给出了发射点、观测所、目标、炸点不在同一水平面内的对岸射击校正量模型 ,完善了对岸射击校正量的处理。建立了更加符合实际射击条件、更为合理的射击校正数学模型。     

液体火箭发动机涡轮泵健康监控系统

为了提高液体火箭发动机涡轮泵的安全性,降低其故障带来的破坏性,设计了某型液体火箭发动机涡轮泵健康监控系统(TP HMS),工程实现了TP HMS的测试硬件子系统、实时故障检测子系统、试车后数据分析子系统和实时数据库支持子系统等,讨论和分析了TP HMS的功能和执行流程,然后利用历史试车数据与转子试验平台数据对TP HMS中的多特征参量自适应阈值综合决策算法(MATA)进行了离线和实时在线验证;利用自适应时频谱对测试数据作进一步的分析。结果表明,MATA没有发生误检测情况,并具有实时故障检测的能力;自适应时频谱能有效抑制时频交叉项的干扰,准确给出故障信号的时间和频率信息。因此,TP HMS适合于液体火箭发动机涡轮泵健康状态监控。     

Some aspects in estimating warranty and post‐warranty repair demands

When customers buy a product, they are often eligible for free repairs for a certain warranty period. In this article, we study some important aspects, which are often overlooked in the literature but are of interest to the manufacturer, in estimating both warranty and post‐warranty repair demands. We consider that the installed base of the product (i.e., the number of units of the product actually in use) varies with time due to both new sales and units being taken out of service. When estimating warranty and post‐warranty repair demands, we explicitly address the fact that customers may not always request repairs for failed units. For the case where the product failure time distribution is exponential, we derive the closed‐form expressions for both types of repair demands of a single unit and of the time‐varying installed base. The insights into some risk‐related quantities are also presented. Furthermore, the proposed model is extended by considering delayed warranty claims that are frequently seen in practice. Numerical examples illustrate that understanding both types of repair demands and the related decision variables is important for managing the obligatory and profitable repair services. © 2013 Wiley Periodicals, Inc. Nobody wins the victory taboo in just war theory

ABSTRACT

This article examines how scholars of the just war tradition think about the ethical dilemmas that arise in the endgame phase of modern warfare. In particular, it focuses upon their reticence to engage the idiom of ‘victory’. Why, it asks, have scholars been so reluctant to talk about what it means to ‘win’ a just war? It contends that, while just war scholars may have good reason to be sceptical about ‘victory’, engaging it would grant them a more direct view of the critical potentialities, but also the limitations, of just war reasoning.     

基于可视化交互的国动指挥所设计

国防动员的指挥控制中大量的信息数据(如部队需求、地方资源)和错综复杂的多方关系,使得指挥员难以在短时间内从浩如烟海的信息中提取有用的决策信息和作出快速准确地指挥协调。为此,着眼未来指挥所的发展趋势,提出基于可视化交互的国动指挥所设计方法:通过分析国动指挥任务的关键路径,提取重要的决策信息,利用可视化交互技术,实现对国动任务的信息化指挥控制。以某部演习的国防动员指挥为例,验证了方法的可行性和有效性。     

对消防监督检查员专业资格标准的思考

随着国家法制化进程的不断深入,对从事消防监督检查的技术人员提出了越来越高的素质要求。为此,《消防监督检查员专业资格标准》征求意见稿应运而生。但“标准”的要求与消防部队的现实状况之间存在差距,解决好“标准”中的岗位等级与现行职称的衔接问题、“标准”规定的执业范围与基层人少事多的问题、“标准”规定的监督检查员申报岗位资格学历条件与现实状况之间的问题,有利于“标准”的执行。

武警部队作为国家武装力量的重要组成部分,职务防卫权有其特殊的性质。从阐述职务防卫与一般正当防卫的区别着手,针对武警行使职务防卫权的客观需求进行分析,并结合当前武警部队行使职务防卫权的现状,对下一步的立法完善提出建议。     

An informal framework to aid the analysis and design of military posture

The design of military posture is an exercise in confronting potential enemies’ capabilities within the context of geographic, technological, temporal, political and economic constraints. No formal model is capable of encapsulating the essentials of so complex an environment for closed or simulated analysis, but it is useful to have an informal framework within which to reason interactively within these dimensions.

This paper presents such a scaffolding, patterned on the notion of a military posture as the output of an economic process whose structure reflects important determinants of the characteristics and extents of weaponry and expenditures that are appropriate to the environment within the feasibility set determined by the constraints. The analysis remains at an abstract level, but it does highlight the important shifts toward preparation for littoral warfare, greater reliance on reserve rather than active forces, and necessary changes in missions among military departments.

基于SPSO的考虑指控节点受攻击的WTA问题优化方法

鉴于网络中心战中指挥所的重要性,根据实际作战原则,通过对传统武器目标分配(WTA)模型的分析,建立了考虑指控节点受攻击的武器目标分配(Weapon-Target Assignment with Vulnerable Command and Control Nodes,WTAVC2N)模型,并利用随机PSO算法对该模型进行仿真验证。仿真结果表明了利用随机PSO算法解决考虑指挥所被摧毁的武器目标分配问题的有效性及合理性。
