Why do countries have air forces? Organizational alternatives, such as maintaining separate air arms for the army and navy, have become quite rare. The conventional narrative advanced by advocates of independent air forces stress that the primacy of airpower in modern warfare mandates centralized control of most military aviation. In this view, political–military uncertainty has driven mimetic isomorphism – pressure on national governments to organize as others organize so as to fight or deter war just as effectively. However, working from a set of 56 countries that were politically independent within a few years of the establishment of the first ever independent air force (the Royal Air Force) in 1918, and continuing through nearly the present, there is no clear pattern of external military pressure prompting this particular reorganization. Rather, from anecdotal evidence, the cause has more likely been normative isomorphism – a professional craving to look as others look to foster political or personal legitimacy. For whatever reason, though, choices of structures tend to lead to specific choices of policies. Thus, the result suggests that defense ministries looking for more effective or less costly organizational schemas may reasonably consider alternatives to the tripartite army–navy–air force structure.  相似文献

Within the framework of classical theory, the joint US Army-Marine field manual Counterinsurgency (FM 3-24) described an ambitious set of skills required for success against guerrillas. But if counterinsurgency, as FM 3-24 describes it, is ‘the graduate level of warfare’, then these two military services have been for years systematically failing to train their talent in the appropriate fields. In today's small wars, NCOs serve as modern-day Mounties, and consequently require at least a modest undergraduate education in armed good governance.  相似文献

We study the determinants of social preferences for national defence and for police and law enforcement. For this task, we estimate a bivariate ordered probit model for a set of European countries (France, Finland, Norway, Portugal, Spain and Sweden) in 2006. Determinants of spending decisions for defence and police are found to be linked but are of significantly different magnitudes. Besides, measures against terrorist threats are positively linked to police and defence spending increases, while the subjective perception of fiscal pressure has no influence. Finally, no significant differences are found between Northern and Southern Europe.  相似文献

Abstract

In 2011 a wave of revolutionary movements, the so-called Arab Spring, spread in the Middle East and North Africa. Libya was one of the most affected countries, ending Gaddafi’s dictatorship after an international intervention and a civil war. This paper assesses the effects that this revolution had on Libyan economy. The analysis is made by means of the synthetic control method. Our estimates for the 2011–2014 period show (i) a cumulative loss in the growth rate of per capita real GDP of 64.15%; (ii) a cumulative loss in per capita real GDP of 56,548 dollars; and (iii) a cumulative loss in the aggregate real GDP of 350.5 billion dollars.  相似文献

This article analyses the economic impact of the expenditure budget of the Spanish Ministry of Defence (MoD) and its Autonomous Agencies (AA), distinguishing direct, indirect and induced effects. The input–output methodology is used to find intersectoral effects on the rest of the economy. The article quantifies the economic impact in terms of production, gross value added (GVA), employed population, tax revenue, and also in terms of its contribution to the gross domestic product (GDP) of Spain in 2010. The results show that the activity of the MoD and AA generates 1.2% of the country’s GDP and 1.7% of total employment in that year.  相似文献

Multi‐issue allocation situations study problems where an estate must be divided among a group of agents. The claim of each agent is a vector specifying the amount claimed by each agent on each issue. We present a two‐stage rule. First, we divide the estate among the issues following the constrained equal awards rule. Second, the amount assigned to each issue is divided among the agents in proportion to their demands on this issue. We apply the rule to two real‐world problems: the distribution of natural resources between countries and the distribution of budget for education and research between universities.  相似文献

In this article, we present a multistage model to optimize inventory control decisions under stochastic demand and continuous review. We first formulate the general problem for continuous stages and use a decomposition solution approach: since it is never optimal to let orders cross, the general problem can be broken into a set of single‐unit subproblems that can be solved in a sequential fashion. These subproblems are optimal control problems for which a differential equation must be solved. This can be done easily by recursively identifying coefficients and performing a line search. The methodology is then extended to a discrete number of stages and allows us to compute the optimal solution in an efficient manner, with a competitive complexity. © 2016 Wiley Periodicals, Inc. This article analyses the steps taken by the Russian government, with the aid of a powerful local clan, the so-called Kadyrovtsy, to subdue the Chechen insurgency. It highlights the strategy used by Russia, under whose patronage former anti-Russian guerrilla fighters were transformed into paramilitary allies of the Russian government; later these former insurgents were incorporated into the regular Russian army and other state security forces. The article also identifies problems that are connected with the activities of the Kadyrovtsy in Chechnya and Russia, and the spillover into the diaspora; it also contextualises the issues faced by the contemporary Chechen ruling clan and the geopolitics of the Caucasus within the research framework of paramilitarism and counterinsurgency.  相似文献

This article assesses the existing literature on logistics in war, concluding that there is no satisfactory conceptual definition of logistics. It proposes a concept of logistics derived from Clausewitz's theory of war to fill that void. This is presented as a derivation because Clausewitz's distinction between (1) the use of the fighting forces (tactics and strategy) and (2) all other activities in war that were required so that forces could be taken as a given. The latter, left unnamed by Clausewitz, corresponds to a concept of logistics that proves to be an analytical peer to Clausewitz's categories of politics, tactics and strategy.  相似文献

This paper models the determination of the defence industrial base – the number of different military systems a country decides to maintain. High R&D costs means that few countries can afford to produce major weapons systems and the producers also import systems. Non‐producers rely on imports and we assume their demand is driven by regional arms races. Military capability is determined by the number of systems and the quantity and quality of each. We examine how the defence industrial base is influenced by military expenditures, R&D costs, export controls, the nature of regional arms races and a variety of other factors.  相似文献
