Why does peacekeeping sometimes fail? How can effective peacekeepers increase the likelihood of success of a mission? The two main flaws in the current evaluations of peace operations are that they mainly rely on already concluded missions and that they make use of indicators that do not reveal micro-level dynamics. This article introduces an analytical framework relating the effectiveness of soldiers to their actual impact in their area of operation in a peace operation. The framework is called “unit peace operation effectiveness” (UPOE). Focusing on soldiers in peace operations, this article shows that: different units behave differently; emphasize different aspects of the mandate; and are effective in different ways. Ultimately, this has an actual impact on the end-state of the mission. It relies on and adapts classic security studies works to theoretically enrich the peacekeeping literature. The model is tested in an illustrative case study based on ethnographic work on French and Italian units in Afghanistan between 2008 and 2010.  相似文献

This article responds to the reviews by Gwinyayi Dzinesa and Elling Tjønneland of Community of insecurity: SADC's struggle for peace and security in southern Africa. It does this by exploring the methodological and analytical challenges in evaluating SADC's peace and security endeavours. It emphasises the need to present explicitly the criteria for assessment, to concentrate on the actual performance of the organisation rather than on its declarations and structures, and to make assessments and predictions on the basis of historical trends and sound analysis.  相似文献

This paper examines partition as a solution to ethnic civil wars and modifies the ethnic security dilemma, suggesting that strong state institutions are more important than demographically separating ethnic groups to achieve an enduring peace. The paper starts with a puzzle: if ethnic separation is required for peace, how do some partitions that leave minorities behind maintain peace? The paper compares post-partition Georgia–Abkhazia, which experienced violence renewal within five years of the partition, with post-partition Moldova–Transnistria, which maintained peace. Both countries had ‘stay-behind’ ethnic minorities. The paper also disaggregates and compares the territories within post-partition Abkhazia, which contain ethnic Georgians: Lower Gali experienced violence while neighboring Upper Gali did not. The paper argues that state institutions create an incentive for ethnic minorities to collaborate with the state, regardless of minority preferences, and this helps maintain peace. However, preferences become important where institutions are weak and members of the ethnic minority have the opportunity to defect; this increases the likelihood of violence. The results build on the ethnic security dilemma by specifying micro-mechanisms and challenging the theory's reliance on intransigent ethnic identities in explaining the causes of post-partition violence.  相似文献

The war against terrorism has brought Somalia, a country located in a key strategic region, back onto the radar of US and Western security concerns. Following a vicious civil war, a failed peace support operation and several attempts to start a peace process, lawless Somalia, a country without government, has gained the potential to be exploited as a terrorist base. Although this country in the Horn of Africa does not represent a direct and immediate threat to the US or its Western allies, its potential to destabilize the region is extremely high. This article offers an analysis of Somalia's potential to become a ground for terrorist activities and suggests a two-track approach. On the one hand, US foreign and security policy in Somalia needs to be more assertive; on the other, the only way to prevent Somalia from becoming a fertile ground for international terrorist groups is to help stabilize the country. In order to achieve this objective, it is crucial to adopt any initiative aimed at strengthening Somalia's civil society.  相似文献

In their article in this journal, James, Solberg and Wolfson (1999) challenge our findings that two states are more likely to have peaceful relations if they are both democratic. They claim to develop a simultaneous system of two equations showing that peace and democracy foster each other, and that the effect of peace in encouraging democracy is stronger than that of democracy on peace. Their analysis, however, is flawed. Their research design employs measures of dispute and joint democracy that are inferior to those now common in the literature, and their equation for predicting peace is not properly specified. These problems distort their results. Even so, their results provide evidence of the pacific benefits of democracy. Analyses we conduct with a more completely specified model reveal stronger support for the democratic “ peace. Furthermore, a test of the effect of interstate conflict on democracy should be done at the national (or monadic) level of analysis; but James et al. perform a dyadic analysis. In a monadic test using vector autoregression, we find that disputes make no contribution to explaining the character of regimes. Even with their dyadic method, their finding that peace promotes democracy is not robust Including a crucial control variable, the ratio of militarily relevant national capabilities, that James et al. omitted, dramatically alters their findings.  相似文献

Can peacekeeping participation help reform military institutions in democratizing states? Drawing on evidence from Nepal – one of the world's largest troop contributors to UN peacekeeping operations – this essay illustrates that participation in peace missions can sometimes undermine security sector reform and deteriorate civil–military relations. Furthermore, this analysis shows that peacekeeping participation will not necessarily reorient troops away from their conventional internal roles (such as counterinsurgency) or improve civilian control over the armed forces. Hence, civilians can lose control over soldiers just as frequently when they are deployed overseas as when they are at home.  相似文献

