Decades of scholarship have warned against using historical analogies for policymaking. But the Taliban insurgency appears, on the surface, to confirm the usefulness of historical analogies to the British and Soviet wars in Afghanistan. I review the use of analogies for the war in Afghanistan and argue the analogies were historically unsound and strategically unhelpful. In fact, their effect on policy helped create the conditions for the very insurgency policymakers most hoped to avoid. The Taliban insurgency did not occur because of the presence of too many foreign troops and aid workers, but because there were too few.  相似文献

Theorizing about Taliban operations in Afghanistan has its limits and it is possible that Kabul-centric strategies do not adequately address the unique circumstances of each region in the country. How exactly has the Taliban gone about attaining its objectives in Kandahar province and how have those approaches evolved since 2002? And how have the Taliban adapted to coalition forces' attempts to compete with the insurgency and stamp it out? After the fall of the Taliban regime in 2001, several thousand Afghan Taliban forces fled across the border to Pakistan, and the area became a safe haven for Afghan insurgents. In 2014, the transnational dimension of the insurgency is still highly prominent. Although regional support for insurgents is not uncommon, how to counter this aspect is mostly ignored in counterinsurgency (COIN) theory and doctrines. In this article, a regional counterinsurgency framework is developed, using the regional counterinsurgency efforts in Afghanistan as an example. The framework will facilitate the systematic inclusion of regional COIN measures in theory and doctrine.  相似文献

Politics is critical to making sense of Pakistani successes and failures in dealing with non-state armed groups. This includes domestic political currents; regional political currents; and the global impetus of the post-9/11 era. How these currents overlap renders to any reading of insurgency in Pakistan real complexity. This article engages with this complexity rather than shirking from it. Its hypothesis is that while the insurgency bordering Afghanistan has been an epicentre of Pakistani military efforts to fight the Taliban, this theatre is in of itself insufficiently inclusive to grasp the nature of Pakistan’s security challenges and its consequent responses.  相似文献

The Taliban has recently re-emerged on the Afghan scene with vengeance. Five years after being defeated in Afghanistan by a US coalition, the resurgent Taliban, backed by al-Qaeda, are mounting an increasingly virulent insurgency, especially in the east and south, near the Afghanistan-Pakistan border. The Taliban now represents a significant challenge to the survival of President Hamid Karzai's government. This article assesses the narrative strategy the Taliban has employed to garner support with the Afghan people. Specifically, this paper assesses the narratives of Taliban shabnamah, commonly referred to as ‘night letters’ in an effort unravel what the Taliban represents.  相似文献

Over seven years after the 11 September 2001 attacks on the United States, Afghanistan is again at the forefront of the headlines, faced with a brutal insurgency and a resurgent Taliban. Many scholars and policymakers attribute the instability in Afghanistan to a terrorist sanctuary in the neighboring Federally Administered Tribal Areas (FATA). Pakistan has attempted to eliminate this sanctuary through negotiation and armed force. This paper argues that Pakistani strategy has failed to achieve its desired results because of local tribal norms, the weak nature of previous agreements, military units ill-equipped for a counterinsurgency and counterterrorism role, as well as ideological fissures in the Pakistani establishment. Afterward, the paper argues that the United States and Coalition forces should pursue their strategy remaining cognizant of local tribal norms, step up training efforts for Pakistani forces, promote development of the tribal areas, and cultivate options for eliminating the FATA sanctuary through covert means.  相似文献

The belief that the insurgency in southern Afghanistan is a singular entity and the assumption that negotiations with that entity can bring an end to the conflict are simplistic and do not take into account the other insurgent partners, nor the role of local power brokers. Military commanders, policymakers, and analysts have recently embraced the concept of combined action as a powerful tool to improve the effectiveness of Afghan security forces in the fight against the Taliban. In doing so, they explicitly draw inspiration from the Combined Action Program employed by US Marines during the Vietnam War. This program is widely considered to have greatly improved the effectiveness of South Vietnamese government forces and contributed to increased population security in its area of operations and is considered a model worthy of emulation. This study finds that the success of the Vietnam-era Combined Action Program was more qualified than contemporary proponents argue. It argues that successes were tempered, and conditioned, by the choice of junior commanders, the level of operational control enjoyed by the US Marines, and the way the local forces were recruited and deployed. These conditions offer valuable lessons for those seeking to employ combined action not only in present-day Afghanistan, but also in future counterinsurgency campaigns.  相似文献

