| Abstract: | The Security Council resolution, having the binding force and legal effect, expresses the opinion and will of the United Nations. The article makes a brief introduction of civil war in Liberia between 1989 and 2003, and analyses the mandate of United Nations Mission in Liberia （UNMIL） on the basis of the resolution 1509, and explores the challenges that faced by Liberia Government and UNMIL. |