Scholars and policymakers argue that violent actors – termed ‘spoilers’ – pose a significant threat to civil war peace agreements. Yet existing research, which is overly reliant on single-case studies, has not effectively determined how prevalent spoiling is, or thoroughly examined what its ultimate effects are on peace agreements. This article draws on a newly constructed cross-national dataset of spoiling following 241 civil war peace agreements in the post-Cold War era to analyze spoiling. It finds that spoiling intended to terminate an agreement is not as common as typically assumed, but still plagues a sizeable number of peace agreements. Moreover, most actors who resort to this strategy typically fail in their goals and the agreement is not at risk, despite the high publicity and attention given to these threats. Yet particular types of actors, most notably paramilitaries and state security forces excluded from the agreement, can pose a significant threat to peace.  相似文献

Due to expanding and increasing religious extremism and terrorism coupled with political instability in Pakistan, most western observers believe that Pakistan's nuclear weapons are not secure and could be taken over by terrorists. This would have adverse implications for the region and for global peace, especially for the security of USA and Europe. This article argues that this perception is based on a flawed understanding and knowledge of how Pakistan's command and control setup has evolved and operates. Pakistan's nuclear weapons are as safe as any other state's nuclear weapons. Pakistan has also been active in supporting and participating in global efforts to improve nuclear safety and security. Over the years, Pakistan has been quite open in sharing information regarding how it is improving its command and control system with western governments as well as scholars. This article argues that the steps Pakistan has taken to secure its nuclear weapons are adequate and that Pakistan would continue to further strengthen these measures; however, it is the expanding religious extremism, terrorism and anti-Americanism in the country which make the international perception of Pakistan extremely negative and then seep into the perception of Pakistan's nuclear weapons safety and security.  相似文献

Conflict resolution in the African Great Lakes Region has been linked to the protocols and projects agreed upon at the Second International Conference on the Great Lakes Region (ICGLR). The ICGLR created a continental-wide framework of conflict circuit breakers focused on resolving the structural and surface situational causes of the 1996 to 2003 armed conflicts that drew in at least six nations and destabilised the entire region. The implementation of these protocols and projects will serve as a test for the African Great Lakes Region to move away from conflict and into a cooperation and development phase; however, the effort to bring peace, stability and development will face obstacles not only in the security sector, but also in developing infrastructure, civil society, and good governance. In summary, this article contends that peace in the Great Lakes Region will depend equally on two factors: internal governance and building civil society institutions, and focused regional interlocking circuit-breaking institutions.  相似文献

After inconclusive elections in 2012, Lesotho had a coalition government for the first time, made up of three political parties that had a narrow majority in parliament. The new government, however, faced several challenges, some of which were of its own making. The agreement among the three parties was to literally divide the government into three parts, leading to a continuous stalemate in its operation; the most serious consequence was the prorogation of parliament and the resultant attempted coup. The flight of the prime minister to South Africa and his return under a Southern African Development Community (SADC) security detail provided a short-term solution to Lesotho's security crisis. Under Cyril Ramaphosa's mediation, the prorogued parliament was conditionally opened and the election date set for 28 February 2015. However, the security dilemma – whereby the prime minister, who is also minister of defence, has no control over the military – remains. When elections are held, there does not seem to be a guarantee that they will be held in peace; moreover, there are now fears that the losers will not accept the results of the elections because of the security vacuum in Lesotho. This article argues that peace can only be salvaged by enhanced SADC security before, during and after the elections. It argues that the SADC mission should remain beyond the elections to oversee the constitutional changes that are necessary for ensuring long-term stability. On their own, Lesotho politicians are unlikely to be able to work together in order to move the country forward.  相似文献

This article presents a synopsis of Community of insecurity: SADC's struggle for peace and security in southern Africa, published by Ashgate in 2012. It focuses on SADC's efforts to establish a common security regime; conflict and peacemaking in southern Africa between 1992 and 2011; and the prospects of SADC becoming a security community. It summarises the reasons for SADC's difficulties in the sphere of regional security and politics, namely the weakness of member states, their unwillingness to surrender sovereignty to communal mechanisms, and the absence of common values among them. The main conclusion is that these problems lie primarily at the national level and cannot be solved at the regional level. SADC is a forum of states and it cannot do anything that these states will not permit it to do.  相似文献

Confronted with myriad security challenges, African states and the much-vaunted peace and security architecture of the African Union (AU) has proven not to be up to the challenge. Indeed, this is implicitly acknowledged by the AU itself if one considers the creation of such security structures as the African Mission in Somalia (AMISOM), which exists outside its peace and security architecture. This paper argues for a radical rethink of security structures on the African continent – one in which state structures of security coexist with newer forms of security actors, including private military companies (PMCs), community movements and the business sector. Whilst this shift in security actors is already happening on the ground, policymakers need to embrace this new reality.  相似文献

