In his 2009 Prague speech and the 2010 Nuclear Posture Review, President Barack Obama committed the United States to take concrete steps toward nuclear disarmament while maintaining a safe, secure, and effective nuclear deterrent. There is an inherent tension between these two goals that is best addressed through improved integration of nuclear weapons objectives with nuclear arms control objectives. This article reviews historical examples of the interaction between the two sets of objectives, develops a framework for analyzing opportunities for future integration, and suggests specific ideas that could benefit the nuclear weapons enterprise as it undergoes transformation and that could make the future enterprise compatible with a variety of arms control futures.  相似文献

One of the central debates in contemporary international relations scholarship concerns the issue of whether balancing has occurred in response to US-based unipolarity, and if it has, how this should be characterised. Existing research has seen analysts argue that major power responses to unipolarity can be placed in one of either three categories: an absence of balancing, soft balancing, and hard balancing. This article contributes to the scholarly literature by providing a case study of hard internal Russian balancing against the US’s development and deployment of Ballistic Missile Defense (BMD) systems during the Bush Administration (2001–08). Russian hard balancing against the US has involved: (1) fielding new strategic nuclear and conventional weapons equipped with BMD countermeasures, and, relatedly, (2) making changes in military doctrine. As a result, security dilemma dynamics are increasingly in evidence in US relations with Russia.  相似文献

International Atomic Energy Agency (IAEA) safeguards are under more stress today than at any time in their history. Compliance concerns, a shortage of resources and technology, and growing responsibilities threaten to undermine the effectiveness and credibility of this vital and fundamental pillar of the nonproliferation regime. To address this challenge, the United States recently launched the Next Generation Safeguards Initiative. The goal of this initiative is to ensure the IAEA makes the fullest possible use of its existing authority to prevent the diversion of safeguarded material and to investigate suspicious activities. The initiative will advance state-of-the-art technology, foster the development of a new generation of safeguards experts, and promote technology collaborations and safeguards-conscious infrastructure in states using or pursuing nuclear power. Although it has a domestic focus, the initiative's intent is to catalyze a much broader commitment to international safeguards in partnership with other governments and the IAEA.  相似文献

Although the Obama Administration has differed from its predecessor in a number of respects, on the specific issue of Ballistic Missile Defense (BMD), there is a striking continuity. The Obama Administration has remained committed to the BMD project, even as it has modified the schedule of deployments and prioritized different systems from the Bush Administration. Significantly, this has led to Chinese and Russian balancing in the nuclear sphere. As a result, there is evidence of a security dilemma-type dynamics in US relations with China and Russia. At present, there is no study that analyzes Russian and Chinese hard internal balancing against the USA in the sphere of missile defense during the Obama Administration.
