The provisions of the 1999 Constitution, which recognises the existence of a single police force and forbids parallel police organisations, have oftentimes generated controversies among actors in the Nigerian federal polity. Rising insecurity precipitates lingering questions on the utility and adequacy of a single, highly centralised and centrally controlled police force given Nigeria’s geographic vastness and demographic diversity. Conversely, arguments have also dwelt on the dangers of fragmentation considering Nigeria’s psychosocial, economic and political nature. This article attempts to balance these arguments by analysing policing and the operations of the Nigeria Police Force (NPF) through the lens of the subsidiarity principle. Subsidiarity is a governance principle in federations, captured in the founding documents of the European Union (EU), which prescribes that governmental powers, authorities and duties should be held by the tier that can best perform them equitably, efficiently, effectively, suitably and based on interest and need. Drawing largely on interviews with purposively selected police scholars, political actors, civil society organisations and police personnel, the paper contends that this principle offers a pragmatic solution to the perennial problems of intergovernmental frictions on the use of the police within the context of governance in the Nigerian federation.  相似文献

This study was designed to examine the influence of gender and age on attitudes toward professional ethics among a sample of the Nigeria police officers. Using a cross-sectional survey, data was collected from a total of 163 participants. Results revealed that gender and age were significant predictors of unethical beliefs; female and older police participants were also more ethical than their male and younger counterparts. These findings were discussed in the context of socialization theory, Gilligan's moral development theory and other organisational practices, while its practical implications for the recruitment, selection and placement in the Nigeria police were also emphasized.  相似文献

Some scholars would have us believe that the distinctions between military and policing roles, methods and objectives have become increasingly blurred by the security demands of a post-Cold War and post-11 September global and domestic order. This article explores the current state of the police–military divide through a conceptual and case study analysis. It concludes that, in this case, there is some conflation occurring at a macro-level as international and domestic affairs have become increasingly indistinct, but the article also demonstrates that the actual ethos and practice of these agencies still differs strongly. Most importantly, the article argues that this distinction is in fact a very useful one in planning for future peace support operations  相似文献

The police enjoy unique and special powers in the furtherance of their duties. Depending on how these powers are used, they may either protect or violate human rights. Therefore the exercise of police power requires that it should be used responsibly. Over the years, however, the involvement of police and other law enforcement officials in systematic abuses of human rights and attendant police ‘cover ups’ in many countries have underscored the need for oversight of their actions. Why does a state directly police certain kinds of transnational perpetrators by itself while indirectly policing other kinds through their host government? To address this question, we develop a formal model, where Defender chooses either to police Perpetrators or to make Proxy do so. According to our theory, the delegation of policing can enhance its effectiveness in light of Proxy’s three advantages: (a) Proxy can convince Perpetrators of punishments more credibly than Defender (communicative advantage); (b) Proxy is more likely to identify Perpetrators and detect what they hold dear (informational advantage); (c) Proxy can cripple and punish Perpetrators more effectively (offensive advantage). On the other hand, the delegation may cause inefficiency if Defender has limited information about Proxy’s choice or cost of policing. Depending on the relative size between these advantages and disadvantages, one of the following four forms of policing may emerge: (i) Defender polices Perpetrators on her own (e.g. Somali counter-piracy operations); (ii) Defender induces Proxy to police Perpetrators (U.S. War on Drugs in Colombia and Mexico); (iii) Defender and Proxy together police Perpetrators (Operation Inherent Resolve); (iv) two or more Defender-Proxy states police Perpetrators in each’s own domain (Interpol, Budapest Convention).  相似文献

Since the end of the Cold War the process of nation building has become a priority in the attempt to maintain world order and security in the wake of the instability and devastation wrought by failed and war-torn states. The proliferation of nation-building missions has led to their diversification and the need to marshal a vast array of resources in order to attain substantial levels of success. This article deals with a new and important component of peacekeeping and nation-building missions, that of civilian policing. The article outlines the goals of using civilian police officers in nation-building missions and discusses a variety of problems (pragmatic, legal, and cultural) that policing may introduce to such missions. This discussion is focused around the civilian policing component of the United Nations Mission in Kosovo. It delineates the successes and hardships so far experienced during the mission in Kosovo and explores the insights that the mission may provide for similar projects in the future.  相似文献

