The dominant explanations of Libya's nuclear reversal in 2003 privilege either coercion or carrots treating these instruments as alternatives. Indoing so they ignore that it took a combination of coercion, carrots and confidence-building to turn Libya around. This article demonstrates this by developing and deploying a theoretical framework that integrates these three instruments into a more coherent and convincing explanation of the case. It highlights that analysts and policy-makers would do well to focus more on how different policy tools can be used in combination to achieve desired outcomes than on how individual tools can be employed with decisive effects. It also demonstrates that the Libya success will be hard to replicate.  相似文献

Abstract

In 2011 a wave of revolutionary movements, the so-called Arab Spring, spread in the Middle East and North Africa. Libya was one of the most affected countries, ending Gaddafi’s dictatorship after an international intervention and a civil war. This paper assesses the effects that this revolution had on Libyan economy. The analysis is made by means of the synthetic control method. Our estimates for the 2011–2014 period show (i) a cumulative loss in the growth rate of per capita real GDP of 64.15%; (ii) a cumulative loss in per capita real GDP of 56,548 dollars; and (iii) a cumulative loss in the aggregate real GDP of 350.5 billion dollars.  相似文献

In 2003, Libyan leader Muammar Qaddafi agreed to eliminate his country's weapons of mass destruction (WMD) programs and long-range Scud missiles under strict verification by U.S. and British experts and international inspectors. This article examines the negotiation and implementation of Libya's WMD rollback, with a primary focus on its chemical weapons program, and draws some lessons for the future. Although the Libyan case was unique in many ways, some aspects have relevance for other countries, including the critical role played by multilateral nonproliferation organizations, the utility of economic sanctions and export controls, the importance of a flexible U.S. disarmament funding mechanism, the value of rotating technical assistance teams in and out of the country that is disarming, and the desirability of remaining politically engaged with a former proliferator after rollback is complete.  相似文献

In March 2011, President Barack Obama ordered US air and naval forces to commence Operation Odyssey Dawn in Libya to impose a no-fly zone. The decision by the Obama Administration to intervene in a limited and supporting role in Libya is an important development in US foreign policy. Operation Odyssey Dawn presents scholars with a valuable opportunity to analyze and explore how US foreign policy is made and what roles domestic politics and elite perceptions play in decisions to use force. The author argues that neoclassical realism is a useful and compelling theoretic framework with which to analyze Operation Odyssey Dawn. While the Administration intervened in response to perceived external-level threats to US national interests, salient intervening domestic-level variables and elite perceptions shaped and guided the tenor and scope of the operation.  相似文献

Despite both regional and international efforts to establish a weapons of mass destruction–free zone (WMDFZ) in the Middle East, regional support beyond mere rhetoric seems unattainable. The lack of commitment to WMD disarmament results from the complexity of regional security dynamics, which are characterized by a high level of weaponization and crosscutting conflicts. This article examines a strategy for WMD disarmament in the Middle East. First, such a strategy must reflect the motives underlying a state's WMD aspirations. Security and prestige may be identified as two motives that affect the acquisition, and thus also the abandonment, of WMD. Second, Egypt, Iran, Israel, and Syria are important actors because their reasons for desiring WMD cannot be considered apart from each other, and progress will consequently depend on the inclusion of all these actors. In this regard, we recommend the establishment of a parallel process between efforts to establish a WMDFZ and peaceful relations in the Middle East. Solving central problems, like the lack of political determination and security cooperation, is vital to create consensus on the final framework of a zone. This study suggests a way forward by analyzing the central causes of conflict in the region and recommending ways to resolve them in order to establish a WMDFZ.  相似文献

Why do states make substantial military contributions to coalition operations, while at the same time apply reservations, or caveats, to how the coalition can use the military contributions? Caveats rose to prominence in defense and policy circles with NATO’s campaign in Afghanistan. In the scholarly security literature, the term remains a buzzword for all types of reserved efforts by states in coalition warfare, but there are few theoretical accounts addressing caveats. This article contributes to the knowledge gap on caveats through a comparative case study of Denmark’s, the Netherlands’, and Norway’s contributions to NATO’s intervention in Libya in 2011. It demonstrates that caveats can occur through three different causal pathways: compromises from domestic bargaining, handling of alliance commitments, and implementation and civil–military relations. Insights into the complexity that causes caveats are highly relevant for both political and military decision-makers that are trying to coordinate states’ effort in coalition operations.  相似文献

Even though the peace talks in northern Uganda have faltered, attempts at negotiations between the Ugandan government and the rebel Lord's Resistance Army are continuing. The current rapprochement between the two sides is the most significant move towards peace in the twenty-year civil war in northern Uganda. Even though the war has been extreme in its brutality, it is little known of outside the region—with reports on the conflict often portraying a protective government pitted against a crazed rebel group. But the issues are much more complex. The article examines the history of abuses and atrocities committed by both sides; the wider implications of the conflict for the north; why the rest of Uganda are seemingly disinterested in the conflict; and the politics behind why northern civil society have little trust in the Ugandan government or the International Criminal Court (ICC). The current prospect of peace has also stirred up the debate around justice and the forms of justice for victims of both rebel and government atrocities. And this is where the biggest cleft between the northern civil society and officialdom (government and international NGOs) resides. The article further examines the implications of the ICC's work in Uganda, and why there has been such widespread hostility towards it from northern civil society. The article also asks if—beyond the end of fighting and terror—peace will really mean that northern Uganda can finally partake in the prosperity the rest of the country has almost taken for granted.  相似文献
