Using hitherto largely unexplored governmental archives from London and Dublin, this article focuses on the security challenges arising from the existence of the land frontier between the Republic of Ireland and Northern Ireland and the significance of issues of cross-border security cooperation for Anglo-Irish relations from the beginning of the Troubles until the Anglo-Irish Agreement in 1985. It argues that the relatively safe haven of the Republic was essential to the longevity of the IRA's campaign and that successive Irish governments exploited British security concerns to expand their political influence on Northern Ireland.  相似文献

This article analyzes the quality of the Egyptian and Israeli intelligence advice and decision-making process in the October 1973 War as key factors that determined its course. Following a background to the subject, we focus on the 9–13 October standstill stage, in which Sadat decided, despite his generals’ advice, to renew the Egyptian offensive. Effective Israeli intelligence collection about the coming attack, which was well used by the decision-makers, saved Israel from accepting an undesired ceasefire. The result was the 14 October failed Egyptian offensive that turned the tide of the war and led to Israeli military achievements at the war’s final stage  相似文献

Taiwan's international status is such that the country's ability to trade and to supply certain goods and technologies remains its primary means of practicing diplomacy and asserting international influence. U.S. pressure to conform to international nonproliferation standards has made the issue of export controls a troubling one for Taiwan. Limiting Taiwan's economic relations affects its ability to sustain itself economically and to maintain productive relations with other nations. On the other hand, as a recipient of U.S. high-technology transfers and security assurances, Taiwan cannot ignore the directives of the United States. The article focuses on this dilemma and how a shift in power to the Democratic Progressive Party is affecting Taiwan's choice between placing limitations on its global economic power or risking being cut off from U.S. technology and losing U.S. security assurances. In order to address this challenge properly, Taiwan will need to reassess its fundamental economic and security interests.  相似文献

This study develops a dynamic model that integrates military intelligence into the defense capability of the country and the optimal allocation of its government budget. We assert that the effectiveness of the country’s military intelligence is contingent on the quality of its human capital, which, in turn, implies a long-term positive relationship between the government’s various civilian expenditures and its capacity to achieve a cost-effective intelligence and, hence, military capability. This relationship is developed within a multiple-period arms race model between two rivals. Using this model and stylized data for the Israeli–Syrian arms race, we show that an appropriate budget shift from defense to civilian expenditures during the initial periods of the planning horizon will gradually (over a decade, say) increase the quality of human capital in the country and, thus, the effectiveness of its intelligence, which, in turn, will increase the country’s future security and welfare.  相似文献

Wellington's use of intelligence developed throughout his military career. Arguably, his experiences in India taught him the importance of intelligence, but it was during the Peninsular War that he honed his analytical techniques. As the war progressed, he developed sophisticated methods for the integration of strategic intelligence – largely gathered by civilian agents – with operational intelligence – collected by military personnel. This allowed him to develop operational conceptualisation, which in turn contributed to the successes he achieved over the French forces in Iberia. However, more than anything, it was his considered use of intelligence, combined with intricate deception operations in the latter stages of the conflict, which deprived the French of reliable intelligence on his own movements, and demonstrated his understanding of the importance of intelligence. A defender wants to detect as quickly as possible whether some attacker is secretly conducting a project that could harm the defender. Security services, for example, need to expose a terrorist plot in time to prevent it. The attacker, in turn, schedules his activities so as to remain undiscovered as long as possible. One pressing question for the defender is: which of the project's activities to focus intelligence efforts on? We model the situation as a zero‐sum game, establish that a late‐start schedule defines a dominant attacker strategy, and describe a dynamic program that yields a Nash equilibrium for the zero‐sum game. Through an innovative use of cooperative game theory, we measure the harm reduction thanks to each activity's intelligence effort, obtain insight into what makes intelligence effort more effective, and show how to identify opportunities for further harm reduction. We use a detailed example of a nuclear weapons development project to demonstrate how a careful trade‐off between time and ease of detection can reduce the harm significantly.  相似文献

