This paper presents the results of empirical research on the economic impact of military expenditure — milex — on the less developed countries. The hypothesis is that the impact on growth is a combination of three effects: (1) increased security — positive impact; (2) diversion of resources from productive investment — negative impact; and (3) pressure for more efficient government policies in response to the external threat — positive impact. The combination of these effects would produce a non‐linear relationship with the growth rate at first increasing as milex increased and then decreasing. For the full sample of 71 countries, we found the predicted relationship, however, it is not robust to changes in the sample. The robust conclusion is that there was no evidence of a negative impact of military spending on economic growth.  相似文献

Since achieving political independence African countries have been involved in policies of regional co-operation and integration. Africa's leaders see regional integration as a way to harness resources collectively, to penetrate global markets and to attract foreign direct investment. The experience of African undertaking suggests, however, that regional co-operation has faced many obstacles and that co-operation arrangements in future will not be easy. Importantly, regional co-operation in Southern Africa raises issues of loyalties, resource availability, duplication of efforts and competition. Added to this is the aspect of globalisation, which is creating new economic challenges as well as new opportunities for regional integration.  相似文献

This study reinvestigates the effect of defence spending on economic growth using Zivot and Andrews and Lee and Strazicich, structural unit root tests and the autoregressive distributed lag bounds testing approach to cointegration in augmented version of Keynesian model for India. Study confirmed long run relationship among variables studied show that economic growth is positively affected by defence spending (also negative impact after a threshold point), investment and trade openness while negatively by interest rate. Granger causality analysis revealed bidirectional causal relationship between defence spending and economic growth as probed by variance decomposition approach.  相似文献

This paper investigates the effect of military spending on external debt in case of Pakistan for the period of 1973–2009. For this purpose, the autoregressive distributed lag bounds testing approach to cointegration is used to examine cointegration among the variables. The ADF, P-P, and ADF-GLS unit root tests are applied to test the integrating order of the variables. The Ordinary Least Square (OLS) and error correction method regressions are used to investigate the marginal impact of military spending on external debt in the long and short run. Our findings indicate the existence of cointegration that confirms the presence of a long-run relationship among military spending, external debt, economic growth, and investment. Further, our results reveal that a rise in military spending increases the stock of external debt; an increase in investment also increases external debt; however, there is an inverse effect of economic growth on external debt. An implication of the findings reported herein is that there is a need to formulate a comprehensive economic policy for curtailing external debt in case of Pakistan.  相似文献

Regression analysis is used to estimate the effects on Navy enlistments of recruiters, advertising, unemployment and other factors. In measuring the effects of these factors on enlistments, changes in both the demand for and supply of enlistments are taken into account. Advertising is treated as a capital investment; its effect is estimated using a maximum likelihood technique that was developed for measuring the effects of capital investments. We find strong evidence that recruiters and unemployment increase enlistments. Advertising also seems to increase enlistments, but its effect is highly uncertain. The results suggest that increases in recruiting resources would have eliminated the enlistment shortfalls experienced by the Navy in FY 1978–79.  相似文献

Mediators increase the effectiveness of negotiation processes. The art of mediation includes interpersonal skills, ability to convince, and proficiency in argumentation. The science of mediation represents an analytical approach to problem solving, a systematic analysis of the process, of players' positions, and of their goals, aspirations, and concessions. Analytical tools for mediation can be used by mediators, but these tools can also support negotiators in their analysis, verification of their positions, and choices. The knowledge of effective and safe alternatives, of sets of compromises, and the knowledge of the possible outcomes of concessions may be used to develop an effective strategy and to increase a negotiator's bargaining power. Models to analyze alternatives, to verify concessions made by the opponents, to determine effective alternatives, and to search for solutions that yield mutual gains, to aggregate opponents' proposals, to look for coalition members, and to simulate some of the actions of a mediator are discussed in the article.  相似文献

