Counter-ideological work is touted as crucial in combating terrorism. This article attempts to analyse the role of counter-ideology in dealing with a particular type of terrorism: Muslim jihadist extremism. This paper reiterates findings from existing research, in arguing that counter-ideology is indispensable for three reasons: firstly, to prevent Muslims from genuinely believing that terrorism is sanctioned by the faith; secondly, it is instructive to assure non-Muslims that Islam per se, is not the problem; and finally, it can be used to ‘rehabilitate’ terrorists who are in detention. However, this paper also suggests four criticisms of many counter-ideological efforts, and posit that in order for such work to be truly effective, the following shortcomings need to be rectified: firstly, the creation of unnecessary frontiers that may alienate potential allies; secondly, the inability to ‘preach to the right crowd’; thirdly, the perils of promoting ‘moderate’ and ‘progressive’ Islam; and finally, credibility issues associated with the people spearheading such works. An underlying factor that lurks in the background of all of these is the role of the ulama, or Islamic religious scholars. This article further hopes to contribute to the literature on counter-terrorism by exercising more scrutiny on the role of the ulama.  相似文献

The premise of most Western thinking on counterinsurgency is that success depends on establishing a perception of legitimacy among local populations. The path to legitimacy is often seen as the improvement of governance in the form of effective and efficient administration of government and public services. However, good governance is not the only basis for claims to legitimacy, especially in environments where ethnic or religious identities are politically salient. Some experience in Iraq suggests that in environments where such identities are contested, claims to legitimacy may rest primarily on the identity of who governs, rather than on how whoever governs, governs. This article outlines the intellectual foundations of existing policy and doctrine on counterinsurgency, and argues that development and analysis of counterinsurgency strategy would benefit from a greater focus on the role of ethnic and religious identity in irregular warfare.  相似文献

Postmodern terrorism presents a significant challenge to global security and law enforcement institutions. Non-state actors operating across international borders, engaged in an apparent global insurgency of extremism that transects the traditional boundaries of crime and war, pose significant challenges to both intelligence and law enforcement agencies. These networked global insurgents blend political and religious fanaticism with criminal enterprises to challenge the rule of law and pose an epochal shift in the structures and relations among states. Negotiating this epochal shift requires traditional organs of national security (the diplomatic, military and intelligence services) to forge new partnerships with police and public safety organizations at the state and local (sub-national), as well as transnational levels. Significant operational, policy and cultural challenges must be overcome to forge an effective multi-lateral global network to counter global terrorism and insurgency.  相似文献

Bangladesh is currently facing an incremental growth of radicalization. This radicalization can be traced back to the country’s early post-Independence years. Over time, political violence, ideological clashes between secular and right-wing ideologies, and weak governance have created conditions for the growth of radical Islam. The public rhetoric on corruption, weakening of democratic institutions, inadequate law enforcement agencies, fragile justice delivery system, fledgling educational and social institutions and growing unemployment provides further space for alternative narratives by extremist ideologues. Home-grown extremist outfits have received ideological and tactical supports from transnational terrorist network such as Islamic State (IS) and Al-Qaeda in Indian Subcontinent (AQIS), but only in a limited manner. The supply and demand side of radicalization in Bangladesh has not yet been addressed by actors such as the government, private sector, civil society and media. The failures in multiple sectors in the state governance have led to a situation where IS and AQIS now see Bangladesh as a potential ground for exerting their supremacy as flag bearers of radical forms of Islam.  相似文献

Long understood as the key document in Britain's Cold War history, the Duncan Sandys Defence White Paper of 1957 nevertheless has a largely forgotten context: home defence. This article argues that understanding this context allows important new conclusions to be drawn concerning the drafting, presentation and the reception of the document and the deterrent strategy it expounded. It argues that the Paper failed to establish a new doctrine for civil defence which reconciled the policy with the wider deterrent strategy. In doing this, the Paper presented a muddled policy to the public: one which failed to justify the reductions in civil defence provision but which stressed the destructive power of thermonuclear weapons. This had the effect of encouraging the critics of the government's nuclear strategy to flag up the absence of adequate civil defence measures and highlight the ‘admission’ that there was no defence against the hydrogen bomb.  相似文献

