Reflecting on the crisis in Zimbabwe, one is immediately struck by the preoccupation of most commentators with President Robert Mugabe and the land reform programme. Many have touted the confluence of these two issues as the main drivers of that country's political, economic and humanitarian woes. This particular perspective, which is most dominant in the media, has captured popular attention. However, while these two factors are certainly important to understanding the current problems faced by Zimbabwe, little room has been left for the consideration of a number of underlying dynamics that have also contributed to the current stalemate. This omission encourages the perpetuation of myths and rumour, and leads to serious miscalculations in the various transition scenarios that have been mooted. One of the dynamics that has been largely omitted from the debate is the critical role played by what we have chosen to term the ‘security dilemma’ faced by Zimbabwe's elite.

This essay will also present Zimbabwe's political crisis as the result of attempts by the ruling elite to block the transition to enhanced democracy. Also central to the article is a conceptual framework that explains how this powerful group has responded to the threat implicit in political transformation, and how the dominant nationalist ideology represented by the Zimbabwe African National Union (Patriotic Front) (ZANU-PF) has fed into this dynamic.  相似文献

This article studies the Israeli ‘way of war’ in counterinsurgency in the period 1987–2005 by analysing the characteristic features of Israel's approach and its ability to adapt to the challenges posed by the Palestinian and Lebanese insurgencies. It first outlines the evolution of the Israeli counterinsurgency. It subsequently examines the Israeli approach through the lens of the country's strategic culture, illuminating its features, rationales and goals, and concludes by examining to what extent Israel managed to adapt to the challenges of fighting insurgents.  相似文献

This article argues that the Taliban's revolutionary war (RW) program is puritanical reform informed by the Islamic legal duty of al-amr bi'l-ma‘ruf wa'l-nahy ‘an al-munkar (‘commanding what is good and forbidding what is reprehensible’). It also examines the history of this duty with examples of puritanical reform movements emerging from Berber tribes in North Africa and tribes in Arabia. Furthermore, the importance of this duty in Wahhabi Saudi Arabia, and its exportation to Pakistan where Taliban leaders imbibed this ideology, are discussed. Finally the article shows that corruption and abuses by the Afghan regime have given impetus to puritanical reformers: the condition precedent for puritanical reform is pervasive wrongdoing in an Islamic society.  相似文献

The surprising ‘Arab Spring’ raises the question as to what would enable national intelligence to provide high quality warnings prior to the eruption of popular revolutions. This article uses new sources of evidence to trace and explain Israel's success in comparison to US failure at correctly estimating the course of the Iranian Revolution in 1977–79. In explaining this variance, the article shows that it was mainly the result of the intimate acquaintance of Israel's representatives in Iran with the local language, history and culture, as well as the ability to communicate with locals – tools which the Americans completely lacked.  相似文献

In the last decade, the nature of peacekeeping in Africa has changed somewhat, especially the manner in which peacekeeping missions are comprised, funded and driven. What one can observe is that there has been new thinking in the field of peacekeeping where this initiative is driven by states with particular interest in a particular issue(s). This thinking has led, to a certain extent, to the United Nations (UN) de-monopolising peacekeeping and ceding its ‘responsibility to protect’ to either lead states or regional organisations to deal with crises in respective backyards. In the first instance, ‘lead states’ have been empowered (financially and militarily) by peacekeeping powers to attend to crises in their respective regions to drive peacekeeping efforts. In the second instance, while financial and military support is not paramount, regional powers have had the blessing of the UN to deal with regional issues and crises in various parts of their respective regions. This situation evidently signifies the shifting nature of peacekeeping on the African continent. On assessing this scenario, the question that emerges in one's mind is where does this leave the UN? Does this mean that the UN and multilateralism is being sidelined in favour of unilateralism? Or does the UN still matter? What is the future of peacekeeping in Africa? These questions and the challenges posed by both the ‘old’ and ‘new’ approach to peacekeeping will be analysed in this article.  相似文献

