ABSTRACT

Russian political leaders and military strategists are growing increasingly concerned about “strategic conventional weapons”—a broad category that appears to include all non-nuclear, high-precision, standoff weapons—and about long-range, hypersonic weapons, in particular. These concerns are complex and multifaceted (and, in some cases, contradictory), but chief among them are the beliefs that strategic conventional weapons could prove decisive in a major conflict and that Russia is lagging behind in their development. US programs to develop and acquire such weapons—namely, the Conventional Prompt Global Strike program—are of great concern to Russian strategists, who argue both that the United States seeks such weapons for potential use against Russia—its nuclear forces, in particular—and because strategic conventional weapons are more “usable” than nuclear weapons. Asymmetric responses by Russia include increased reliance on tactical nuclear weapons, efforts to enhance the survivability of its nuclear forces, and investments in air and missile defenses. There is also strong—but not completely conclusive evidence—that Russia is responding symmetrically by attempting to develop a long-range, conventionally armed boost-glide weapon.  相似文献

South Korea is threatened by its troubled relationship with North Korea. North Korea possesses a large cache of missiles as well as chemical and biological weapons, and the future potential to mount nuclear weapons on its missiles. The United States is also challenged because of its defense commitments to Seoul. As a countermeasure, the United States and South Korea decided to deploy Terminal High Altitude Area Defense (THAAD) missile defenses in South Korea. However, China has objected. Chinese scholars believe the THAAD radar would be able to track Chinese inter-continental ballistic missiles, thereby weakening their deterrent. A technical analysis does not support this assertion. However, it is vital for South Korea, given its proximity and economic interdependence, to reassure China. South Korea should highlight that THAAD will be deployed by the United States Forces Korea and is not a commitment by Seoul to become part of U.S.-led missile defenses in the Asia-Pacific.  相似文献

This article critiques recent articles in Foreign Affairs and International Security that argue that in the foreseeable future the United States could acquire an assured first-strike capability vis-à-vis Russia and China thanks to technological improvements in U.S. nuclear delivery systems and a general decline in the numbers and capabilities of Russian nuclear forces. Notwithstanding these articles, this analysis finds that mutual deterrence will persist regardless of the scale of possible future imbalances because deterrence is a highly flexible phenomenon. The pertinent question is not whether the United States will be able, in a surprise first strike, to cripple severely Russian response capabilities, but whether political stakes in any foreseeable conflict could justify the risk of even a small retaliatory strike on the United States. This article also assesses whether the Foreign Affairs and International Security articles could inadvertently exacerbate an already highly charged anti-American sentiment in Russia, possibly laying the foundation for a revitalization and expansion of the Russian nuclear arsenal.  相似文献

The Obama administration has made a great effort to increase the role of advanced conventional weaponry in US national security thinking and practice, in part to help reinvigorate the global nuclear disarmament agenda by reducing the role played by nuclear weapons in the US defense posture. However, such a strategy is fundamentally flawed because increases in US conventional superiority will exacerbate US relative strength vis-à-vis other powers, and therefore make the prospect of a nuclear weapon-free world seem less attractive to Washington's current and potential nuclear rivals. Consequently, it is highly likely that the impact of efforts to increase US advanced conventional superiority through ballistic missile defense and a conventional “prompt global strike” program will ensure that the Obama administration is adopting a pathway to nuclear abolition on which it is the sole traveler for the foreseeable future.  相似文献

North Korea has been one of the world's most active suppliers of ballistic missile systems since the mid-1980s, but the nature of its missile export business has changed significantly during this period. Unclassified, publicly available data show that the great majority of known deliveries of complete missile systems from North Korea occurred before 1994. The subsequent fall-off took place a decade too early to be explained by the Proliferation Security Initiative of 2003. It can be explained by a combination of factors that have reduced demand. First, after selling production equipment for ballistic missiles to many states, especially in the Middle East, North Korea by the late 1990s had become primarily a supplier of missile parts and materials, not complete systems. Second, after Operation Desert Storm, some missile-buying states shifted their attention away from ballistic missiles in favor of manned aircraft, cruise missiles, and missile defense systems supplied by Western powers. Third, some states experienced pressure from the United States to curtail their dealings with North Korea. During the last decade, having shed most of its previous customer base, North Korea has entered a phase of collaborative missile development with a smaller number of state partners, particularly Iran and Syria. Its known sales of complete missile systems are relatively small and infrequent. North Korea's time as missile supplier to the Middle East at large has ended, but there is a risk that regional states will turn to North Korea as a supplier of nuclear technology in the future.  相似文献

