美国具有全球最为先进的军事科技实力、军事科技创新能力和国防保障能力,美国的科技创新体系具有军民融合深度发展的特点,在军民融合创新发展上没有明显的时间滞后,是世界上军民融合科技创新体系发展最好的典型样板国家。论文梳理分析美国国防创新系统及其特点,分析美国国防科技经费预算、研究方向和项目流程,研究分析美国促进军民融合创新与发展的制度保障体系,总结美国创新体系中军民深度融合发展的特点,解析美国军民融合发展中的典型案例、各自成功的模式和主要经验,并结合我国军民融合发展的实际情况提出建议。  相似文献

Defense industrial complexes in leading Cold War nations have downsized and reallocated resources to other productive activities in the 1990s. In this paper, we analyze the experience of two key countries ‐ the US and France. Comparing the two countries, we find similar outcomes in budgetary retrenchment and large firm restructuring but marked differences in the pace of downsizing and diversification among small and medium‐sized firms. We hypothesize that three sets of contextual differences may explain these differences: 1) institutional differences in the way that the State bureaucracies ‐ the Pentagon and the French Délégation générale pour l'armement (DGA) ‐ oversee defense industrial matters, 2) differences in military industry ownership and firm size patterns, and 3) differences in the regional distribution of defense industrial capacity and associated regional policies. In closing, we note that the two countries’ defense industrial complexes are becoming more alike and speculate on the significance of invidious competition and interactions between them. The US government initiated a Defense Counterproliferation Initiative to address the concern that, in the post-Cold War years, the proliferation of nuclear, biological, and chemical weapons would be widespread and create a significant challenge to the US military’s combat operations. In particular, non-nuclear states might use chemical or biological warfare agents against US forces with the belief that nuclear weapons would not be used against them in retaliation. Following the events of September 11, 2001, defense strategy and policy shifted to a wider view of the threat of adversarial use of “weapons of mass destruction” (WMD) and the term “counterproliferation” was replaced by “combating” or “countering WMD.” Over time, the Defense Department increasingly moved away from counterproliferation principles with the detrimental effect of losing capabilities that US forces still need for contemporary adversaries. This shift has been aggravated by other US government agencies’ use of “counterproliferation” in lieu of what would have been termed “nonproliferation” activities in the 1990s. The loss of clarity within the US government on these terms has led to the inability to focus the “whole of government” on this significant national security challenge. To alleviate this challenge, the US government needs a top-down initiative to refocus policy on the distinctly different aspects of WMD with respect to military combat operations, combating terrorism, and homeland security.  相似文献

In 2015, Brazil has taken steps toward re-consolidating its domestic defense industry. In the 1980s, Brazil built a dynamic and diversified defense industry. The state-driven effort resulted in a tripod strategy, where the state, state-run companies, and their private sector became the pillars of Brazil's defense industry. Brazil developed an export-driven defense industry; where close to 80–90% of its output was exported to Latin American, African, Arab, and Asian nations. In the 1980s, Brazil became the world's fifth largest exporter of defense products and services, exporting to over 40 countries. In the 1990s and 2000s, Brazil's defense industry suffered a dramatic reduction in size, diversification, and momentum. Successions of domestic political and economic policies have relegated Brazil's once emerging defense industry to a marginal position in the global defense industry. This article analyzes future prospects, challenges, and growth strategies for Brazil's defense industry.  相似文献

美国能够保持军事技术的长期领先与其稳定的军事科研投入和科学的资助策略密不可分,但以往研究存在切入角度单一、关注领域有限、缺少长时间跨领域研究等不足。本文基于Web of Science数据库收录的2010年至2020年美国军方机构参与资助的科研项目文献数据,分析了美军长期关注的主要研究方向和重点研究领域以及美军主要资助机构及其各自的侧重领域。研究结果表明,美国军方以国防战略目标为根本,超前谋划军事科研资助,坚持基础研究和颠覆性技术研究的平衡,军方主要资助机构重视前沿科技领域,积极开展跨部门跨领域以及跨国合作。该研究对了解美国军事科研资助策略提供了新的视角,对促进我国军事科技发展有一定借鉴意义。  相似文献