This article addresses the principles that should guide commanders, and the rules they must adhere to, when dealing with community disputes in Afghanistan. An important feature of these principles and rules is that they have been developed to ensure that coalition forces minimize the harm caused to the local population; and that members of the coalition do not violate their own laws and policies. The principles and rules have also been developed to be consistent with counterinsurgency guidance as practiced in Afghanistan. The article concludes with a number of ‘Dos and Don'ts’ concerning dispute settlement that are relevant for coalition forces dealing with disputes at the tactical level. The article also has two appendices, which are intended to guide commanders to better understand dispute settlement systems in Afghanistan.  相似文献

This article investigates power practices in the Cambodian insurgency after 1979 as being part of a social field. There are various types of power practice being exercised by commanders aiming at making soldiers disciplined inside the insurgency. The hypothesis explaining these variations being proposed here is that the type of power being exercised depends on the habitus of the respective commander. Power practices are shaped by the incorporated classificatory discourse of commanders on good soldierhood and leadership. Thereby, armed groups can be analyzed as a social field in which practices are always relational and part of symbolic struggles between different commanders.  相似文献

ABSTRACT

Revisiting the US-led counterinsurgency campaign in Afghanistan, we examine to what extent the concepts of legitimacy of the Taliban and the US counterinsurgents showed congruence with pre-existing Afghan notions of legitimacy. We move beyond dominant approaches of social contract theory and materialist legitimacy by using a threefold model of legitimacy to assess the different concepts of legitimacy. Both the Taliban and the US, we argue, diverged markedly from historically developed notions of legitimate rule. The article demonstrates that counterinsurgents need to be aware of and adapt to local norms. Moreover, we point towards relevant norms in the case of Afghanistan.  相似文献

The Pakistani security forces have won their fight against the insurgency of the Pakistani Taliban, though terrorism will remain a serious problem for the foreseeable future. Victory was won not chiefly on the basis of new tactics, but of the recovery of legitimacy for the campaign among the population and the armed forces. This occurred when the war came to be seen as one waged not in the interests of the USA, but for the defence of Pakistan. In Balochistan, the nationalist insurgency has been different from and weaker than that of the Taliban—but may prove longer lasting. Military tactics in Balochistan have closely resembled those of the British Raj, and have been based with some success on fomenting tribal divisions and co-opting tribal elites.  相似文献

The following article aims to examine current counter-insurgency (COIN) strategy in Afghanistan to posit an untried theoretical concept of operations for the war being waged there. By doing so it shall argue that Coalition and NATO forces operating there may be required to fundamentally recast Afghan war-policy if a resurgent Taliban and Al-Qa'eda are to be countered in both the military and political spheres of present day Afghanistan. By way of strategy this article shall posit that a more optimal strategy in Afghanistan, in light of the campaign's apparent difficulties, might be to seed local security apparatuses, designated herein as ‘Rural Paramilitary Forces’.  相似文献

In the aftermath of 9/11, the USA embarked on a massive global hunt for terrorists and launched its “Operation Enduring Freedom” in Afghanistan. Its failure to control insurgency in Afghanistan spilled over into Pakistan, with disastrous consequences. The resurgence of the Taliban with more formidable tactics and maneuvering skills has become more troublesome for both Afghanistan and Pakistan and for the USA and its allied forces. The fierce comeback of the insurgents has challenged the political and territorial integrity of Pakistan, one that it cannot tolerate. This article analyzes the current situation and its implications for Pakistan's security. Moreover, it looks into the internal and external security complexities that Pakistan faces and the possible implications of the US exit strategy for Pakistan's security. It concludes that the security situation in Pakistan is continuously deteriorating and no part of her territory is immune from terrorists' attacks. To be successful, Pakistan must pursue a broad-based strategy that encompasses military, political, social, economic and informational domains aimed at accomplishing four major objectives: (1) elimination of foreign terrorists and their facilitators; (2) strengthening of the political and administrative institutions in the Federally Administered Tribal Areas (FATA); (3) establishing a safe and secure environment conducive for sustained development and the realization of real socio-economic progress and (4) integrating the FATA into the national mainstream. In the long term, a strategy based on the concept of “Enlightened Moderation” is the right solution, not only to the internal problems of Pakistan but also for the Muslim world and the international community.  相似文献

This report sheds new light on the CIA and US Special Forces' covert campaign alongside Afghan Northern Alliance leader General Dostum's horse-mounted Uzbeks during 2001's Operation Enduring Freedom. In 2003 and 2005 the author traveled over the Hindu Kush Mountains to the plains of Northern Afghanistan and lived with the legendary Northern Alliance opposition leader General Dostum. His aim was to recreate Dostum's campaign alongside the CIA and Special Forces to seize the holy city of Mazar i Sharif from the Taliban in November 2001. Based on interviews with Dostum and his Uzbek commanders, this article recreates this proxy offensive that saw the Northern Alliance opposition break out of the mountains, seize this shrine town and bring the Taliban house of cards falling down in a matter of weeks. Up until now the indigenous Afghan Uzbeks, who played a crucial role as a ‘boots on the ground’ fighting force for Centcom, have been cast as a mere backdrop for American heroics. Now their side of the story and their links to the mysterious shrine of Mazar i Sharif are for the first time revealed.  相似文献