Motivated by some practical applications, we study a new integrated loading and transportation scheduling problem. Given a set of jobs, a single crane is available to load jobs, one by one, onto semitrailers with a given capacity. Loaded semitrailers are assigned to tractors for transportation tasks. Subject to limited resources (crane, semitrailers, and tractors), the problem is to determine (1) an assignment of jobs to semitrailers for loading tasks, (2) a sequence for the crane to load jobs onto semitrailers, (3) an assignment of loaded semitrailers to tractors for transportation tasks, and (4) a transportation schedule of assigned tractors such that the completion time of the last transportation task is minimized. We first formulate the problem as a mixed integer linear programming model (MILPM) and prove that the problem is strongly NP‐hard. Then, optimality properties are provided which are useful in establishing an improved MILPM and designing solution algorithms. We develop a constructive heuristic, two LP‐based heuristics, and a recovering beam search heuristic to solve this problem. An improved procedure for solutions by heuristics is also presented. Furthermore, two branch‐and‐bound (B&B) algorithms with two different lower bounds are developed to solve the problem to optimality. Finally, computational experiments using both real data and randomly generated data demonstrate that our heuristics are highly efficient and effective. In terms of computational time and the number of instances solved to optimality in a time limit, the B&B algorithms are better than solving the MILPM. © 2015 Wiley Periodicals, Inc. This investigation re-examines the potential sources of positive externalities for the relationship between military spending and economic growth using recent advances in panel estimation methods and a large data-set on military expenditure. The investigation provides a new analysis on the relationship between conflict, corruption, natural resources and military expenditure and their direct and indirect effects on economic growth. The analysis finds that the impact of military expenditure on growth is generally negative as in the literature, but that it is not significantly detrimental for countries facing higher internal threats and for countries with large natural resource wealth once corruption levels are accounted for.  相似文献

This article addresses the problem of explicitly taking into account uncertainty about the demand for spare parts in making inventory procurement and stockage decisions. The model described provides for a unified treatment of the closely related problems of statistical estimation of demand and resource allocation within the inventory system, and leads to an easily implemented, efficient method of determining requirements for spare parts both in the early provisioning phase and in later periods of operations when demand data have accumulated Analyses of the model's theoretical foundations and of sample outcomes of the model based upon data on parts intended for use in the F-14 lead to conclusions of great importance to both support planners and operations planners Finally, of particular significance is the ability afforded the planner by this model to quantify the impact on inventory system costs of varying levels of system reliability or management uncertainty as to projected system performance. This will provide an economic basis for analysis of such alternatives as early deployment, operational testing, and equipment redesign.  相似文献

A hypothetical port facility in a theatre of operations is modeled and coded in a special purpose simulation language, for the purpose of conducting simulation experiments on a digital computer. The experiments are conducted to investigate the resource requirements necessary for the reception, discharge, and clearance of supplies at the port. Queue lengths, waiting times, facility utilizations, temporary storage levels, and ship turn-around times are analyzed as functions of transportation and cargo handling resources, using response surface methodology. The resulting response surfaces are revealing in regard to the sensitivity of port operations to transportation resource levels and the characteristics of the port facility's load factor. Two specific conclusions of significant value are derived. First, the simulation experiments clearly show that the standard procedures for determining discharge and clearance capacities take insufficient account of the effects of variability. Second, the response surfaces for ship turn-around times and temporary storage levels indicate that an extremely steep gradient exists as a function of troop levels.  相似文献

This paper investigates the effect on the optimum solution of a (capacitated) transportation problem when the data of the problem (the rim conditions-i. e., the warehouse supplies and market demands-, the per unit transportation costs and the upper bounds) are continuously varied as a (linear) function of a single parameter. Operators that effect the transformation of optimum solution associated with such data changes, are shown to be a product of basis preserving operators (described in the earlier paper) that operate on a sequence of adjacent basis structures. Algorithms are provided for both rim and cost operators. The paper concludes with a discussion of the economic and managerial interpretations of the operators.  相似文献

This study uses the Feder-Ram model in conjunction with the military Keynesian model to examine the nexus between defence spending and economic growth in Sri Lanka. We find that the Keynesian aggregate demand model is better suited to analyse the link than the Feder-Ram model for the case of Sri Lanka. Based upon our results we expect a higher economic growth rate in Sri Lanka if more public resources are diverted from the defence to civilian sectors of the economy, now that the war between the government and separatist guerrillas has come to an end. However, recent post war events cast doubt upon whether a diversion of sources from military to non-military spending will actually occur. We conclude that the sanguine predictions of our economic analysis are entirely dependent upon the political decisions of the Sri Lankan government for their realization.  相似文献