美国是世界军费最高的国家,其国防预算的庞大规模导致管理过程异常复杂。这种复杂性也带来了种种问题,并催生了改革的需求。但由于国内外种种因素的制约,美国的国防预算改革进展缓慢。在美国预算赤字日益严重和外交政策愈来愈依赖军事力量的情况下,美国的国防预算改革迫在眉睫。本文系统梳理了美国国防预算制定与实施中的问题,包括资源与战略之间的错配、国防支出结构复杂以及缺乏监管等等,并分析了影响改革的因素以及改革的进展与前景。国家战略调整往往需要在国防预算上做出相应的调整。因此,在考察美国的国家战略演变时,需要特别关注国防预算上的改革。  相似文献

With the rapid pace of regional arms modernization and unresolved territorial disputes, Indonesia is increasingly susceptible to the impact of emerging great power rivalry in Asia-Pacific. Rather than pursuing a robust military build-up, Indonesian policy-makers assert that diplomacy is the country’s first line of defense. This article argues that defense diplomacy serves two agenda of Indonesia’s hedging strategy – strategic engagement and military modernization. This way, Indonesian defense and security officials seek to moderate the impact of geopolitical changes while maintaining the country’s defensive ability against regional uncertainties.  相似文献

This article examines the ways in which the two normative concerns of casualty-aversion and civilian protection influenced US military strategy in the particular context of the asymmetric conflict in Somalia in the early 1990s. The article critically evaluates US military operations through the prism of international humanitarian law and examines whether American forces started prioritizing casualty-aversion over the safeguarding of Somali civilians. Finally, by drawing on emerging moral guidelines (such as Michael Walzer's idea of ‘due care’), the article examines whether lower numbers of Somali civilian deaths could have been achieved if marginal increases to the risks faced by US soldiers had been accepted.  相似文献

This paper models the interactions between the defense industry market structure and the defense needs of Israel, the USA and Western Europe, which produce several heterogeneous defense goods. The model specifies that the defense industries of the US and Europe are ‘large’ while that of Israel is ‘small’. The US military aid to Israel is also an integral part of the model. The results show that net defense costs of Israel are minimal when the number of its defense firms is one. The model predicts that an increase in US military aid reduces Israel’s government expenditure, its defense industry’s profits and its net defense costs.  相似文献

相对固定的军力部署会提前暴露军事意图。为避免此种情况,美军在2018年《国防战略报告》中提出要实现作战的不可预见性。未来美军不可预见的动态军事力量部署一定程度上增加了军事斗争准备难度。为提升军队机场阵地战场生存能力,有必要针对性地调整应对策略,增强对抗“不可预见作战”的能力。本文着眼军用机场阵地,从三个方面分析对抗不可预见作战的伪装策略:首先阐述不可预见作战的特点,其次分析在“不可预见作战”条件下,现有机场阵地在伪装方面的短板,最后提出对抗“不可预见作战”的伪装策略。通过分析认为,为对抗美军新的作战构想,军事机场阵地伪装策略应从战时应用调整为平战结合,应更加侧重平时的伪装训练和伪装工程建设。  相似文献

In marked contrast with previous decades, defense issues in Argentina have started to receive increasing political attention over the last few years. The main goal of this article is to account for this new found interest in defense policy. The article contends that this revival could be accounted for by both the implementation of a neo-developmentalist strategy and a type of control that emphasizes civilian oversight over the armed forces. Both factors have promoted the implementation of policies that favored an increase in the military budget, the reconstruction of the defense industry and the establishment of a new military doctrine. This article evaluates the impact of factors that have not been previously considered by the literature on defense attention in South America.  相似文献