While Carl von Clausewitz has generally been respected as one of the most profound philosophers of war, his expertise has been regarded as somewhat limited if not even irrelevant to the so-called ‘new wars’ of the post-Cold War world. Many scholars in international relations have claimed that ‘new wars’ are essentially ‘post-Clausewitzian’ and ‘post-trinitarian’ in nature, meaning that they are no longer fathomable through a Clausewitzian framework. However Clausewitz's earlier writings were nearly exclusively dedicated to guerrilla warfare, or what he called ‘small wars’. These writings have been largely overlooked by many analysts of contemporary conflicts. By drawing on his rare and untranslated writings, the article uncovers a critical part of Clausewitz's expertise in asymmetric warfare and shows that, far from being irrelevant in an age where interstate warfare is increasingly being replaced by conflicts between states and semi-/non-state actors, Clausewitz's philosophical writings actually shed new light into the particular interactive dynamics generated during wars waged under conditions of asymmetry.  相似文献

Contemporary Russian military theory is dominated by three schools of thought: the ‘traditionalists’, the ‘modernists’ and the ‘revolutionaries’. On the role of technology in future warfare, the traditionalists argue for both high tech and massive forces at the same time. The modernists are ready to trade manpower for technology, whereas the revolutionaries give technology full priority. Both the traditionalists and the modernists believe Russia, because of the country's technological lag and limited resources, should respond asymmetrically to the Western technology challenge. The revolutionaries, on the other hand, maintain that Russia must respond in kind. If not, the country will no longer be able to defend its sovereignty. The currently ongoing radical reform of the Russian military is a partial victory for the modernists, but which model or mix of models that will dominate in the future is first of all dependent on the Russian military's purchasing power and the state of the domestic defence industry.  相似文献

With the words quoted above, the new Secretary of State for Defence in the Thatcher government revealed for the first time the existence of a project that have remained a closely guarded secret, even from amny Cabinet members of four governments, since the late 1960s. Despite the passage of more thatn 20 years since Mr Pym's announcement, the story of the Chevaline project still remains largely unknown outside a small group of select politicians, officials and scientists. This article sets out to use recently declassified documents and what is in the public domain to tell the story of Chevaline from the secret debates about the need to improve Britain's Polaris deterrent force shortly after it was deployed in the late 1960s to the official announcement of the project in 1980 and its eventual operational deployment in 1982. In particular, attention is focused on three main questions: Why was the project kept secret for so long? Why did the improvement programme take so long to come to fruition? Why, given the spiralling costs involved, was it not cancelled? In order to consider these questions relating to what Pym described as ‘the front end’ of the Poaris missile, it is necessary to begin by looking at the background to the project.  相似文献

This article discusses the validity of national security threats in Botswana and whether they justified the creation of the Directorate of Intelligence and Security Services (DISS), which has been controversial since its formation. Since its inception in 2008, the DISS has been accused of many human rights violations and politicisation. Without fully deliberating on the basis for its creation, some discourses have focused on the politicised operations without relation to what the DISS is supposed to be doing. The author works under the assumption that debates should be shaped by whether it was necessary to create the DISS, and, if so, how we can shape and steer debates on its oversight, management, reform and operations. This article argues that despite the politicisation of the DISS, Botswana's national security threats are both real and imagined; and that domestic threats to national security have moved from the conceptual ‘imagined’ category to the ‘real’. However, that in itself did not warrant the design and mandate of the DISS, and the article argues that it was external threats that really warranted the creation of a civilian intelligence agency. The article concludes that Botswana faces a plethora of external security threats – traditional and non-traditional – that warranted the creation and continuance of the DISS.  相似文献

The resource debate is easily discerned as part of the ongoing history of farmer–herdsman conflict in the North Central region of Nigeria. Scarcity theorists are adept at linking scarcity with the onset of livelihood conflict while on the other hand resource abundance pundits insist it is profusion and not scarcity that impels conflict. This article traverses these wrangles and proceeds to downplay the resource polemic altogether. It is proposed that the resource debate, despite its profoundness, presents a narrow reading of farmer–herdsman clashes in Nigeria’s North Central region. It is suggested that a number of other factors, including elite land grabbing, ethno-religious identity construction, weak state capabilities, the citizenship question, corrupt traditional institutions, the lack of an effective land tenure system and a widespread culture of impunity, make for better readings of the conflict. Owing to the negative impacts of the conflict on state and society, it is recommended that the state in Nigeria should commit itself to addressing the citizenship question, strengthening the capabilities of security institutions, extirpating the culture of impunity and revaluing its policy on land redistribution.  相似文献

