The African Peace and Security Architecture and its partners

This article presents survey data on the African Peace and Security Architecture (APSA). It focuses explicitly on two aspects: the internal constitution and achievements of the APSA; and coordination and cooperation with external actors, such as Regional Economic Communities, the United Nations and the European Union. The survey, conducted between October 2011 and December 2012, targeted 198 security experts in international organisations, think tanks, academia and non-governmental organisations. It reveals the APSA's current stage of development, achievements and challenges.

浅谈我国宪法监督制度的完善

宪法是我国的根本大法,对国家政治、经济、社会生活有着重要权威性。宪法监督是依宪治国的关键。我国现有宪法监督制度有着明显的缺陷,中国应当既立足本国实际,又顺应世界宪政发展的基本潮流,完善宪法监督制度,充分发挥宪法作为根本大法的作用。在分析了我国宪法监督体制弊端的基础之上,对我国宪法监督体制的完善提出了一些建议。     

违宪审查制度研究

由于我国目前违宪审查、宪法诉讼机制还不完善,所以在司法实践中出现了“宪法私法化”现象。考察了国外有关国家的相关制度,以期对我国建立科学、完善的违宪审查、宪法诉讼制度有所裨益。     

THE CHANGING MEANING OF SMALL ARMS IN NUER SOCIETY

The economic value, social status and symbolic meaning of small arms are particular and temporal in nature. This is demonstra ted through a historical account of the dynamics of cultural change and adaptation in Nuer society. Specifically, the article shows how attitudes towards small arms shif ted over time from a positive valuation of guns as prestigious objects, to ambivalence between the need for protection and the experience of increased local lawlessness and violence. More generally, it demonstrates how weapon-rela ted activities can only be fully understood when seen against a specific cultural background. Even if the display, use and circulation of weapons appear to carry cross-cultural references, typically as expressions of power and masculine identity, the meaning is always primarily local. Therefore, strategies to reduce the destructive impact of small arms through demand side programs, based on voluntary participation, can only be carried out successfully if built on an in-depth understanding of a particular cultural context.     

一个面向指挥所的多通道交互框架

信息化条件下的指挥所建设、指挥行为和指挥艺术的转变是加快转变战斗力生成模式的重要组成部分。指挥所已经具备各种新型交互设备和交互手段,但相互之间"各自为政",不能在统一的框架下协调使用,导致大量设备和技术被搁置,难以真正融入指挥控制体系。针对这一问题,提出了面向指挥所的多通道交互框架。该框架详细描述了指挥空间多通道交互的软件体系结构,阐述了其中的各个模型(指挥空间概念模型、层次模型、过程模型、组成模型、整合模型)及其相互关系,同时对该框架所涉及的部分关键技术进行了深入探讨。通过一个综合案例,对课题的研究成果进行了充分验证。     

新疆锡伯族幼儿3～6岁体质现状及特点的调查与分析

为了解和掌握新疆锡伯族幼儿3～6岁体质现状，科学评价新疆锡伯族幼儿3—6岁的体质健康水平，通过对新疆681名男、女幼儿的身体形态、身体机能、身体素质的指标测试与分析，揭示了锡伯族幼儿男、女幼儿各年龄段体质状况及特点。结果表明：新疆锡伯幼儿3—6岁男女性体质状况随着年龄的增加而呈现出明显提高趋势，且男女性在年龄间、性别间增减幅度不同，总体上，男幼儿体质好于女幼儿。建议各级政府应增加资金投入，为幼儿园增设体育锻炼器材、场地，配备专职体育教师，规范幼儿体育教学并进行系统的幼儿体育锻炼。     

我国军事权的宪法规制

在我国,军事权是国家权力体系中一项独立的权力,它是中央军事委员会及其所属各级军事机关依照宪法授权而享有的对武装力量进行统率和管理的一切支配力的总和。我国历史上出现过的十几部宪法或宪法性文件均对其作出了规定。现行的＂八二宪法＂更是对军事权的权力来源、权力主体、权力范围、权力结构、启动程序和行使结果进行了较为完善的规制。在这些宪法规制的框架下,我们寻求着军事权的＂增强＂与＂节制＂这对二律背反的精妙平衡。
