新闻视频数据库基于故事单元的“多线程”管理技术研究

新闻视频关于新闻事件的报道是一种"多线程"的形式,针对这种特性提出了一种基于有向图理论的新闻视频数据库管理方法。研究了故事单元相似关系与图论知识之间的联系,结合最小部分树理论提出了一种将故事单元之间复杂相似关系图简化为"多线程"结构树的新闻视频数据库管理技术。实验显示,这种管理方法对于视频数据库的浏览、检索、摘要等实际需求具有重要的理论意义和应用价值。     

一种雷情录报显示系统的实现

针对当前部分雷达装备在报情方面存在的问题 ,提出了一种雷情录报显示系统。系统由数据录取板和读报显示板两大部分组成 ,将两块模板嵌入现役装备中 ,可改善部分雷达报情的自动化程度和测报数据的精度     

Warranty claims modeling

A company wishes to estimate or predict its financial exposure in a reporting period of length T (typically one quarter) because of warranty claims. We propose a fairly general random measure model which allows computation of the Laplace transform of the total claim made against the company in the reporting interval due to warranty claims. When specialized to a Poisson process of both sales and warranty claims, statistical estimation of relevant quantities is possible. The methodology is illustrated by analyzing automobile sales and warranty claims data from a large car manufacturer for a single car model and model year. © 2008 Wiley Periodicals, Inc. The failure of defense planning in European Post-Communist Defense Institutions: ascertaining causation and determining solutions

By any objective measure, defense institutions in Central and Eastern Europe have all but universally been incapable of producing viable defense plans that are based on objective costing and operational planning data. This situation exists in spite the provision of considerable Western advice and assistance, let alone reporting to and receiving assessments by NATO’s International Staff under Partnership for Peace, as well as via the integrated defense planning and reporting systems. An explanation for this systematic failure across European post-Communist defense institutions can be found in the continued slow development of an over-arching policy framework which directs and approves all activities of the armed forces, as well as the de-centralization of financial decision-making down to capability providers. The essay ends with an examination of the adverse effects of the early introduction of planning programming, budgeting system (PPBS), have had on the development of effective policy and planning capabilities within these defense institutions.     

The reporting time problem: Integration of intelligence with verification

This article is a theoretic study of the following problem in verification: Mobile units under control of an agent, whom we call the HIDER, travel on a known transportation network and must at the conclusion of their itinerary report locations at fixed time intervals to a monitoring authority, whom we call the SEEKER. The purpose of this reporting requirement is to verify that illegal units do not infiltrate the network from sources under the control of the HIDER. We assume that the SEEKER has an independent intelligence-gathering capability which gives sightings of both legal and illegal units. The purpose of this article is to quantify the advantage of frequent over infrequent reporting. © 1992 John Wiley & Sons, Inc.     

Fostering nonviolent elections in Africa through conflict-sensitive reportage of elections

Given that most Africans view political aspirants in terms of their ethnic and religious lineage rather than political ideology, and since most Africans rely on the media for information, there is a tendency to fall prey to biased and insensitive reportage, capable of inciting violence elicited by the prejudiced information often presented as news, features, commentaries, documentaries, etc. This article hypothesises that with appropriate training on conflict-sensitive reportage, journalists can foster peaceful and nonviolent elections through their reportage. The article recommends the adoption of an alternative method of news reportage using the peace-journalism model. The model, developed by Jake Lynch and Annabel McGoldrick, encourages journalists to report social issues in ways that create opportunities for a society to consider and value nonviolent responses toward conflict by using the insights from conflict analysis and transformation to update concepts of balance, fairness and accuracy in reporting. It also provides a new route map that traces the connections between journalists, their sources, the stories they cover and the consequences of their reportage. In addition, it builds awareness of nonviolence and brings creativity into the practical job of everyday editing and reporting. This article holds theoretical significance in that it explicitly identifies conditions that encourage journalists to apply conflict sensitivity to their reportage, thereby promoting societal peace, particularly during elections.     

A two-station stochastic inventory model with exact methods of computing optimal policies

A method is presented for calculating optimal inventory levels in a two-station transactions reporting inventory system. The criterion of optimality is the minimization of expected cost. The computational properties of the model are stressed and the solution method is precise. It is shown that when the model represents a central warehouse which supplies several retail outlets, stocks carried at the central location affect the capacity of the system to handle orders. Stocks carried at the retail level affect only the size of the retail order backlog.     

Defining quantitative criteria for the physical protection system effectiveness of nuclear facilities

The article is devoted to problems of defining quantitative criteria for the physical protection system (PPS) effectiveness of nuclear facilities. The article briefly describes the scheme of the PPS development used in the nuclear industry in Russia, gives a review of existing approaches to defining the minimal acceptable value of the system's effectiveness, and reveals advantages and disadvantages of the approaches. The article describes in detail an approach based on facility categorization by potential losses and a technique of defining the minimal acceptable value of the PPS effectiveness developed on its base.

Operational definitions of inventory record accuracy

An inventory stock record is in error when the information on the stock record is not in agreement with the actual physical situation. We address the questions of what is meant by inventory record accuracy as reported in the literature and what should be meant by this term, in the context of the inventory record accuracy problem defined by the Naval Supply Systems Command. The need for, and suggestions of, operational definitions of error measures are demonstrated in terms of the reporting of accuracy statistics, the formulation of inventory record accuracy goals, and the determination of corrective measures.

The fast deployment logistic ship project: Economic design and decision technique

This paper describes the way in which economic analyses, particularly life-cycle cost analyses and tradeoffs were structured for use as an integrated analysis and design technique at all levels of the Contract Definition of the Fast Deployment Logistic Ship. It describes system, subsystem and major component economic analysis and design methodology as well as economic analyses of special subjects such as the ship production facility design. Illustrations are provided of several major system parametric studies and of shipyard and manning/automation analyses.

Estimating non‐transparent military expenditures: The case of china (PRC)∗

Data limitations arising from non‐transparency in military expenditure reporting impose significant constraints on economists studying country and comparative developments in this field. This article focuses on the case of China. It reviews the recent literature on China's military expenditure, examines the variance in published estimates, and identifies three factors which help explain the variance: budgetary falsification; non‐budgeted PLA revenue; and the US dollar purchasing‐power parity of the yuan. Conclusions emphasize important policy implications of such variance and suggest a more active role for defence economists in a field of research generating considerable attention from international relations scholars.     

Quadratic as parametric linear programming

This paper describes an approximate solution procedure for quadratic programming problems using parametric linear programming. Limited computational experience suggests that the approximation can be expected to be “good”.     

IN SEARCH OF THE AVERAGE TRANSNATIONAL TERRORIST ATTACK VENUE

In this paper we develop an empirical model for transnational terrorist activity for a panel consisting of 139 countries over the period 1985–1998. Essentially, we attempt to sketch the profile of the average terrorist attack venue. Our findings suggest that the terrorist attack venue is, on average, characterized by low economic openness, high demographic stress, and a high level of international disputes. Furthermore, we document a strong regional component suggesting the presence of infectious contagion on a spatial level. Our results also support the presence of addictive contagion captured by a strong autoregressive component in each country’s terrorist activity. Finally, we find a weak statistical link between the level of democracy and terrorist activity, although the level of democracy is a significant determinant of the potential under‐reporting bias of terrorist activity.
