In July 2001, member states will gather in New York for the UN Conference on the Illicit Trade in Arms in All its Aspects. It represents part of the effort to establish controls on small arms and light weapons. This article argues that it is possible that nuclear and conventional arms control represent two ends of a continuum, with common goals and a common set of mechanisms and processes at work. A decade after the end of the Cold War, it is not surprising that the international community is working on mechanisms to deal with conventional arms. The existence of a continuum and connections between conventional and nuclear arms control is less evident. The two arms control communities appear to function in isolation of each other. The return to the debate on small arms and light weapons echoes post-World War I and II periods. The fact that small arms control is back on the agenda within the context of the UN may signify recognition that any kind of arms control serves the same purpose—preventing and mitigating the effects and duration of, and bringing an end to conflict.  相似文献

On 7 July 1999, the government of Sierra Leone and the Revolutionary United Front (RUF) signed the Lomé Peace Agreement to end the civil war. A central component of this agreement called for the RUF to disarm. A year later, the RUF leader, Foday Sankoh, was in custody and the future of the peace accord in grave doubt. Far from disarming, all parties have been rearming at an alarming rate, in contravention of a 1997 UN arms embargo and despite a regional moratorium on the production, procurement and sale of small arms and light weapons. The political and security situation remains extremely fragile. This article explores the ease with which small arms and light weapons can be obtained, and questions the efficacy of existing armament and disarmament policies. Given the availability of arms, the weakness of the current government, the relative strength of the RUF, and the fluidity of alliances among the country's armed groups, the likelihood of continued conflict in Sierra Leone is great.  相似文献

One of the biggest challenges currently facing the developing world is the proliferation of small arms and light weapons. Arms control and disarmament have been part of the diplomatic agenda since the middle of the 19th century and were two of the most important issues facing the world's major powers during the 1960s and 1970s. When the Cold War ended, different instruments had been developed to negotiate the control over nuclear, chemical, biological and conventional weapons. However, the proliferation of small arms and light weapons poses new challenges to the international system. While control over legitimate use is laudable, the major problem relates to the illicit proliferation external to the state system. To address this challenge, international and national law faces the challenge of regime creation, and of the implementation and enforcement of international and national standards. Possible approaches to regime creation are discussed in this essay and recent examples are provided of how these were applied in practice to the issue of small arms and light weapons by the OAS, ECOWAS, SADC, the OAU and in East Africa.  相似文献

The aim of this paper is to investigate the determinants of international arms transfers in a gravity model framework. By distinguishing between the decision to export arms (extensive margin) and the value of the arms exported (intensive margin), while also considering its interdependence, is what differentiates this paper from previous research. A theoretically justified gravity model of trade augmented with political and security motives is estimated using a two-stage panel data approach for 104 exporting countries over the period from 1950 to 2007. In addition to the usual gravity variables related to the economic mass of the trading countries and the trade cost factors, the model is extended with political and security factors. The level of democracy in both trading partners, political differences between trading partners and voting similarity with the United States in the UN General Assembly of the countries engaged in trade are the main political factors, whereas the existence of conflicts, military pacts, and embargoes are taken as security motives. The key result indicates that both political and security motives are an important determinant of an arms trade, but their effects on the extensive margin of exports (the decision to order a transfer) differs from their effect on the intensive margin (average value of exports). Moreover, the relative importance of the factors under study has changed since 1989. In the post-cold war period, countries that are less democratic are more likely to export arms, military pacts are less relevant and embargoes play a role.  相似文献

ABSTRACT

The conventional wisdom about the 1992 US intervention in Somalia is that it was a quintessentially humanitarian mission pushed by President George H. W. Bush. This article challenges that interpretation, drawing on newly declassified documents. The Somalia intervention, I argue, was largely a pragmatic response to concerns held by the US military. In late 1992, as the small UN mission in Somalia was collapsing, senior American generals worried about being drawn into the resulting vacuum. Hence they reluctantly recommended a robust US intervention, in the expectation that this would allow the UN to assemble a larger peacekeeping force that would take over within months. The intervention ultimately failed, but the military learned useful lessons from this experience on how to achieve smoother UN handoffs in the future and thus effectively shift longer-term stabilisation burdens to the international community.  相似文献

