环境安全概念探讨

安全与环境概念的内涵非常丰富,相关研究不够深入,导致目前环境安全概念存在歧义性,这严重影响到环境安全理论的深入研究和我国环境安全战略的实施效果。考虑到各国的国情差异,人们对环境安全需求的层次性,安全具有质与量的要求以及环境科学学科以人为中心事物的特点,作者认为:环境安全,应当是指存在于自然生态系统中,能够维持人类个体或者群体进行正常生理活动和社会活动所需要的最基本、最起码品质和数量的自然条件的总和。

Discuss on the Definition of Environment Security

There have existed different meanings of environment security because environment and security each has plentiful meanings, and pertinent research has not been done deeply, which has severely affected the further research on environment security theory and implementation efficiency of our environment security strategy. Considering the diversity of the reality every nation, diverse emphasis on environment security,demands of quality and quantity on environment security and the property which environment science regards human beings as the centre,we suggested that environment security should mean all the natural conditions of the most essential quality and the minimum quantity which can maintain the normal physiological activities and social activities of individuals or community.