Prolonged domestic political conflicts change over time. The Maoist conflict in India which began in the late 1960s is one such conflict. Over time, the ‘old’ Maoist conflict has become a ‘new’ Maoist conflict. Important changes have occurred both in the macro and micro processes of the conflict. Some of these changes include the strategic relocation of the Maoist bases, a shift in the class character of the conflict, the nature of civilian support, and the rebels' methods of operation. While in the 1960s, the conflict was involved in land redistribution with the aim of annihilating class enemies, the recent conflict focuses on caste identities. In addition, it is intrinsically linked with territorial control and local political competition. This has automatically led the Maoists to become involved with local criminal networks and also local business networks based. This involvement has led to financial resources for the conflict. Furthermore, it has forced the local population to become linked with the conflict. Studying these changes is important, especially for counterinsurgency policies.  相似文献

The build-up of Japan's military apparatus in the 1990s and 2000s has been often regarded by security analysts as indicative of a departure from the country's Cold War strategic posture. Japan appears to be engaged in a process of militarisation that is eroding the foundations of its ‘exclusively defence-oriented’ policy. In the case of the archipelago's naval strategy, such assessments overlook the longstanding significance of a core feature of its defence policy, namely the surveillance of maritime crossroads delivering the wealth of the country. The paper reassesses the evolution of the Japanese strategy since the Cold War by examining the development of the Japanese Maritime Self-Defence Force's submarine force, one of the key components of the defensive shield for these crossroads. The paper argues that with the changes in the security environment of the 1990s, Japan already fielded a mature force with state-of-the-art submarines, and that the rise of a new naval competitor aiming at controlling key strategic points along Japan's sea lanes reconfirmed the critical importance of submarine operations to Japanese national security.  相似文献

The Australia Group's (AG's) contributions toward stemming global proliferation of chemical and biological weapons of mass destruction over the last 20 years are noted, in addition to the group's complementary role in effectively supporting the purpose and objectives of the Chemical Weapons Convention (CWC). This report also outlines the organizational and operational means that help accomplish the AG mission and notes the U.S. Congress’ recognition of the role of the AG in countering chemical and biological weapons proliferation. Addressing criticism by some CWC states parties that question the AG's role in nonproliferation, the author also highlights the AG's expanded reach since September 2001 over terrorist activity. Finally,the article identifies a challenge the AG now faces in furthering its objectives and offers a possible solution.  相似文献

Frustrated by decades of authoritarian rule, political repression, economic mismanagement, poverty, soaring unemployment and other related injustices, the youth in Tunisia, Egypt and Libya rose up against the state, while Algeria and Morocco narrowly escaped the events of the so-called ‘Arab Spring’. This quest for political reform is an indication of a great collective shift that has the potential to reverberate throughout the African continent. However, to what extent can the youth succeed in bringing about the much-desired transition to democracy? This article focuses on the North African youth uprising and the quest for political reform in Africa. It examines the core issues of the youth uprising and the challenges to the attainment of political reform. A youth uprising can lead to genuine political reform if the major challenges in building new democratic forms of governance which can address economic disparity, protection of human rights, justice and security, can be overcome.  相似文献

ABSTRACT

For some, a specific feature of the French armed forces' adaptation process in the adaptation process would be the capacity to look inward instead of outward in order to identify relevant solutions to tactical/doctrinal problems. This article questions such a narrative, and argues that the French armed forces are as quick as any to borrow from other countries’ experiences. In order to do so, this article introduces the concept of ‘selective emulation’, and compares the French and German military adaptation processes in Afghanistan. The article argues that there is indeed something distinctive about French military adaptation, but it is not what the fiercest defenders of the French ‘exceptionalism’ usually account for.  相似文献