Although previous studies have examined killing as an outcome-oriented measure, few have explored non-killing as a socially organized process. Using letters written by soldiers, police officers, and security professionals found in the magazine Soldier of Fortune, this study examines cases in which they refrain from killing their opponents. Our results indicate that refrained killings by these actors are socially organized in ways that are shaped by situational, environmental, technological, administrative, and moral factors. In addition, it was found that when police officers and soldiers realized the humanity of their opponents, they employed alternative methods to subdue or control without using lethal force, despite situational and legal justifications for doing so. Implications for the sociology, psychology, and ethics of killing – or not killing – are discussed.  相似文献

As the leading economic and political power in the region, South Africa cannot afford to neglect its responsibility toward its regional neighbours. If South Africa does not accept the role, an outside power may step in to fill the vacuum. The creation of peace, security and stability will not be created without action and it will not be maintained by goodwill. Developing a crisis response force is clearly required of South Africa. The force should be able to work co-operatively or autonomously in a range of missions n land and on rivers and lakes. Air-and sea-landed operations and air-support for ground operations should also be planned for. The SANDF does not have this ability at the moment but it should modify its structure and equipment to perform this important role in the region.  相似文献

This article sets out to investigate the current paradoxical roles of border control agencies in order to contribute to the theoretical debate on border porosity and related security issues in West Africa. The colonial demarcation of African borders accounts for their porous nature initially, as borderland populations challenged the unjust scission of their cultural, economic, geographical and geopolitical spaces. However, new forms of porosity also evolved over time, masterminded by new actors. Drawing on the Ghana–Togo border case, and through interviews, observation and documentary analysis, this article argues that border control agencies are partly responsible for the current border porosity and attendant security problems as their jurisdiction has shifted to a multi-layered border parasitism. The article is not, however, an attack on border law enforcement agencies; rather it attempts to explore their roles in shielding the region, already exposed to terrorism and piracy, from further security threats.  相似文献

This analysis addresses whether US strategy has escalated the ongoing conflict in Colombia. The study examines the ways in which US policy towards Colombia has been affected both by global circumstances after 9/11, and local events on the ground such as the involvement of private military firms which operate alongside multinational corporations in the country. The evidence suggests that US strategy has escalated the conflict, sometimes unintentionally, as the policy has evolved from an initial emphasis on countering the narcotics trade to one of counterterrorism. This has occurred, however, at the expense of other reforms, in particular by hindering the implementation of an effective pacification strategy. The analysis concludes that such an unbalanced strategy does not, as a consequence, provide for greater security and stability.  相似文献

Despite some tentative internal peace agreements, Nigeria continues to face violence from multiple groups. This violence feeds upon itself, with segments of the population being mobilized both for self defense and for pressing their ideological and practical goals. These multiple sources of violence, which the Nigerian government appears unable to control to any significant degree, have a long term corrosive effect on the country's internal stability. There are few reasons to be sanguine as to any rapid changes to the level of overall violence or the relative number of armed groups, although their specific identities may shift. Nigeria represents a good case study of a country in which relatively low but persistent violence by a multiplicity of groups can have major impacts on internal security.  相似文献

High-level declarations in Moscow and Beijing on the steady progress in upgrading their strategic partnership depart increasingly far from the reality of shrinking economic ties and diverging political perspectives. In late 2014, the dynamic development of this partnership appeared to have the potential of becoming a major shift in the fluid security balance in the Asia-Pacific region; in late 2015, however, the concerned neighbours have more reasons to worry about the deformations in the development of Russia–China relations. President Vladimir Putin and President Xi Jinping are eager to demonstrate perfect personal rapport but their mutual trust is open to doubt and their views on priorities of domestic and international order are in fact strikingly dissimilar. The deep contraction of trade and the lack of interest from Chinese investors propels the Russian leadership towards increasing the emphasis on the security dimension of the partnership, and this makes Russia one of the key sources of instability in the Asia-Pacific region and a challenge to the East Asian peace. It is also entirely possible that the Russian challenge to the stability of the world system would result in strengthening of the key institutions of its governance, thus leaving the revisionist Russia in isolation.  相似文献

Africa is arguably the most important regional setting for United Nations peacekeeping challenges. In the 1990s, extensive efforts have been made by the United Nations in the fleld of peacekeeping with the speciflc aim of reducing the levels of conflicts on the continent. Another significant development relates to the fact that organisations in Africa have started to feature as important peacekeeping instruments in recent years as it is increasingly being accepted that there is a need for such institutions to take care of their own security requirements. However, a key issue at stake is the need to achieve greater consistency with regard to third-party intervention in African conflicts. A look at the more glaring examples of multinational operations in the name of peace and security gives a sense of the magnitude and difficulties often experienced during such endeavours. In addition, both past and current operations have brought to light certain perspectives and lessons that require careful analysis and study. In this article, an overview is given of some of the perils and challenges associated with multinational operations in the realm of peace and security. Specifically, the focus is on Africa and on key issues and challenges regarding the strategic and operational management of such operations in view of the need to consider a more integrated approach towards multinational operations in support of peace and security in Africa.  相似文献