This essay examines the key role played by intelligence and deception in the interactive process of British and German preparations in the 1930s for U‐boat warfare. It argues that the Royal Navy (RN) employed the general perception of ASDIC (sonar) as an ‘antidote’ to the submarine to mislead potential foes about the state of its anti‐submarine defences. This British campaign of deception had a discernible impact. Before the outbreak of World War II, the German Navy failed to discover the realities behind ASDIC's image, and this intelligence failure helped to shape U‐boat policy.  相似文献

In October 1959 the Eisenhower administration dispatched a CIA Special Team to survey the violence problem in Colombia. This article, part one of a two‐part series, examines this first significant attempt by a US administration to influence that nation's internal security situation. It investigates the Special Team's actions and analyses its recommendations for transforming Colombia's conventionally‐orientated security forces. The Team's survey, which focuses on counter‐insurgency tactics, civil action, intelligence operations, psychological warfare, and covert action, is the foundation from which Colombia's modern internal security structures are derived.  相似文献

The surprising ‘Arab Spring’ raises the question as to what would enable national intelligence to provide high quality warnings prior to the eruption of popular revolutions. This article uses new sources of evidence to trace and explain Israel's success in comparison to US failure at correctly estimating the course of the Iranian Revolution in 1977–79. In explaining this variance, the article shows that it was mainly the result of the intimate acquaintance of Israel's representatives in Iran with the local language, history and culture, as well as the ability to communicate with locals – tools which the Americans completely lacked.  相似文献

This paper uses a simple Monte Carlo model to analyze the influence of signals intelligence on the Second World War's Battle of the Atlantic. The principle measure of effectiveness is the number of U‐boat days of attack to which convoys were subjected. A secondary measure is the number of convoyed ships sunk. The model is validated against historical data and then used to explore the effectiveness of the two sides' signals intelligence. Allied use of signals intelligence is shown to have been capable of completely offsetting German use of signals intelligence, and then some. © 2003 Wiley Periodicals, Inc. A common criticism levelled at successive governments of the Republic of Ireland during the Northern Ireland ‘Troubles’ was their alleged inactivity in the face of a ferocious Provisional IRA campaign. Such criticisms were based in large part on the perception of the southern state as a supply base for militant republicanism. The Republic was undoubtedly a formidable logistics hinterland for such militants. However, criticisms of the reactions of authorities in the south are unfair. This article considers the explosives capabilities of the IRA during the first six years of their campaign. It does so with reference to their attempts to obtain commercial explosives as well as measures employed by them to obtain homemade explosives. The article also considers countermeasures employed by the southern government and reveals the extent to which they sought to shut down IRA capabilities in the south. It is argued that, ultimately, the IRA's campaign in this regard could only be contained and never unilaterally halted.  相似文献

Focusing on British involvement in the 1960s Yemen Civil War, this article examines the centralised mechanisms developed in Whitehall to coordinate covert action interdepartmentally. It therefore sheds new light on London's security and intelligence machine and its input into clandestine operations. Drawing on recently declassified documents and interviews, it uncovers various important but secretive actors, which have been overlooked or misunderstood in the existing literature, and outlines their functions in the most detail yet available. In doing so, it considers how these bodies evolved in relation to competing threat assessments of the local situation and the impact they had on Britain's covert intervention in the theatre. This article assesses the utility of the system and argues that it provided an effective means to ensure that any covert action sanctioned was properly scrutinised so as to reduce risks and best meet national interests.  相似文献

The prospect of terrorists deploying weapons of mass destruction (WMD) is often referred to as the foremost danger to American national security. This danger has become more realistic because of al-Qaeda's expanding global network and the expressed willingness to kill thousands of civilians. In the past four years, numerous media reports have documented the group's ongoing quest for WMD capabilities; many reports have detailed al-Qaeda members’ attempts to manufacture or obtain certain chemical, biological, radiological, and nuclear (CBRN) agents to use in WMD against targets in the West and the Middle East. Yet the question remains: Does al-Qaeda's current WMD capability match its actual intent? While most studies of the group have focused on its explicit desire for WMD, allegations of CBRN acquisition, and the killing potential of specific CBRN agents, few open-source studies have closely examined the evolution of al-Qaeda's consideration of WMD and, most notably, the merit of actual CBRN production instructions as depicted and disseminated in the group's own literature and manuals. The following report will examine the history of al-Qaeda's interest in CBRN agents, the evolution of the network's attitude toward these weapons, and the internal debate within the organization concerning acquisition and use of WMD. More so, the following research will assess the validity of actual CBRN production instructions and capabilities as displayed and disseminated in al-Qaeda's own literature and websites.  相似文献

