This article seeks to explain the basic dynamics of the development of the German military approach in Afghanistan between 2003 and 2010 by looking at the impact of the Bundeswehr’s established uses of historical experience. First, the German military approach in Afghanistan has slowly evolved from a peacebuilding and mediation mission towards a full-fledged combat deployment. Second, the Bundeswehr’s exclusive focus on the World War II experience has contributed to the emergence of the Balkans experience as a formative experience that shaped initial operational thinking in Afghanistan. Third, because a thorough debate on the historical foundation of counterinsurgency remained absent, the operational shift in 2009 was perceived as a return to ‘classical’ military tasks and thus led to an almost exclusive focus on training for combat.  相似文献

The use of force in asymmetrical warfare, and in counterinsurgency operations in particular, has been written off as strategically dangerous and politically irrational. The goal of the article is to examine the role of force in a modern military context and determine if victory through its application is theoretically feasible. This hypothesis will be tested against the backdrop of the conflict in Chechnya. The work will examine the Russian military and public policy as a subordinate subject to the overall inquiry of the article in an attempt to show that force was one of the major factors behind Russian military success in 2001.  相似文献

Despite all the talk of ‘hearts and minds’ being the key to counterinsurgency, local public opinion is rarely studied and when it is, it often yields surprising conclusions. Through analyzing polling data from Vietnam, Iraq and Afghanistan, this article shows that public opinion is less malleable, more of an effect rather than a cause of tactical success, and a poor predictor of strategic victory. As a result, modern counterinsurgency doctrine’s focus on winning popular support may need to be rethought.  相似文献

ABSTRACT

Recent US advances in counterinsurgency doctrine have been adopted by developing country armed forces. Nevertheless, no systematic study has examined the barriers they face to implementing highly involved counterinsurgency strategy. Tracing the evolution of Peruvian doctrine demonstrates that Peru was able to quickly improve the unity of effort, intelligence capacity, and military basing to meet the demands of a population-centric hearts-and-minds approach to counterinsurgency. Nevertheless, the limited tactical initiative and flexibility of Peruvian forces remains a challenge. The Peruvian experience is instructive for other militaries undergoing similar transitions. However, given the diversity of insurgent conflicts, this doctrine is not universally appropriate.  相似文献

ABSTRACT

While many militaries have tried to capitalize on the potential of information operations in internal war, few have succeeded. I argue that military information campaigns fall short of expectations for two reasons. First, the theory of influence militaries generally embrace – communications as a non-lethal weapons system – is largely invalid. While treating information as a weapons system makes it easier to integrate it into the existing military planning system, this overstates the independent effects of communications on behavior and understates the importance of interactive effects of what commercial marketing theory refers to as the “marketing mix” – product, price, promotion, and placement. It would be more appropriate to treat military information operations as a form of marketing: a composite effort to induce a specific behavior in a target audience by applying a combination of material and ideational instruments. The marketing model suggests that the efficacy of information operations will depend not simply on the message and its delivery (promotion) but on the behavior the sender seeks to induce (the product), the costs of that behavior (the price), and the opportunities available for such behavior (the placement).  相似文献

Rather than win hearts and minds, authoritarian counterinsurgency is said to rely heavily on coercion. It has a reputation for effectiveness, if also for its amorality. Still, the research into authoritarian counterinsurgency is surprisingly lacking. By distilling common features from key cases, this article concludes that this approach goes beyond the indiscriminate violence that typically captures the imagination. Like their democratic counterparts but differently, authoritarian regimes also engage in mobilisation, create narratives, and turn military advantage into political gain. The analysis explains how these tasks are undertaken and, by contradistinction, sheds light on more liberal approaches as well.  相似文献

Pakistan has an uneven history of dealing with insurgencies and extremism. This article identifies the various campaigns and policies employed to defeat militants and deal with violent extremism. It describes the major anti-state groups and how Pakistan’s military and civilian leaders, relying on the related strategies of selectivity, gradualism and containment, have allowed militancy and terrorism to thrive. This article finds that while the elites and the public may have belatedly come to appreciate the existential internal threats these groups pose to the country, there are strong reasons to doubt the state’s full commitment to its promises to take meaningful action.  相似文献

This article provides a critical analysis of counterinsurgency in Afghanistan at the tactical level. The efforts of several Naval Special Warfare detachments deployed to Naw Bahar district in Zabul Province, Afghanistan are examined in detail to identify key successes and failures in planning and execution. It defines the operating environment in which the detachments worked and identifies the goals and outcomes of the first and second phases of the counterinsurgency effort. The article concludes by placing the tactical effort in the context of the overall strategy in Afghanistan and suggests that time is the limiting factor to success.  相似文献

This study models the structural sources of variation in the use of selective (discriminate) repression within 89 civil wars fought between 1981 and 2005. The severity of repressive violence is modeled as a function of the amount of territory being contested by the insurgents. This idea is operationalized using measures of the location, size, and density of insurgency violence. The analysis finds evidence that the repressive behavior of both governments and rebel groups is linked to conflict geography. Governments violate physical integrity rights more frequently and kill more civilians the greater the overall amount of territory under contestation. Rebels kill more civilians in highly dispersed insurgencies that lack a clear epicenter.  相似文献
