基层部队有效规避自然灾害风险探析

武警基层部队高度分散,担负任务多样,防范灾害对武警部队来说,具有特殊重要的意义。基层部队要做好重大自然灾害的预防工作,就应该把握预知险情的基本途径,掌握应对险情的主要方法,采取排除险情的根本措施,有效防止灾害对部队建设带来的损失。     

Civil-military relations and human security in a post-dictatorship

This article explores current developments in Chile, where since the return to democracy in 1990, the elected authorities have reconfigured the nation’s military resources in favour of four action pillars: peacekeeping and international conflict management, landmine removal and gun disarmament, emergency and catastrophe response, and a concern for human, economic and social rights. Successive defence policies offer a valuable case study for exploring the trade-offs between security, traditional and non-traditional threat management and institutional capabilities. The article argues that human security policymaking is not free from undesired outcomes; specifically, regarding how to reconvene the role of the armed forces when conventional war seems a thing of the past. The paper focuses on the interagency policy implications and the challenges ahead for civilians and the military.     

谈自动消防设施在高层建筑火灾防控中的作用

针对当前高层建筑火灾形势,分析了消防部队扑救高层建筑火灾面临的困难,结合正反两方面案例和消防工作实践,从完善建筑消防设施早期预警、自动灭火、防火分隔、引导疏散、辅助内攻五大功能入手,创新提出了以提升单位建筑消防设施管理水平和建筑消防设施完好率为主要目标的建筑消防设施标准化、标识化、规范化＂三化＂管理模式,为破解高层建筑火灾扑救这一世界性消防难题提供了新的思路。

An MX/G/1 queueing system with disasters and repairs under a multiple adapted vacation policy

We consider a queueing system with batch Poisson arrivals subject to disasters which occur independently according to a Poisson process but affect the system only when the server is busy, in which case the system is cleared of all customers. Following a disaster that affects the system, the server initiates a repair period during which arriving customers accumulate without receiving service. The server operates under a Multiple Adapted Vacation policy. The stationary regime of this process is analyzed using the supplementary variables method. We obtain the probability generating function of the number of customers in the system, the fraction of customers who complete service, and the Laplace transform of the system time of a typical customer in stationarity. The stability condition for the system and the Laplace transform of the time between two consecutive disasters affecting the system is obtained by analyzing an embedded Markov renewal process. The statistical characteristics of the batches that complete service without being affected by disasters and those of the partially served batches are also derived. © 2015 Wiley Periodicals, Inc. 气候条件对城市火灾的影响规律

选取样本城市各项火灾数据和气象参数数据,对样本数据进行筛选计算,通过对两者的一元相关性进行研究,得出火灾概率和典型气象参数之间的关系。     

飞机结冰气动参数综合检测方法研究

飞机在飞行过程中会遭遇结冰问题,对飞机安全造成严重危害。通过检测飞机结冰参数,改变飞机控制律的方法,将成为解决飞机结冰问题的重要手段之一。通过引入飞机结冰参数模型,并定义两种不同严重程度的结冰情况下的结冰严重因子随时间变化曲线。分别介绍了利用H∞参数识别方法检测"时不变"与"时变"结冰气动参数,并将两种方法综合起来仿真计算。从而利用两者的优点,可以解决飞机结冰参数在线识别困难的问题。仿真计算结果达到满意的效果,对于减少检测方法的延时问题十分有效。
