This article seeks to assess the magnitude of military reform in Indonesia and its impact in establishing greater levels of professionalism within the armed forces. To this end, the authors will offer some reflections on the studies of civil-military relations and military transformation for inculcating a higher degree of military professionalism; analyse to what extent the process of military reform in Indonesia has reshaped the institutional role of the armed forces; and discern three major strategic gaps in Indonesia's military reform, namely the “legal loopholes and regulation vacuum,” the “shortcomings of democratic civilian control,” and the “defence-economic gap.” This article asserts that military professionalism will grow more substantially depending on the ability of civilian elites to exercise effective control over the military and the capacity of the government to transform the military establishment keeping pace with strategic challenges and operational requirements.  相似文献

Abstract

The utilization of health care services by veterans has received much attention in recent years. However, the impact of the large array of factors affecting the veterans’ demand for health care services remains understudied. These factors include individual socio-demographic and economic characteristics, the availability of various sources of health insurance, and the prevalence of medical conditions. We use public data to analyze how veterans’ utilization of health care services varies with these factors. We also analyze how the reliance on VA services varies when alternative sources of health insurance are available to veterans. Based on the estimated relationships, we use a micro-simulation model to forecast future health care utilization, both inside and outside of VA.  相似文献

This article examines the ways in which the two normative concerns of casualty-aversion and civilian protection influenced US military strategy in the particular context of the asymmetric conflict in Somalia in the early 1990s. The article critically evaluates US military operations through the prism of international humanitarian law and examines whether American forces started prioritizing casualty-aversion over the safeguarding of Somali civilians. Finally, by drawing on emerging moral guidelines (such as Michael Walzer's idea of ‘due care’), the article examines whether lower numbers of Somali civilian deaths could have been achieved if marginal increases to the risks faced by US soldiers had been accepted.  相似文献

While Carl von Clausewitz has generally been respected as one of the most profound philosophers of war, his expertise has been regarded as somewhat limited if not even irrelevant to the so-called ‘new wars’ of the post-Cold War world. Many scholars in international relations have claimed that ‘new wars’ are essentially ‘post-Clausewitzian’ and ‘post-trinitarian’ in nature, meaning that they are no longer fathomable through a Clausewitzian framework. However Clausewitz's earlier writings were nearly exclusively dedicated to guerrilla warfare, or what he called ‘small wars’. These writings have been largely overlooked by many analysts of contemporary conflicts. By drawing on his rare and untranslated writings, the article uncovers a critical part of Clausewitz's expertise in asymmetric warfare and shows that, far from being irrelevant in an age where interstate warfare is increasingly being replaced by conflicts between states and semi-/non-state actors, Clausewitz's philosophical writings actually shed new light into the particular interactive dynamics generated during wars waged under conditions of asymmetry.  相似文献

Many techniques of forecasting are based upon extrapolation from time series. While such techniques have useful applications, they entail strong assumptions which are not explicitly enunciated. Furthermore, the time series approach not based on an indigenous forecast principle. The first attack from the present point of view was initiated by S. S. Wilks. Of particular interest over a wide range of operational situations in reliability, for example, is the behavior of the extremes of the Weibull and Gumbel distributions. Here we formulate forecasters for the minima of various forms of these distributions. The forecasters are determined for minimization in mean square of the distance. From n original observations the forecaster provides the minimum of the next m observations when the original distribution is maintained. For each of the forecasters developed, tables of efficiency have been calculated and included in the appendix. An explicit example has been included for one of the forecasters. Its performance has been demonstrated by the use of Monte Carlo technique. The results indicate that the forecaster can be used in practice with satisfactory results.  相似文献

