This article examines the complex legacy of David Petraeus who was a key figure in the emergence of the US military shift towards counterinsurgency doctrine in the years after 2006. Although Petraeus has been perceived by critics as a publicity seeker, he can be credited with laying the foundations for a more serious commitment to COIN involving in particular in integrating conventional and Special Forces in arenas like village stability operations. The article looks a Petraeus's role in both Iraq and Afghanistan: it concludes that, in the case of Afghanistan, it is too early to assess whether counterinsurgency has had a decisive impact of the outcome of the war against the Taliban.  相似文献

This article had its genesis in a background study for the development of a new Australian Army counter-insurgency doctrine. Archival research showed that the Australian counter-insurgency doctrine employed in such post-1945 conflicts as Burma, Malaya, Borneo and Vietnam originated in the jungle campaigns of the South West Pacific Area during World War II. The historical record also showed that the Army's counter-insurgency doctrine, as with its World War II-jungle warfare doctrine, was a pragmatic amalgam of Australian experience and British doctrine. The article traces this process through the development of a series of doctrine manuals. It also considers the contribution of key individuals to both counter-insurgency theory and practice. This distinctively Australian approach to the development of doctrine was responsible for producing a highly successful manual, The Division in Battle: Pamphlet No. 11, Counter-Revolutionary Warfare (DIB 11), which the Army used during its involvement in Vietnam.  相似文献

This article addresses bottleneck linear programming problems and in particular capacitated and constrained bottleneck transportation problems. A pseudopricing procedure based on the poly-ω procedure is used to facilitate the primal simplex procedure. This process allows the recent computational developments such as the Extended Threaded Index Method to be applied to bottleneck transportation problems. The impact on problem solution times is illustrated by computational testing and comparison with other current methods.  相似文献

A primal simplex procedure is developed to solve transportation problems with an arbitrary additional linear constraint. The approach is a specialization of the Double Reverse Method of Charnes and Cooper. Efficient procedures for pricing-out the basis, determining representations, and implementing the change of basis are presented. These procedures exploit the pure transportation substructure in such a manner that full advantage may be taken of the computational schemes and list structures used to store and update the basis in codifying the MODI method. Furthermore, the pricing-out and change-of-basis procedures are organized in a manner that permits the calculations for one to be utilized in the other. Computational results are presented which indicate that this method is at least 50 times faster than the state-of-the-art LP code, APEX-III. Methods for obtaining basic primal “feasible” starts and “good” feasible integer solutions are also presented.  相似文献

Some scholars counter-intuitively argue that the proliferation of nuclear weapons increases international security by substantially reducing the chances for inter-state armed conflict. This school of thought draws heavily on the history of the American-Soviet Cold War rivalry to inform its analysis. The security dilemmas in the contemporary Middle East and South Asia where numerous states have or want nuclear weapons, however, are profoundly different than the competition between the United States and the Soviet Union. States in the Middle East and South Asia today may see nuclear weapons as usable instruments of warfare in contrast to conventional wisdom in the West that views them as weapons of deterrence and last resort. As common sense would have it, American and Allied policy designed to stem the proliferation of nuclear weapons is prudent. American diplomatic intervention, moreover, in regional crises as a third party may be needed in the future in the Middle East and South Asia to lessen the risks of nuclear warfare. Nevertheless, American policy-makers are likely in the future to find themselves facing a nuclear-armed nation-state-or soon to be nuclear weapons-capable state-in a crisis and will have to grapple with the risks of pre-emptive or preventive military action.  相似文献

The story of the demise of Canada's remarkable CF-105 Arrow jet-fighter interceptor has been told and retold by numerous Canadian writers. As told by most, it is a tragic tale. Canadian Prime Minister John Diefenbaker, in an act as unforgivable as it was incomprehensible, not only destroyed a highly promising all-Canadian state-of-the-art aircraft but ruined all hopes of Canada ever being an important player in the North American defense industry. This article offers a contrasting interpretation — locating the problems leading to the aircraft's cancellation further back in history, and in particular in serious and determinative failures in strategic thinking and analysis by senior Canadian military officials at the time of the Arrow program's birth in 1953.  相似文献

The United States faces a series of strategic and policy conundrums as it attempts to promote strategic stability in the Persian Gulf and the wider Middle East. This article examines the relationship between a reduced US nuclear arsenal and strategic stability in the Persian Gulf and the Middle East. It argues that a series of interrelated political and military factors play a much more significant role in regional security and stability than the US strategic arsenal, which has never, with a few extraordinary exceptions, played a direct role in maintaining regional security. The United States has constructed a system of regional stability based on conventional deterrence and defense that has seen it forward base forces at various installations in the region in combination with efforts to arm, train, and equip host-nation militaries. Nuclear weapons have never played a prominent role in this regional system. Evidence presented in this article suggests that there is no compelling reason for the United States to abandon and/or modify the defensive system of conventional deterrence and defense by adding nuclear-backed guarantees to the mix.  相似文献

There are a number of competing paradigms on nonproliferation issues, each with their own self-consistent set of axioms that have to be dealt with on their own terms. If these different approaches are not appropriately acknowledged during discussions, they can become a permanent barrier to the resolution of underlying issues. This article identifies some of the key interest groups that are involved in discussions of nuclear nonproliferation issues and seeks to delineate the paradigmatic differences between these groups. These differences in approach can give rise to the perception that one or more of the parties to any discussion are arguing in bad faith. While bad faith may be a cause of at least some of the disputes that arise on nonproliferation issues, assuming bad faith as an explanation for these differences is counterproductive; it prevents any serious discussion of the issues underlying such disputes and obstructs attempts to reach a common understanding.  相似文献