The rise of China in the 21st century has generated a new round of debates on American policy toward Taiwan. Generally speaking, one side suggests that Washington should adjust its Taiwan policy to improve its relations with China, while the other argues against downgrading the relations with Taiwan. Both sides invoke the concept of national interest, but the concept is not unproblematic, and cherry-picking different facts and arguments is far from convincing. This article has two purposes: using the concept of national interest to examine the Taiwan policy, and using this case to illuminate the concept itself. After reviewing the concept, I propose what I call ‘four Ps’ framework to facilitate policy-making and analysis. The framework comprises four factors that help determine which policy is in national interest. They are players (decision makers), preferences (foreign policy goals), prospects (possible outcomes), and power (the capability of achieving goals).  相似文献

The U.S. Congress, charged with overseeing U.S. nuclear weapons policy and programs, usually addresses such policies and programs through the annual authorization and appropriations process, focusing mostly on questions of how many and what types of weapons the United States should deploy, with little attention paid to questions about nuclear weapons strategy, doctrine, and policy. The oversight process has brought about some significant changes in the plans for U.S. nuclear weapons, including the elimination of funding for the Robust Nuclear Earth Penetrator study and the shift of that funding into a study of the Reliable Replacement Warhead. But with the focus on authorizations and appropriations, along with the divided jurisdiction over nuclear weapons policy and programs in congressional committees, Congress has not, either recently or during the Cold War and post–Cold War eras, conducted a more comprehensive review of U.S. nuclear weapons strategy, policy, or force structure. Changes in committee jurisdictions could affect the oversight process, but as long as nuclear weapons policy and programs remain a relatively low priority for most members of Congress, and the country at large, it is unlikely that Congress will pursue such a comprehensive debate.  相似文献

What are relationships between epidemics, national security, and US immigration policy? This question is important because it sheds light on transnational or nontraditional security areas, American immigration policy, and a pressing issue for US leaders who have recently faced epidemics such as the West Africa Ebola outbreak that began in 2013. This article answers it and lays ground in the area by reviewing epidemics in world history, using International Relations and Security Studies works to specify dangers of contagions for states, and identifying three general immigration measures that American leaders have utilized from the seventeenth century to the present day to protect against contagions, which are (1) policies restricting entrance of foreigners thought to carry specified diseases, (2) the isolation or quarantining of immigrants with contagious disease, and (3) delegating the President with authority to stop immigration in the event of an epidemic abroad. This study has implications for research and contemporary US immigration policy.  相似文献

Abstract

The creation of the Africa Command (AFRICOM) has reflected the growth in the strategic importance of Africa in US foreign policy since the end of the 1990s. One of the objectives of this new geographical military command is to forge closer links between foreign, security and development policies. However, this approach met with a number of difficulties associated with the challenge of ‘inter-agency cooperation’ among rather disparate actors from foreign affairs, defence and development. In addition, the establishment of AFRICOM has met with fierce criticism in the US and elsewhere – especially in Africa – culminating in the charge that the US foreign and development policies in Africa are being militarised. Although AFRICOM has a number of interesting features, this paper shows that it has reacted to these criticisms by realigning itself more closely with the traditional model of a military command, at the expense of the innovative interagency elements.  相似文献

Africa has emerged as a strategic location for transcontinental narcotics trade. Particularly the West African subcontinent has turned into a cocaine warehousing and trans-shipment hub along the way to the European underground markets. At this juncture, African drug networks (ADNs) began to play a momentous role in global drug trade, and pose a considerable threat to international security, as they operate in more than 80 countries. The United Nations Office on Drugs and Crime, Interpol, and Europol perceive ADNs as one of the primary issues in international counter-narcotics policy. These agencies have launched several multilateral initiatives to contain the West African threat. None of these initiatives, however, retarded the expansion of the problem. Indeed, the containment efforts turned out to be quite embryonic. The ADNs eventually entered the Turkish market by the early 2000s. West African drug networks (WADNs) in particular have begun to operate within Turkey extensively, often supplying and distributing drugs. The gravity of the threat became ever more serious by 2012. The upsurge of the new threat has compelled the Turkish drug-law enforcement agencies to adopt new policies and counter-strategies. These policies have to be based upon proper strategic analysis of the threat. This paper seeks to address the need for a threat assessment of ADNs. It investigates the dimensions of the problem, profiles the members of WADNs, their modes of operation, and the factors that compelled them to exploit the illicit Turkish drug markets. The analyses are based upon the scrutiny of 227 narcotic interdictions files and statements from the African individuals in these case files. The paper concludes by presenting policy implications and recommendations for the Turkish security and foreign-policy institutions to cope with this impending threat.  相似文献