Private‐label products are of increasing importance in many retail categories. While national‐brand products are designed by the manufacturer and sold by the retailer, the positioning of store‐brand products is under the complete control of the retailer. We consider a scenario where products differ on a performance quality dimension and we analyze how retailer–manufacturer interactions in product positioning are affected by the introduction of a private‐label product. Specifically, we consider a national‐brand manufacturer who determines the quality of its product as well the product's wholesale price charged to the retailer. Given the national‐brand quality and wholesale price, the retailer then decides the quality level of its store brand and sets the retail prices for both products. We find that a manufacturer can derive substantial benefits from considering a retailer's store‐brand introduction when determining the national brand's quality and wholesale price. If the retailer has a significant cost disadvantage in producing high‐quality products, the manufacturer does not need to adjust the quality of the national‐brand product, but he should offer a wholesale price discount to ensure its distribution through the retailer. If the retailer is competitive in providing products of high‐quality, the manufacturer should reduce this wholesale price discount and increase the national‐brand quality to mitigate competition. Interestingly, we find the retailer has incentive to announce a store‐brand introduction to induce the manufacturer's consideration of these plans in determining the national‐brand product quality and wholesale price. © 2010 Wiley Periodicals, Inc. When selling complementary products, manufacturers can often benefit from considering the resulting cross‐market interdependencies. Although using independent retailers makes it difficult to internalize these positive externalities, the ensuing double marginalization can mitigate within‐market competition. We use standard game theoretic analysis to determine optimal distribution channel strategies (through independent retailers or integrated) for competing manufacturers who participate in markets for complements. Our results suggest that a firm's optimal channel choice is highly dependent on its competitive positioning. A firm with a competitive advantage in terms of product characteristics (customer preferences) or production capabilities (cost) might benefit from selling through company‐controlled stores, allowing coordinated pricing across the two markets, whereas a less competitive firm might be better off using independent channel intermediaries to mitigate price competition. We consider two scenarios depending on whether the two firms make their distribution channel decisions sequentially or simultaneously. Although firms are unlikely to make such decisions at exactly the same instant, the simultaneous model also serves as a proxy for the scenario where firms decide sequentially, but where they cannot observe each other's strategic channel choices. For the sequential case, we find that the sequence of entry can have tremendous impact on the two firms'profits; whereas in some cases, the first mover can achieve substantially higher profits, we find that when the two markets are of sufficiently different size and only loosely related, a firm with a competitive advantage might be better off as a follower. Interestingly, our results suggest that, when the markets are of rather similar size, both firms are better off if they enter the industry sequentially. In those cases, the first entrant has incentive to reveal its planned channel strategies, and the follower has incentive to seek out and consider this information. © 2010 Wiley Periodicals, Inc. Russia, as many contemporary states, takes public diplomacy seriously. Since the inception of its English language TV network Russia Today in 2005 (now ‘RT’), the Russian government has broadened its operations to include Sputnik news websites in several languages and social media activities. Moscow, however, has also been accused of engaging in covert influence activities – behaviour historically referred to as ‘active measures’ in the Soviet KGB lexicon on political warfare. In this paper, we provide empirical evidence on how Russia since 2014 has moved towards a preference for active measures towards Sweden, a small country in a geopolitically important European region. We analyse the blurring of boundaries between public diplomacy and active measures; document phenomena such as forgeries, disinformation, military threats and agents of influence and define Russian foreign policy strategy. In summary, we conclude that the overarching goal of Russian policy towards Sweden and the wider Baltic Sea is to preserve the geostrategic status quo, which is identified with a security order minimising NATO presence in the region.  相似文献

Despite the burgeoning literature on Russia’s renewed power politics, little attention has been paid to the fact that US reactions towards Russia’s military interventions were all but coherent. The USA has chosen weak measures in Georgia in 2008 (shaming) compared to its assertive response in Ukraine in 2014 (sanctions, hard deterrence). This article assesses the explanatory power of neorealist, liberal and constructivist theories for the variation in US reactions towards Russian interventions in Georgia and Ukraine. Our argument is that the constructivist perspective explains the cases best as it highlights the power and communality of normative assessments. The Ukraine crisis was perceived by the USA as a violation of core international norms, especially the non-use of force and the principle of territorial integrity. Relevant international norm carriers shared this assessment of the conflict. In contrast, the perception of the Georgian war centred on the issue of democracy promotion. While democracy is an important aim of US foreign policy, it does not summon the same normative importance as general principles of international law. Furthermore, the perception of the Georgian war remained contested among Western allies, which decreased the communality of the normative assessment.  相似文献

This article discusses roles and missions of the United States Navy with a particular focus on the Baltic Sea. That particular sea has gained renewed political and military attention following Russia's resurgent and increasingly hybrid-offensive foreign policy. Baltic nations, uncertain of what the future holds, ought to look at sea power and maritime missions in the Baltic, as well as US naval presence in Europe, to draw lessons for future posture.  相似文献