This article investigates the cognitive limitations on policy change in counterinsurgency (COIN) efforts by examining why American decision-makers failed to revise their government strategy substantially while fighting the insurgency in Afghanistan in 2003–2014 and why their British counterparts were more successful in adjusting their policies in the Malayan insurgency in 1948–1954. Unlike most of the COIN literature that concentrates on military strategy and tactics, the analysis of government policy-making in Malaya holds some important political lessons for American leaders today despite differences between the insurgencies in Afghanistan and British Malaya. As a response to the criticism of COIN studies in general that they lack theoretical guidance, this article utilizes an integrated cognitivist-prospect theory framework. It is argued that some of the COIN literature mistakenly suggests that a more difficult strategic situation was primarily responsible for American failure in Afghanistan. Instead, American decision-makers faced a more difficult task cognitively than their British counterparts, as policy change in Afghanistan would have required greater ideational change. American principals were much more attached to their beliefs emotionally, had no alternative problem representation, and had to shift between frames in order to engineer a response that was more in line with events on the ground in Afghanistan. Regarding prospect theory, findings indicate that gains frames appear to be unhelpful in monitoring progress until catastrophic failure endangers the reference point, and that decision-makers often have more than one reference point to attune their policies to, which often results in suboptimal choices with regard to at least one reference point.  相似文献

Although the Taliban insurgency was internally divided and unable to coordinate its activities in 2014–2015, the Afghan security forces were not able to contain it and steadily lost ground throughout 2015. Until 2015, there had been little effort to develop an indigenous Afghan counterinsurgency strategy, but a sense of urgency emerged after a string of Taliban victories. At the beginning of 2016, it was still not clear if and when the National Unity Government would be able to produce a counterinsurgency strategy and, in any case, the need for a coherent counterinsurgency approach became questionable as the Taliban appeared to be transitioning towards conventional warfare.  相似文献

The track record of the US military in unconventional wars has not been good and there were fears that Operation ‘Enduring Freedom’ might suffer the same fate as previous campaigns. This contribution explores why the Taliban were defeated so easily by the US in 2001. It challenges the view that America's victory was due solely to changes in its modus operandi or that the outcome heralds a change in the fortunes of the US when fighting unconventional war. It also questions the idea that America's victory was a consequence of Taliban incompetence. Instead, it explains the defeat of the Taliban in terms of the prevailing political conditions within Afghanistan, which made them vulnerable to attack. The essay concludes that current political circumstances could, in the long run, permit the resurrection of the Taliban and undermine the US-led coalition's victory.  相似文献

India’s Afghanistan policy in the 1990s is termed a zero-sum game of influence with Pakistan. New Delhi’s aversion to the pro-Pakistan Taliban regime is considered a marker of this rivalry. This paper revisits India’s approach towards Afghanistan and examines if New Delhi was necessarily averse to engaging with pro-Pakistan political factions during 1990s. Based on fresh primary interviews with former Indian policymakers, media archives, and official reports, the paper shows that India engaged with and accommodated pro-Pakistan factions after the Soviet withdrawal in 1989 until 1996. The Taliban’s rise to power in Kabul in September 1996 challenged India’s engage-with-all approach. Nonetheless, the decision to sever ties with the Taliban and to bolster anti-Taliban factions was highly debated in New Delhi. Many in India saw the Taliban as a militant Islamist force sponsored by Pakistan. For others, however, it was an ethno-nationalist movement representing Pashtun interests, and not necessarily under Islamabad’s control.  相似文献

Commanders of the International Security Assistance Force (ISAF) have repeatedly stressed the hearts and minds approach in Afghanistan, in saying that the human terrain is decisive for a successful outcome of the mission. Avoidance of civilian casualties is considered of strategic importance, and by nature highly dependent on the management of tactical level Escalation of Force (EoF) situations. Non‐lethal weapons (NLWs) are expected to enable tactical commanders to avoid innocent civilian casualties in such situations. This article considers a selected NLW on its potential to accomplish this requirement. It uses a defence technology assessment approach to analyse EoF situations experienced by Dutch ISAF forces in which the NLW is inserted. The analysis demonstrates that a range of contextual factors in the Afghanistan high‐risk environment tend to narrow down the window of opportunity for the NLW to help defuse the risk of unintended civil casualties.  相似文献
