Although Africa is host to the vast majority (and the most deadly) of conflicts in the world, it would appear that there is a distinct lack of genuine interest in African affairs shown by the UN Security Council and its key members. This paper proposes a 10-level scale of response system to measure the seriousness of the Council in dealing with conflicts. By comparing the Council response with the size and severity of each individual conflict, the scale attempts to assess the Council performance in the fulfilment of its duty to restore international peace and security. The results show that Africa has been (and remains) marginalized in the Council work. 相似文献

Collaborative defence projects have been a distinctive feature of European defence industrial policy. This article focuses on whether the number of partner nations in international collaborative defence and aerospace programmes is a source of inefficiency. It appears that there is not a simple linear relationship. Two nation collaborations can be efficient, but conventional wisdom assumes that inefficiencies emerge with more than two partner nations. Inevitably, data problems made what appears to be a simple hypothesis difficult to test. The major result is that there is no evidence that efficiency as measured by development times is adversely affected by the number of partner nations. A limited sample regression and a comparison of Airbus vs. Boeing shows a similar conclusion. 相似文献

AbstractThis article seeks to contribute to the understanding of the role of legitimacy and different forms of legitimation in population-centric counterinsurgency. An analysis of the logic underlying this counterinsurgency concept sheds a light on the former as it identifies legitimacy as the crucial mechanism through which a collaboration strategy seeks to obtain control over the local population. An exploration of Weber’s primary types of legitimate authorities provides the insight that counterinsurgents might operationalize legitimation through either rational-legal ways or by co-opting local power-holders who hold a position as traditional or charismatic leaders. The exact choice of strategy depends on the pattern of legitimacy in the target society and therefore so-called cultural legitimation is pivotal. 相似文献

新军事变革和多样化军事任务为当前指挥控制系统带来了前所未有的挑战,研究表明面向服务协作(Service-oriented Collaboration,SOC)的应用可以有效增强信息系统的实时信息共享和协同能力,但现有平台存在自适应性和扩展性不强等问题。文章通过引入灵活对象技术,设计提出了一种基于灵活对象的服务协作应用框架,并基于指挥控制系统建立了原型系统。通过应用分析表明,本文所提出的服务协作应用框架具有很好的自适应性和扩展性,有利于信息化条件下的指挥控制系统快速构建的要求。 相似文献
