In the temporarily isolated situation in which a warship finds itself during a mission. not only spare parts, but also “spare” crewmen in various categories of specialization must he on board. Mathematical models for the probabilities of mission survival for personnel and for personnel and materiel jointly are proposed. A practical example is worked out: the optimal allocation of spare crewmen to different categories of specialization is calculated.  相似文献

The F‐35 Joint Strike Fighter (JSF) programme is important for innovation in the Dutch economy and also contributes to other programmes in the aerospace industry (spin‐off) and other industries (spillover). On top of the expected value of US$9.2 billion in development and production, based on interviews with 10 companies and research institutes, an expected spin‐off of US$1.1 billion and an expected spillover of US$120 million will result. In addition, over 23,000 man‐years are associated with the activities in the development and production of the JSF. This study excludes the large and labour‐intensive Maintenance, Repair and Overhaul (MRO) activities. Further validation of data and an update of current results is planned for 2006.  相似文献

ABSTRACT

In 2014, an affiliate of the Islamic State of Iraq and Syria emerged in Afghanistan. Wilayat Khorasan, or ISIS-K, intends to secure Afghanistan to legitimize the Islamic State’s caliphate across the ‘Khorasan Province’ including portions of Central Asia, China, Iran, the Indian Subcontinent, and Southeast Asia. While the group’s intent is clear, its capability confounds analysts. The authors argue that Wilayat Khorasan is likely the Islamic State’s most viable and lethal regional affiliate based on an expansionist military strategy. This is designed to enable the group’s encirclement of Jalalabad City in Nangarhar Province and is foundational to its expanded operational reach, regionalization, and lethality. Since 2016, the US-led Coalition’s counter-terrorism strategy has disrupted ISIS-K’s critical requirements and prevented external attacks. Yet, raids and strikes alone will not defeat ISIS-K. They must be calibrated against an institution-building approach that legitimizes Afghanistan’s government and redresses grievances that ISIS-K exploits to resolve.  相似文献

The periods, principles, and cases examined are, first, the European Middle Ages (1000-1300; opportunity cost; siege warfare); second, the Enlightenment and the Age of Battle (1618-1814; expected marginal costs/benefits; the decision to engage in battle); and third, the Cold War (1945-1989; substitution; France's nuclear force de frappe).  相似文献

When selling complementary products, manufacturers can often benefit from considering the resulting cross‐market interdependencies. Although using independent retailers makes it difficult to internalize these positive externalities, the ensuing double marginalization can mitigate within‐market competition. We use standard game theoretic analysis to determine optimal distribution channel strategies (through independent retailers or integrated) for competing manufacturers who participate in markets for complements. Our results suggest that a firm's optimal channel choice is highly dependent on its competitive positioning. A firm with a competitive advantage in terms of product characteristics (customer preferences) or production capabilities (cost) might benefit from selling through company‐controlled stores, allowing coordinated pricing across the two markets, whereas a less competitive firm might be better off using independent channel intermediaries to mitigate price competition. We consider two scenarios depending on whether the two firms make their distribution channel decisions sequentially or simultaneously. Although firms are unlikely to make such decisions at exactly the same instant, the simultaneous model also serves as a proxy for the scenario where firms decide sequentially, but where they cannot observe each other's strategic channel choices. For the sequential case, we find that the sequence of entry can have tremendous impact on the two firms'profits; whereas in some cases, the first mover can achieve substantially higher profits, we find that when the two markets are of sufficiently different size and only loosely related, a firm with a competitive advantage might be better off as a follower. Interestingly, our results suggest that, when the markets are of rather similar size, both firms are better off if they enter the industry sequentially. In those cases, the first entrant has incentive to reveal its planned channel strategies, and the follower has incentive to seek out and consider this information. © 2010 Wiley Periodicals, Inc. Military units on missions abroad face, among other challenges, terrorism. Terrorists are hard to recognize since they operate non-uniformed. Detection of terrorists in the area of operation can best be done by winning the trust of the local population, who can provide information. However, since the military rotates its units regularly, it is hard to build up a trusting relationship with the local population. Other players in the field of international operations are civil aid organisations. They remain in the area for a lengthy period of time, and often build up trusting relationships with the local population. Trust between civil aid organisations and the military is a triple edged sword, as it enables co-operation: the civil aid organisations get the protection they need from the military, the military gets the information it needs through civil aid organisations and the local population is supported in rebuilding society by repressing terrorism.  相似文献

This paper considers a discrete time, single item production/inventory system with random period demands. Inventory levels are reviewed periodically and managed using a base‐stock policy. Replenishment orders are placed with the production system which is capacitated in the sense that there is a single server that sequentially processes the items one at a time with stochastic unit processing times. In this setting the variability in demand determines the arrival pattern of production orders at the queue, influencing supply lead times. In addition, the inventory behavior is impacted by the correlation between demand and lead times: a large demand size corresponds to a long lead time, depleting the inventory longer. The contribution of this paper is threefold. First, we present an exact procedure based on matrix‐analytic techniques for computing the replenishment lead time distribution given an arbitrary discrete demand distribution. Second, we numerically characterize the distribution of inventory levels, and various other performance measures such as fill rate, base‐stock levels and optimal safety stocks, taking the correlation between demand and lead times into account. Third, we develop an algorithm to fit the first two moments of the demand and service time distribution to a discrete phase‐type distribution with a minimal number of phases. This provides a practical tool to analyze the effect of demand variability, as measured by its coefficient of variation, on system performance. We present a group testing model for items characterized by marker random variables. An item is defined to be good (defective) if its marker is below (above) a given threshold. The items can be tested in groups; the goal is to obtain a prespecified number of good items by testing them in optimally sized groups. Besides this group size, the controller has to select a threshold value for the group marker sums, and the target number of groups which by the tests are classified to consist only of good items. These decision variables have to be chosen so as to minimize a cost function, which is a linear combination of the expected number of group tests and an expected penalty for missing the desired number of good items, subject to constraints on the probabilities of misclassifications. We treat two models of this kind: the first one is based on an infinite population size, whereas the second one deals with the case of a finite number of available items. All performance measures are derived in closed form; approximations are also given. Furthermore, we prove monotonicity properties of the components of the objective function and of the constraints. In several examples, we study (i) the dependence of the cost function on the decision variables and (ii) the dependence of the optimal values of the decision variables (group size, group marker threshold, and stopping rule for groups classified as clean) and of the target functionals (optimal expected number of tests, optimal expected penalty, and minimal expected cost) on the system parameters.© 2011 Wiley Periodicals, Inc.