This article aims to review some of the key lessons learnt by the Royal Ulster Constabulary's (RUC) Special Branch in the 37 years of the troubles in Northern Ireland. Above all counter-terrorism is an intelligence led operation and Special Branch are the key agency for this in all UK police forces, who have now benefited enormously from the expertise that the RUC's Special Branch built up over the years and have passed on to their colleagues throughout the UK. Intelligence is more often than not a human role and relies on human agencies, which was the case in Northern Ireland. The bulk of intelligence gathering was carried out at quite low levels although the sifting and analysing of it became a more specialist skill. Electronic intelligence and computerised systems were often quite low down in the order of priorities and uses, which tends to confound popular impressions. Agents, informers and good old fashioned ‘coppers’ who knew their patch were much more important both in terms of gathering information and in terms of undermining the terrorists morale from within and it was these factors that fundamentally defeated the IRA in Northern Ireland.  相似文献

The discovery and elimination of Iraq's alleged weapons of mass destruction (WMD) was a focal point of the Coalition's strategy and operations in the aftermath of Operation ‘Iraqi Freedom’. Despite the failure of the WMD mission to meet expectations after almost two years of intensive operations, the Iraq Survey Group (ISG) was able to integrate multinational and multi-agency forces to provide detailed intelligence regarding the history of Iraq's WMD programs and to assist in the battle against insurgents. In principle, national sovereignty is the right of a nation to govern its internal affairs without foreign interference. In practice, it is defined by one's interpretation of international law, which may permit legal external intervention under some circumstances, ultimately removing a nation's sovereignty. This paper will examine the current system of international law outlined by the United Nations, analyse the ambiguities contained within its Charter and elaborate on how external intervention can be justified. The case-study of recent developments related to Libya will demonstrate that the manner in which international law is interpreted is changing the notion of principles of sovereignty.  相似文献

In February 2012, Iran announced its willingness to resume negotiations with the Western powers. This statement followed in the wake of a damning report by the International Atomic Energy Agency (IAEA) Board of Governors and the imposition of additional sanctions by the international community on an Iranian economy already under pressure. Tehran's announcement also coincided with increased speculation regarding an Israeli military strike on Iranian nuclear facilities. At the same time, however, this seemingly positive step appeared to be undermined by Iran's concomitant announcement that “huge” technical progress has been made on Iran's nuclear programme. This article will explore the significance of the recent political, diplomatic and technical developments in the Iranian nuclear affair and situate them in the broader context of Tehran's nuclear strategy. The analysis will assess the potential for this latest phase in the Iranian nuclear crisis to reverse Iran's current trajectory and initiate a rapprochement between Iran and Western powers.  相似文献

This article is a response to Evron's argument, offering readers another perspective to assess China's military modernization and war fighting capabilities, using the same framework and methodology. It examines three topics: China's national security and military strategy, the PLA's procurement decision-making process, and China's military support and mobilization system. It concludes that, China's military modernization is to fight and win local wars under the conditions of informatization, but if required the PLA can reliably supply large numbers of sophisticated weapons and spare parts, to wage a complex and prolonged conflict.  相似文献

This article argues that an increasingly sea-power-minded China will neither shelter passively in coastal waters, nor throw itself into competition with the United States in the Pacific Ocean. Rather, Beijing will direct its energies toward South and Southeast Asia, where supplies of oil, natural gas, and other commodities critical to China's economic development must pass. There China will encounter an equally sea-power-minded India that enjoys marked geostrategic advantages. Beijing will likely content itself with ‘soft power’ diplomacy in these regions until it can settle the dispute with Taiwan, freeing up resources for maritime endeavors farther from China's coasts.  相似文献
