I develop a dynamic model of social conflict whereby manifest grievances of the poor generate the incentive of taking over political power violently. Rebellion can be an equilibrium outcome depending on the level of preexisting inequality between the poor and the ruling elite, the relative military capabilities of the two groups and the destructiveness of conflict. Once a technology of repression is introduced, widespread fear reduces the parameter space for which rebellion is an equilibrium outcome. However, I show that repression-driven peace comes at a cost as it produces a welfare loss to society.  相似文献

Secret French plans to launch guerrilla-style raids on the British Isles devised in the spring of 1796 were referred to as ‘chouanneries’. The name and concept behind these small-war operations were modelled on the irregular tactics used by the Chouan rebels in the Vendée, which the French state army had brutally quashed, but some wished to transfer into their institutional practice. Part of France's ongoing military strategy in the war against Britain, which included fomenting insurrection in Ireland, these irregular operations were to be manned partially by pardoned deserters and released convicts and prisoners of war. Of these, only Tate's brief invasion of Wales in 1797 was realised, but the surviving plans provide insightful historical lessons into an Anglophobic mindset shared by a small network of practitioners and policy deciders on the effectiveness of such shock and awe tactics. Largely motivated by the desire to take revenge for Britain's support of counter-revolutionaries in the Vendée, these plans could more aptly be referred to as counter-‘chouanneries’.  相似文献

From 1964 to 1975 a small group of British officers, advisors, and trainers guided the forces of the Sultanate of Oman to victory in their conflict with the Marxist insurgents of the People's Front for the Liberation of the Occupied Arabian Gulf (PFLOAG). This campaign provides a clear example of how to effectively support an ally's counterinsurgency efforts with a minimal commitment of men and material. In particular, the critical assistance provided by the British consisted of experienced leadership and skilled technical support personnel as well as a viable strategy for victory. However, more important for the ultimate success of the counterinsurgency campaign was the emergence of new progressive leadership with the accession of Sultan Qaboos. The most important lesson from this study is that while security assistance can reinforce positive political efforts, it is not enough on its own to bring about a victory in an unfavourable political environment.  相似文献

This paper examines how the opportunity costs of the leader of a national protest movement and the intrinsic hawkishness or pacifism of the occupier affect the nature of the movement against occupation. The characteristics of the population residing in the occupied region, the nature of punishment that is being meted out to the protestors, and the structure of enforcement costs that lead to these outcomes are discussed in the paper.  相似文献

ABSTRACT

This paper examines the career of one of the most notable of Chinese state officials in the mid-nineteenth century, General Zuo Zongtang (1812–1885) at a time when the Qing Empire was beset by enemies on all sides along with the massive Taiping Rebellion (1851–65). The paper explores how Zuo created a coherent and flexible counter-insurgency doctrine that underpinned his suppression of the Taipings, the Nian, Muslim rebels of the northwest and the defeat of a massive Sufi revolt in Central Asia. The paper also shows how Zuo helped convince the Russians to return territory they occupied in Central Asia, thereby preserving the territorial integrity of the Qing Empire in the region.  相似文献