The drivers of HIV/AIDS in the South African Police Service (SAPS) and impact of the disease on this workforce are neglected areas of research. Existing evidence suggests that while the occupational risk for contracting HIV is low, there are factors associated with the profession that, if left unmanaged, place police officers at risk of contracting HIV. This study's two aims are to identify the potential pathways of HIV infection within policing services and determine the probable impact of HIV/AIDS on SAPS. Through a systematic literature review on HIV/AIDS within police services, and by analysing selected SAPS human resource data, the causal pathways and impact of HIV/AIDS on police services are explored. The study finds that police officers (particularly male officers) are likely to be highly susceptible to HIV infection as a result of risky sexual behaviours born out of occupational characteristics such as high levels of stress, difficult working conditions, living away from home and interactions with sex workers. The problem is exacerbated by the ‘macho’ culture that often prevails among police officers. HIV/AIDS interventions within SAPS must focus on sustained behaviour change. Further, HIV programmes must equip officers with the knowledge and awareness to avoid engaging in high-risk sexual practices that may compromise their health and the effectiveness of the policing service.  相似文献

This article focuses on the systemic failures of the Nigerian police force to unravel the mysteries surrounding homicides in the country, along with the security, social and political implications of the ongoing trend. The article draws on documented pieces of evidence of high-profile murders, along with the causes of the upsurge in murder incidences and the inhibitive factors relating to the investigative procedures of the police. The suitability of the theory of subaltern realism and the concept of third-world security predicaments in explaining the peculiarities of Nigeria’s internal security challenges is examined, along with the problems of the legitimacy of political regimes and weak borders. There is a need for the National Assembly of Nigeria to exercise its constituted powers in reawakening and supervising investigations into dormant cases of murder through its committees on police affairs, public safety and national security. The police should check its organisational failures, which may be related to using the wrong investigative approaches, low levels of information, limited resources, corrupt practices, and pressure to obtain quick results.  相似文献

Abstract

From the 1982 Maitatsine Uprising to the 2009 Kala Kato Riot, Nigeria has been bedevilled by ethno-religious uprisings with devastating human and material losses. In almost all these crises the police and the military have featured prominently as agencies tasked with the responsibility of maintaining law and order and suppressing insurrection. While it was not alleged that they precipitated some of these risings perhaps in their attempts to stem or nip them in the bud, they have been accused of escalating the conflict either by their slow and inadequate responses, their partisanship and their arbitrary responses, or by their slackness in managing the crises and their aftermath. However, but for their efforts the security basis of the Nigerian state would have been considerably compromised by religious fundamentalism given the level of preparedness of the groups involved, their resistance and, more importantly, the recurrent nature of the uprisings. This article reflects on the management of ethno-religious uprisings in Nigeria by the police and the military. It considers the nature of the security agencies' involvement in the crises and examines the factors both within the agencies and in the larger Nigerian society which have aided or hindered their effective management of the conflicts.  相似文献

While all governments in the region acknowledge the importance of the work of police officers, they seldom take a close look at their working conditions and the nature of police labour. While the situations in Namibia, Zimbabwe, Zambia, Lesotho and Swaziland are different there are commonalities: police management has not changed significantly and neither has police legislation. Key concerns of the officers in the region centre on service conditions and wages. Communicating these concerns to the state is made difficult by the less than democratic approach taken by governments professing to favour democratization. A more democratic workplace for the police is of benefit to the broader community and is a crucial point to bear in mind when attempting to develop community-oriented professional policing.  相似文献

This article examines the ambiguous role played by the Cyprus Police Force during the Greek Cypriot insurgency against Britain between 1955 and 1959. A multiethnic force policing a multiethnic society, the CPF struggled to fulfill its duties. Greek Cypriot officers became ineffective as sympathy for, or fear of insurgents undermined their ability to function. Some collaborated, others resigned. Those who stayed became targets of their own people. Turkish Cypriot officers, recruited in greater numbers to compensate for a reduction in Greek Cypriot officers, worked to enforce the law, but exacerbated intercommunal relations in doing so. In spite of the peculiar conditions present in Cyprus, the case has valuable implications for contemporary policymakers on the vulnerabilities inherent in the use of local police forces to restore law and order in ethnically divided societies.  相似文献

Trafficking in persons in Nigeria has largely targeted adults and children, particularly women and girls. Of growing concern, however, is the recent emergence and growth of sophisticated and syndicated groups involved in baby ‘factories’ and trafficking in Nigeria. This article examines the nature, actors, modus operandi and motives behind this emergent dimension of human trafficking in Nigeria. It concludes that if concerted efforts are not made to deal with the actors and dismantle the market, its profitability will embolden current actors and even encourage new entrants into the booming trade – now and in the future.  相似文献

