs). A recovery type error indicator combined with quadtree decomposition is employed for adaptive mesh refinement. The proposed approach is capable of capturing the fracture process with a localized mesh refinement that provides notable gains in computational efficiency. The implementation is validated against experimental data and other nu-merical experiments on orthotropic materials with different material orientations. The results reveal an increase in the stiffness and the maximum force with increasing material orientation angle. The study is then extended to the analysis of orthotropic FGMs. It is observed that, if the gradation in fracture properties is neglected, the material gradient plays a secondary role, with the fracture behaviour being dominated by the orthotropy of the material. However, when the toughness increases along the crack propagation path, a substantial gain in fracture resistance is observed.  相似文献

The paper adds to the debate on the relationship between military spending and economic growth by analysing the contribution of a military university centre to regional economic development. It goes beyond traditional economic impact studies by including research related effects and integrating “third stream” activities. Conceptualization and categorization are carried out to thoroughly analyse the different dimensions of knowledge and “third stream” actions. The analysis is performed from its settlement and during its first 5 years of existence which allows showing how the strategy of community engagement is developed. The conclusion suggests that, as traditional military roles extend, and military education institutions become higher education institutions, a comprehensive evaluation should be taken into account to enrich the public debate on government spending.  相似文献