The 1977 UN arms embargo was one of the main factors which led South Africa to establish a largely self sufficient import‐substituting arms industry capable of meeting the apartheid state's demand for sophisticated weaponry. While macroeconomic studies suggest that high military spending had a damaging effect on economic growth, no studies have investigated the disaggregated impact of military expenditure on industrial development. This paper applies panel data methods to the Industrial Development Corporation's Sectoral Database in order to analyse the level effects of military spending.  相似文献

The economic value, social status and symbolic meaning of small arms are particular and temporal in nature. This is demonstra ted through a historical account of the dynamics of cultural change and adaptation in Nuer society. Specifically, the article shows how attitudes towards small arms shif ted over time from a positive valuation of guns as prestigious objects, to ambivalence between the need for protection and the experience of increased local lawlessness and violence. More generally, it demonstrates how weapon-rela ted activities can only be fully understood when seen against a specific cultural background. Even if the display, use and circulation of weapons appear to carry cross-cultural references, typically as expressions of power and masculine identity, the meaning is always primarily local. Therefore, strategies to reduce the destructive impact of small arms through demand side programs, based on voluntary participation, can only be carried out successfully if built on an in-depth understanding of a particular cultural context.  相似文献

Sales of arms are a significant component of international trade and raise a range of pressing policy issues. After a short review of the market, this paper provides a formal model of the trade which allows for competing forward‐looking suppliers whose welfare depends on both the economic benefits from the sales and the security repercussions of recipient behaviour. The recipient's behaviour depends on its military capability, a function of the stock of arms it has acquired. We first examine a myopic recipient, whose behaviour depends on current stocks, then a forward looking recipient for whom questions of the time‐consistency and the credibility of supplier threats to embargo or promises to resupply become crucial. Finally we examine the impact of supplier cooperation of the sort currently being discussed in the UN Security Council.  相似文献

Available sources value transfers of weapons irrespective of whether they are paid for and how. Data from the U.S. indicates that the shares of arms given for free or on credit are high. If other arms exporters, all military aid and all credits used for military purposes are considered, which is done here on the basis of rough estimates and an opportunity cost model, the true cash costs of weapons in the year of the actual transfer are small. On the other hand, the financial burden of earlier arms imports via debt service has grown over time. It most probably exceeded the true cash cost of imports of arms in the late 1980s. Large differences between arms transfer data and the actual true costs of arms transfers means that analysis of the economic effects of arms imports without considering these financial aspects makes little sense.  相似文献

The current Bush Administration considers ‘outlaw regimes’ and their terrorist clients acquiring weapons of mass destruction (WMD) the gravest danger to international security. Thus, arms control, proliferation and terrorism are inextricably linked. The administration also believes that arms control and non-proliferation, as traditionally practiced, do not provide effective tools for preventing WMD spread. As evidenced in Iraq, Washington subscribes to an interventionist policy of rolling back WMD programs it considers threatening. This article examines the logic that underpins US arms control and proliferation thinking and considers the implications of US policy for relations with other states deemed to be proliferation risks.  相似文献

Despite promulgating a comprehensive set of guidelines to deter UN personnel from committing acts of sexual misconduct, allegations of sexual exploitation and abuse have become widespread within United Nations peacekeeping missions. The policy of zero-tolerance for peacekeeper misconduct has not been matched by strong disciplinary measures, and crimes are often ignored and rarely punished: absentee fathers, rapists and murderers simply disappear back in their home countries. In countries where women and children rarely have the same economic resources, political rights and authority or control over their environment—or their bodies—they easily become prey for those in perceived positions of power and authority. By failing to hold those responsible to account, the UN may in fact be fuelling even greater discrimination and violence against women and children. In order to ensure those who are mandated to protect to do not become perpetrators of abuse, the UN must take a stronger stand against those who commit acts of sexual misconduct, and must ensure that victims see that their abuser is brought to justice and that reparation is offered. A recent report submitted by the Secretary-General's Special Envoy on Sexual Exploitation and Sexual Abuse makes a comprehensive set of recommendations to prevent, detect, and respond to these allegations. The aim of this essay is to highlight some of the main points of the Special Envoy's report, and to examine the practical challenges the UN and troop/police contributing countries will face when attempting to implement these recommendations.  相似文献

