| 摘 要： | 党章是最根本的党规党法。文章系统论述了新中国成立以来，中共党章历经60年的发展演进，逐渐形成的三大基本规律：党章的完备程度取决于党的成熟程度；党章必须进行周期性修改以适应客观情况的变化；党章需要不断立法补偿以保护和完善自身。以及党章发展演进的创制、施行、修改、保障等四个主要环节。为深刻把握党章发展的基本规律，总结其科学发展的历史经验，对进一步推进党章的科学发展，为实现以改革创新精神全面推进党的建设新的伟大工程提供强有力的根本法规保障，有着十分重要的参考意义。