The article focuses on the interface between ethnicity and national security in Nigeria. It critically explores the negative mobilization of ethnicity in Nigeria's fourth republic, and how this has been shaping (and reshaping) the democratization process, particularly in the management of cooperation and conflict over contestations for power and other resources. The re-democratization of Nigeria in 1999 has been preceded with high expectations of meaningful reductions in the high level of insecurity witnessed under the long years of military suzerainty. However, this has not been the case. Rather, what is obtained is an increase in national insecurity on a much larger scale. This article argues that one of the banes of national security in the Nigerian state is ethnic politics, which continues to witness changes in context and character with grave consequences for the future of democracy. The central argument is that ethnicity has always been a major driver of politics and conflicts in Nigeria and the trend is not likely to change anytime soon.  相似文献

ABSTRACT

Recent efforts aimed at understanding women’s contributions to nonstate armed groups have produced large-scale data sets on female combatants (Wood and Thomas 2017) and more limited data on women’s roles as supporters and leaders in armed groups (Henshaw 2016; 2017, Loken 2018). The present study aims to build on this literature by providing new data on the scope of women’s leadership in insurgent groups. While existing quantitative literature has focused mostly on the experience of female combatants, we argue that the presence of women in leadership roles is crucial to understanding how gender might influence the outcomes of insurgency. We introduce new data on over 200 insurgent groups active since World War II. While our analysis confirms earlier small-sample work demonstrating women’s presence in leadership roles, a qualitative analysis reveals that leadership is often gendered–revealing patterns of tokenization and tracking women to low-prestige leadership roles. At the same time, our findings challenge past research on jihadist organizations, showing limited expansion in the authority of women.  相似文献

United States policy makers and academic researchers have neglected the deep institutional rivalries between police agencies and military services in Latin America. The problems of police/military coordination have complicated US national goals of democratization, strengthening the rule of law and combating the production and trafficking of illicit drugs in the region. Police agencies stand at the epicenter of dysfunctional criminal justice systems. Although the US policy of engagement with Latin American military services is intended to reorient their roles and missions towards supporting democratically elected civilian governments, US counternarcotics assistance programs have encouraged a wider Latin American military role in drug interdiction. This article develops an analytical model to identify the dimensions of police-military conflict in the context of the fundamental reform of criminal justice systems in Latin America.  相似文献

ABSTRACT

Boko Haram insurgency in North East Nigeria has exposed women (girls, ladies, and mothers) to a complex jeopardy. While some women have suffered untimely widowhood or child-lack as a result of the Boko Haram onslaught, others have suffered death, forced abduction, and allied assaults on the main and side lines of the insurgency. Oftentimes, women have faced direct violence that essentially degrade their humanity. This is evident in the deployment of women as war-front sex slaves, human shields, and suicide bombers by the insurgents. The virtual expendability of women in the context of Boko Haram insurgency has been vividly demonstrated by the gale of female suicide bombings in Nigeria over the recent years. By means of a textual and contextual analysis of library sources and/or documentary data, as well as an adroit application of the theory of objectification, this study posits that, in addition to suffering collateral vulnerabilities, women have equally been instrumentalized as objects of terror in the context of Boko Haram insurgency. The paper further argues that the ‘weaponization’ of women’s bodies as bomb vessels and human shields by the insurgents highlights the height of women’s corporal victimization and objectification in contemporary asymmetric warfare.  相似文献

This article argues that since the advent of democracy, the South African Police Service (SAPS) has been plagued by poor administration. Having inherited a repressive police force, the post-apartheid national police commissioners (NPCs) have found it difficult to transform the organisation. Among the unintended consequences has been a rise in police deaths. Although police deaths can be attributed to numerous factors, this article focuses on fault lines in the SAPS administration through a strengths, weaknesses, opportunities and threats (SWOT) analysis drawing largely on existing scholarly debates. Essential theoretical perspectives have been employed to gain insight into the root causes of the problem. The article concludes that poor administration and a lack of trust, partnership and collaboration between police officers and community members have perpetuated the killing of police officers. These killings are further compounded by the flawed and ill-conceived selection and appointment of NPCs. As a consequence, the article recommends that the appointment of NPCs should be promptly reviewed. It further recommends that each potential candidate should have risen through the ranks and must fully comprehend the challenges facing the organisation.  相似文献