The new government in Egypt will have to deal with the following challenges in its foreign policy: the Palestinians, Sinai, the arms race between Israel and Egypt, the nuclear issue, the Suez Canal, and the Tiran Straits. Egypt has to decide what its approach would be toward these issues and as to how to maneuver between its own interests and those of other states such as Israel and the USA. U.S. nuclear export policy has undergone major transformations since 1945, and the most recent change, as expressed in the July 18, 2005, India-U.S. Joint Statement, represents an especially significant shift in policy. The document reverses more than a quarter century of U.S. declaratory policy, suggesting that the current U.S. administration regards nuclear proliferation to be both inevitable and not necessarily a bad thing. This article investigates this policy shift, looking at the history of U.S. nuclear export policy and the potential ramifications of the new policy on the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). The author also touches on the potential effects of the Joint Statement on Indian-Pakistani relations. Finally, it is suggested that it is not too late for India and the United States to change the new policy with more consideration for the NPT and the Nuclear Suppliers Group Initiative.  相似文献

Since Operation Enduring Freedom, Central Asian militants, such as the Islamic Movement of Uzbekistan, have fled to Pakistan from their previous strongholds in Afghanistan. However, many militants have begun returning to Central Asia. Thus questions are raised as to what extent militancy has the potential to thrive with the pending North Atlantic Treaty Organization withdrawal from Afghanistan set for 2014? Is militancy a legitimate security threat to Central Asia? What strategies might militants implement? Thus, this article examines the current state of militancy, analyzes militant trends, introduces Afghanistan and Pakistan into the Central Asian equation, and determines the militants' capability and overall strategy. The article concludes that militant Islam, regardless of its current numbers, remains a viable threat to regional security, Afghanistan will be an essential factor for the future of Central Asian militancy, and the form this re-emergence will take becomes apparent.  相似文献

This article seeks to determine the correlates of Lebanese Muslims perceptions of the Islamic State (ISIS) which are measured using the hypotheses that commitment to political Islam, young age, education and occupational status would predict approval of ISIS. In view of the accentuated polarisation between Sunnis and Shiis along sectarian lines, it is proposed that dislike for the Shiis would enhance the level of support for ISIS. The study was based on a cross-sectional survey Lebanese Muslims (N?=?302) administered during the fall of 2015.The suggestion is that adherence to the tenets of political Islam, sectarianism and educational attainment are major predictors of endorsement for ISIS.  相似文献

In many applications, managers face the problem of replenishing and selling products during a finite time horizon. We investigate the problem of making dynamic and joint decisions on product replenishment and selling in order to improve profit. We consider a backlog scenario in which penalty cost (resulting from fulfillment delay) and accommodation cost (resulting from shortage at the end of the selling horizon) are incurred. Based on continuous‐time and discrete‐state dynamic programming, we study the optimal joint decisions and characterize their structural properties. We establish an upper bound for the optimal expected profit and develop a fluid policy by resorting to the deterministic version of the problem (ie, the fluid problem). The fluid policy is shown to be asymptotically optimal for the original stochastic problem when the problem size is sufficiently large. The static nature of the fluid policy and its lack of flexibility in matching supply with demand motivate us to develop a “target‐inventory” heuristic, which is shown, numerically, to be a significant improvement over the fluid policy. Scenarios with discrete feasible sets and lost‐sales are also discussed in this article.  相似文献

This article suggests that the War on Terrorism is actually a campaign against a globalized Islamist 1 1 In this article, the term ‘Islamist’ describes the extremist, radical form of political Islam practiced by some militant groups, as distinct from ‘Islamic’, which describes the religion of Islam, or ‘Muslim’, which describes those who follow the Islamic religion. In this article the term is used to refer primarily to Al Qaeda, its allies and affiliates. View all notes insurgency. Therefore, counterinsurgency approaches are more relevant to the present conflict than traditional terrorism theory. Indeed, a counterinsurgency approach would generate subtly, but substantially different, policy choices in prosecuting the war against Al Qaeda. Based on this analysis, the article proposes a strategy of ‘disaggregation’ that seeks to dismantle, or break, the links in the global jihad.2 2 This article uses the short form of the Islamic term jihad to mean ‘lesser jihad’ (armed struggle against unbelievers), rather than ‘greater jihad’ (jihad fi sabilillah), i.e. moral struggle for the righteousness of God.