The basing of ICBMs is a fundamental problem of defense analysis. Deceptive basing and antiballistic missile defense are two of the methods available to attempt to insure that there are ICBMs surviving after undergoing an attack. This article treats tradeoffs among missiles, silos or shelters, exoatmospheric interceptors, and endoatmospheric interceptors. Most of the analysis deals with 200 missiles, the number of MX missiles which were recommended to be moved among the 4600 shelters of the Multiple Protective Shelter (MPS) deployment, though some variants in the number of missiles (from 115 to 400) are also treated here. The basic reference point of the analysis is the provision of 1000 ICBM warheads delivered in a second strike. The combination of exoatmospheric interceptors and endoatmospheric interceptors is referred to as “layered defense.” Warheads are destroyed by interceptors after the warheads separate from the missile which carries them. Exoatmospheric interceptors are assumed to achieve a non-nuclear kill, while endoatmospheric interceptors are assumed to achieve either a non-nuclear or nuclear kill, depending on the technology available to both sides. Exoatmospheric interceptors may be capable of protecting value targets against the warheads of a second strike. To the extent that this can be achieved, they facilitate a first strike with relative impunity and hence are destabilizing. This article explores various layered defense topics.  相似文献

The People's Republic of China (PRC), no longer content with its longstanding ‘minimalist’ nuclear posture and strategy, is enhancing the striking power and survivability of its theater and strategic missile forces and rethinking its nuclear doctrine in ways that may pose serious challenges for the United States. Although the modernization of Chinese nuclear and missile forces may ultimately result in greater strategic deterrence stability, this change will not come about immediately or automatically. Indeed, it is entirely possible that China's growing missile capabilities could decrease crisis stability under certain circumstances, especially in the event of a US–China conflict over Taiwan.  相似文献

Asia, where nuclear powers already interact (including North Korea), exerts a growing influence on the thinking and policy underlying Russia's current and future nuclear (and overall defense) posture. China's rise is forcing Russia into a greater reliance on strategic offensive weapons and tactical nuclear weapons. These in turn will reinforce its opposition to US missile defenses, not only in Europe but also in Asia. Russia must now entertain the possibility of nuclear use in regional conflicts that would otherwise remain purely conventional. It cannot be postulated blindly that nuclear weapons serve no discernible purpose other than to deter nuclear attacks by other nuclear powers. The strategic equation in Asia and in the Russian Far East convincingly demonstrates the falsity of this approach. Nuclear weapons will be the essential component of Russia's regional defense policy if not of its overall policies – and this also includes contingencies in Europe.  相似文献

Russia has sharply objected to US plans for ballistic missile defense. The Russian official explanation is that the real purpose of the US missile defense plan is to make it impossible for Russia to retaliate against a US nuclear (or massive conventional) attack, thus making Russia subject to military blackmail by the US. Abstract

Will China's development of a new generation of nuclear weapons impact US-China security relations in important ways? One's answer depends on how one views the following: whether or not Chinese leaders believe that they are only now acquiring a secure second strike capability; the scope of coercive power that secure second strike capability provides to conventionally inferior actors; the meaning of China's ‘No First Use’ Doctrine; and the prospects for escalation control in future crises. Applying Cold War theories and tapping Chinese doctrinal writings this article concludes that China's nuclear modernization program might prove more consequential than is commonly believed.  相似文献

Chinese writings on the workings of nuclear stability, deterrence, and coercion are thin and politicized. Nevertheless, it is possible to glean, from direct and inferential evidence, rather pessimistic conclusions regarding Chinese views of nuclear stability at low numbers. While China has been living with low numbers in its own arsenal for decades, today it views missile defense and advanced conventional weapons as the primary threat to nuclear stability. More generally, China views nuclear stability as wedded to political amity. Because none of these would be directly addressed through further US and Russian arsenal reductions, China is unlikely to view such reductions as particularly stabilizing. While there is little in Chinese writing to suggest lower US and Russian numbers would encourage a “race to parity,” there are grounds to worry about China becoming more assertive as it gains confidence in Beijing's own increasingly secure second-strike forces.  相似文献

Claims that China is the only nuclear power currently expanding its arsenal fail to take into account the technical, historical, and bureaucratic realities that shaped China's nuclear posture and drive its ongoing modernization. China's strategic modernization is largely a process of deploying new delivery systems, not designing new nuclear warheads; the majority of its new missiles are conventionally armed. Today, China maintains the smallest operationally deployed nuclear force of any of the legally recognized nuclear weapon states, operates under a no-first-use pledge, and keeps its warheads off alert. The modernization of China's delivery systems is the culmination of a decades-long plan to acquire the same capabilities deployed by the other nuclear powers. U.S. concerns about this modernization focus too much on deterring a deliberate Chinese attack and ignore the risk that modernized U.S. and Chinese forces could interact in unexpected ways during a crisis, creating uncontrollable escalatory pressures. To manage this risk, Washington should assure Chinese leaders that it does not seek to deny China's deterrent, in exchange for some understanding that China will not seek numerical parity with U.S. nuclear forces.  相似文献