2014–2015 were years of turmoil for strategic relations, with Sino-Russian relations emerging as a particularly interesting set of ties to observe. This article asks whether recurrent Sino-Russian exhortations of friendship are mirrored by their strategic alignment in the defence and security realm, half a century after the end of the Sino-Soviet pact during the communist era. We examine the arms trade between the two countries and with regional partners, but also the recent pattern of bilateral and multilateral military exercises, as a combined test of the security and defence relationship. We are able to show that the image of friendship that both Moscow and Beijing like to promote, while apparent at the UN Security Council and within the BRICS group, remains constrained by rivalry in high-tech segments of the arms industry and by lingering concerns about the prospects of peer interference in their shared regional vicinity.  相似文献

The UN relies on regional organisations to carry out peacekeeping activities and has very good reasons for doing so: resource constraints and relevant political influence. In Africa, however, the UN Security Council seems unwilling to take decisive action when faced with complex emergencies and leaves the burden to the OAU which has its own problems. The UN charter does allow regional organisations to take enforcement action even without prior armed attack. The OAU charter converges with that of the UN in ways that should make cooperation easier than it has been. Despite the rhetoric, the UN Security Council has undertaken very little visible action in Africa when it is most needed. A lack of significant African representation in the Council is perhaps a cause. The Council will improve its global authority if it undertakes reforms that reduce the power of the US and the UK over its decisions.  相似文献

When the United Nations (UN) Security Council needs to authorize a peace enforcement operation in Africa, its partner of choice is the African Union (AU). Africa has developed significant peace operations capacity over the past decade. In addition to deploying eight AU operations, Africa now contributes 50% of all UN peacekeepers. African stability operations, like its mission in Somalia, are often described as peace enforcement operations. In this article, I question whether it is accurate to categorize African stability operations as peace enforcement? I answer the question by considering what the criteria are that are used to differentiate between peace enforcement and peacekeeping operations in the UN context. I then use the peace enforcement criteria to assess whether AU stabilization operations would qualify as peace enforcement operations. In conclusion, I consider the implications of the findings for the strategic partnership between the AU and the UN.  相似文献

This essay explores the proliferation of small arms and light weapons (SALW) in Nigeria's oil-rich Delta. Its thesis is that the intersections which the global and local environment provide have fuelled the proliferation of SALW in the region. Since the conflict in the region is resource-driven, the global and local context for its resolution must be taken into account. This commentary traces the increasing importance of early warning in United Nations (UN) peacekeeping, an emphasis that has emerged in connection with the evolution of protection of civilians mandates in UN peacekeeping missions. It examines the current and emerging practice of early warning in UN peacekeeping as well as the challenges faced, drawing on case studies from the UN missions in South Sudan and the Democratic Republic of the Congo. This article explores the proliferation of illicit small arms and light weapons in the West African sub-region and efforts by the regional Economic Community of West African States (ECOWAS) to deal with the problem through the ECOWAS Declaration of a Moratorium on the Importation, Exportation and Manufacture of Small Arms and Light Weapons in West Africa. This paper investigates the effect of the deployment of United Nations Blue Helmets on economic activity in South Sudan with a special focus on agricultural production. Since UN troops are predicted to improve security, in particular, we expect a positive relationship between deployment of UN blue Helmets and cereal production. We test our hypothesis using an original data-set including all the 78 South Sudanese counties over the period 2009–2011. We control for the non-random assignment of UN troops through an Instrumental Variables approach. Our empirical results show that a 10% increase in the size of the troop allows the production of additional 600 tonnes.  相似文献

Amid tensions with the West over Ukraine, Russia pulled out of the Treaty on Conventional Armed Forces in Europe in March 2015. The Russian case is another example of a country disengaging from conventional arms control when relations with other member states deteriorate. This raises an important question: can arms control regimes aimed at preventing conflict survive periods of tension and preserve peace? This article argues no. It demonstrates that the prospect and stability of conventional arms control regimes depend on healthy international relations. In times of tension, governments rely on military institutions for advice and absorb military biases incompatible with arms control. Therefore, these regimes fail when most needed and are impotent as instruments of peace. Beyond conventional arms control, the article hints at the fragility of nuclear agreements such as the 2015 Iran deal and the 2010 New START between the United States and Russia.  相似文献