ABSTRACT

This article argues that the intelligence sector is a privileged vantage point to observe and analyse a transformation of the State in France, as this transformation deeply affects the heart of the executive power and the French intelligence and security apparatus. Traditionally, intelligence was not conceived in France as a functional tool in the hands of the decision-maker but was rather defined as a ‘regalian power’. Intelligence activities were derived from a very specific conception of the State, and especially the particular notion of ‘reason of State’ (raison d’État). The current intelligence reform prompts speculation as to whether it represents more than a ‘simple’ functional reorganisation or in fact could signify that intelligence is now recognised as a tool in the hands of a ‘État de droit’ (‘liberal state’). The idea of a French ‘exceptionalism’ is addressed through a theoretical approach of the way France redefines intelligence and surveillance in relation with a major evolution of the notion of ‘reason of State’ itself. Then the article illustrates the assumption of a ‘lost tradition’ of reason of State through an analysis of the current reform of the intelligence sector in France. This reform is based on processes of rationalisation, centralization, modernisation and normalisation of both intelligence activities and intelligence services in France. As a conclusion, the article addresses the reactions to the January and November 2015 terrorist attacks in Paris, and asks whether resilience towards terrorism requires to accelerate the pace of the transformation of the French intelligence sector.  相似文献

The aim of this article is to settle once and for all the question of the term ‘Brown Bess’, as applied to the British soldier’s musket. The specific origin and meaning of this obviously affectionate nickname has long confounded arms and armour scholars, re-enactors, and collectors alike. As a result, various possible solutions have been offered. The article outlines the historical usage of the name, including earlier written references not widely known in the field. The scope of the term is also addressed, using period sources to demonstrate what ‘Brown Bess’ meant to those who actually used the name historically. The many false etymologies of the name are assessed and found wanting or ‘debunked’ outright. Finally, drawing upon existing research from the field of linguistics, the article details the real meaning behind ‘Brown Bess’ the firearm and places ‘her’ in a wider sociohistorical context.  相似文献

By utilizing the theory of Strategic Action Fields (SAFs), the present article explains how a new meso-level social order seems to have emerged in Mexico as a result of the paramilitarization of organized crime, militarization of security, and the opening of Mexico’s energy sector to private investment. This work describes the transformation of Mexico’s energy field after a process of major constitutional and economic changes that were the consequence of a security crisis and an agenda of energy reform for which the so-called ‘drug war’ was a key underlying foundation.  相似文献

Traditional analyses of Switzerland's nuclear weapons program often explain both its beginning and its end by merely subsuming it under the broad logic of security calculations: the country originally developed an interest in nuclear weapons due to its precarious security environment after the end of World War II; it ended its nuclear ambitions roughly two decades later when it felt less threatened by external powers. Yet this depiction of the Swiss case brushes aside the historical political context in which Switzerland's nuclear decision-making was embedded. Drawing upon studies in sociology and political theory, this article argues that understanding the Swiss debate on nuclear weapons is possible only if we manage to comprehend the significant political and cultural changes that took place within Swiss society. These changes deeply affected the country's defense and foreign policy conceptions and also altered prevalent notions of neutrality, thereby ultimately foreclosing the nuclear option. In more abstract theoretical terms the article moreover suggests that we need to overcome depictions of objectively given threats or predetermined interests and develop analytical tools that help us disentangle the complex, non-linear ways in which threat perceptions, identities, and preferences evolve and shape states’ proliferation policies.  相似文献

Since 2002 the Colombian government has been implementing a series of policy initiatives that have sought to coordinate state resources in a neo-classical counterinsurgency approach to fight the country's main insurgent group, the Fuerzas Armadas Revolucionarias de Colombia (FARC), and recover and consolidate the territory. Despite impressive operational successes against the insurgency and other illegal groups, the government has been unable to reassert its control and build legitimacy via the state-building effort known as ‘Consolidación’, in some of the most recalcitrant areas of the country. This article examines two areas where government efforts at consolidation appear to be failing to discuss the limits of COIN theory and practice.  相似文献