Minimum deterrence is a compromise, or halfway house, between nuclear abolition or nearly zero and assured destruction, the dominant paradigm for strategic nuclear arms control during and after the cold war. Minimum deterrence as applied to the current relationship between the United States and Russia would require downsizing the numbers of operationally deployed long-range nuclear weapons to 1000, or fewer, on each side. More drastic bilateral Russian–American reductions would require the cooperation of other nuclear weapons states in making proportional reductions in their own arsenals. In addition, US plans for European-based and global missile defenses cause considerable angst in Russia and threaten to derail the Obama “reset” in Russian–American relations, despite the uncertainties about current and plausible future performances of missile defense technologies.  相似文献

The mounting challenge posed by China's military modernization has highlighted the need for the United States to analyze its ability to execute a naval blockade. A blockade strategy is viable, but it would be limited to a narrow context: the United States would have to be engaged in a protracted conflict over vital interests, and it would need the support of key regional powers. The United States would also need to implement a mix between a close and distant blockade in order to avoid imperiling the conflict's strategic context. If enacted, a blockade could exact a ruinous cost on the Chinese economy and state.  相似文献

Since 2002, NATO's territorial missile defense has evoked continuous debates between NATO states and the Russian Federation. Thirteen years have passed without reaching a common denominator. This article provides a comprehensive overview of the historical background of the debate and the technical details of the missile defense system, highlighting its shortcomings and the state of its deployment process. It also contrasts the military-technical and political arguments of both sides, before addressing the applicable norms of international law to highlight violations and the effect of this noncompliance on existing arms control measures.  相似文献

The Strategic Defense Initiative was a U.S. missile defense program that played a very prominent role in the U.S.–Soviet relationships in the 1980s and is often credited with helping end the Cold War, as it presented the Soviet Union with a technological challenge that it could not meet. This article introduces several official Soviet documents to examine Soviet response to SDI. The evidence suggests that although the Soviet Union expressed serious concerns about U.S. missile defense program, SDI was not a decisive factor in advancing arms control negotiations. Instead, the program seriously complicated U.S.–Soviet arms control process. SDI also failed to dissuade the Soviet Union from investing in development of ballistic missiles. The Soviet Union quickly identified ways to avoid a technological arms race with the United States and focused on development of advanced missiles and anti-satellite systems to counter missile defenses. The United States and Russia, in the aftermath of Russia’s annexation of Crimea and destabilization of Ukraine, seem to have ditched entirely the “reset” in their political relations. Despite this odor of Cold War redux, there remain the opportunities and necessities for renewed attention to strategic nuclear arms control as between the two governments. US and NATO missile defenses as planned for European deployment figure into this equation, although in somewhat unpredictable ways, given technological uncertainties in existing and foreseeable defenses, as well as the possibility of improved delivery systems for offensive conventional or nuclear weapons.  相似文献

ABSTRACT

The dangers and risks of employing a Conventional Prompt Global Strike (CPGS) capability greatly exceed the benefits. More suitable, if less prompt, alternatives exist to deal with fleeting targets. Even a niche CPGS capability—consisting of approximately twenty systems—carries risks, to say nothing of proposals to develop hundreds or more. Most dangerously, CPGS could stir the pre-emption pot, particularly vis-à-vis states that correctly perceive to be within the gunsights of US CPGS weapons; other states, too, may feel emboldened to emulate this US precedent and undertake their own form of prompt, long-range strike capability. Compressed circumstances surrounding such a scenario could foster unwanted erratic behavior, including the misperception that the threatening missile carries a nuclear weapon. But the true Achilles's heel of the CPGS concept is the unprecedented demands it places on the intelligence community to provide decision makers with “exquisite” intelligence within an hour timeframe. Such compressed conditions leave decision makers with virtually no time to appraise the direct—and potentially unintended—consequences of their actions.  相似文献

Under the administration of President George W. Bush, Pentagon rhetoric has increasingly articulated a more robust vision of space as a future battlefield. This analysis details some of the ongoing spending for research and development programs identified in current U.S. Air Force, Missile Defense Agency (MDA), and Defense Advanced Research and Planning Agency (DARPA) planning and budget documents related to “space control” and “space force projection.” This analysis finds that current support for “space superiority” and “space control” systems remains largely rhetorical—with little actual budgetary support. Unclassified technology development programs included in the six-year Future Years Defense Plan are a decade or more away from deployment. Programs related to offensive counterspace, space-based missile defense interceptors, and space-based strike total slightly less than $300 million in FY 2006 funding. We conclude significantly higher expenditures in research and development would be required to develop and deploy killer micro satellites, space-based missile defense interceptors, and military space planes.  相似文献