Strategists and military professionals have previously questioned many of the methodological (theoretical underpinnings, the principles, and rules applied by the discipline) decisions associated with American military strategy, but the direction this essay takes is above and beyond the common methodological rivalries in how we pursue strategic desired future states. To get beyond methodological disputes entirely, we must consider thinking about our thinking as an organization on American strategy. Thus, this article hovers between philosophies, organizational theory, as well as our usually unquestioned belief in something called “strategy”. Questioning things about our basic understanding of the world tends to trigger strong organizational defense mechanisms, for good reason. Critical reflection at deep levels puts our worldview, and our role within it at stake. Nonetheless, as strategic disappointment emerges over multiple complex conflict developments, even the most cherished and guarded choices on how the world ought to work are ripe for critical inquiry. This essay examines the limited single strategic paradigm of the US defense industry and how the latest American National Security Strategy and Army Future Operating Concept (Win in a Complex World through 2030) presents a flawed strategic position. This essay presents valid alternative strategies that operate within different paradigmatic constructs.  相似文献

Adopting the analytical framework of the established interpretive “schools” of Anglo-American relations, this article offers several reflections on UK–US defense relations as they occurred over the significant years of 2000–2005. During those years, trajectories were established on which UK–US defense relations continue to travel today and outcomes emerged which are still being navigated. This article concludes that the Latin phrase, “Flectas Non Frangas” (essentially translated as: “Bend not Break”), is the most appropriate to adopt to characterize the developments undergone in recent UK–US defense relations. AirSea Battle (ASB) has generated significant publicity, controversy, and debate among scholars, analysts, commentators, and observers of US defense strategy. However, a research gap exists concerning formal analysis of the impact of the operational concept on the relationship between the US Air Force (USAF) and the US Navy (USN). The impact of the ASB operational concept on the USAF–USN relationship is examined across the issue areas of strategy, budgets, weapons procurement, and training. These four issue areas represent important areas of historical conflict and competition between the Air Force and Navy. The conclusion is that ASB is ushering in a new era of Air Force–Navy partnership that advances the inter-service dynamic from “jointness” toward integration. The emergent USAF–USN partnership therefore represents a significant development in US defense politics and defense strategy.  相似文献

China’s defense science, technology, and industrial system has been undergoing a far-reaching transformation over the past two decades and the single biggest factor behind this turnaround is the role of external technology and knowledge transfers and the defense industry’s improving ability to absorb these inputs and convert into localized output. Under what conditions can leaders achieve wartime political–military integration? In the Vietnam War, political–military integration exhibited dramatic variation: in the air war, the US was able to tightly integrate its political objectives and military conduct, but in the ground war, the American military prosecuted a strategy that was both divorced from broader political objectives and was immune from Washington's influence. I argue that the nature of information management between the military and civilian leadership explains the pattern of political–military integration in the Vietnam War more completely than do explanations that focus on the organizational cultures of professional militaries.  相似文献

This article investigates how US national security planners have envisioned the emerging strategic environment during the early twenty-first century and evaluates how their perceptions of this strategic environment have changed during these years. This conceptual evolution can be seen in how defense planners define threats, identify defense priorities, and design security strategies. Five key strategic planning documents serve as the basis for this analysis and illustrate significant shifts in how the US government has envisioned its own security requirements as well as the context within which its strategic vision will need to be realized. These planning documents are: (1) Joint Vision 2020, (2) the Bush Administration's 2002 National Security Strategy of the United States, (3) the Obama Administration's 2010 National Security Strategy, (4) US Strategic Defense Guidance entitled Sustaining US Global Leadership: Priorities for 21st Century Defense, and (5) the US Chairman of the Joint Chiefs of Staff's Capstone Concept for Joint Operations: Joint Force 2020.  相似文献

After 15 years of war in Afghanistan and Iraq, many now see ‘small-footprint’ security force assistance (SFA) – training, advising and equipping allied militaries – as an alternative to large US ground-force commitments. Yet, its actual military efficacy has been little studied. This paper seeks to fill this gap. We find important limitations on SFA’s military utility, stemming from agency problems arising from systematic interest misalignment between the US and its typical partners. SFA’s achievable upper bound is modest and attainable only if US policy is intrusive and conditional, which it rarely is. For SFA, small footprints will usually mean small payoffs.  相似文献
