After inconclusive elections in 2012, Lesotho had a coalition government for the first time, made up of three political parties that had a narrow majority in parliament. The new government, however, faced several challenges, some of which were of its own making. The agreement among the three parties was to literally divide the government into three parts, leading to a continuous stalemate in its operation; the most serious consequence was the prorogation of parliament and the resultant attempted coup. The flight of the prime minister to South Africa and his return under a Southern African Development Community (SADC) security detail provided a short-term solution to Lesotho's security crisis. Under Cyril Ramaphosa's mediation, the prorogued parliament was conditionally opened and the election date set for 28 February 2015. However, the security dilemma – whereby the prime minister, who is also minister of defence, has no control over the military – remains. When elections are held, there does not seem to be a guarantee that they will be held in peace; moreover, there are now fears that the losers will not accept the results of the elections because of the security vacuum in Lesotho. This article argues that peace can only be salvaged by enhanced SADC security before, during and after the elections. It argues that the SADC mission should remain beyond the elections to oversee the constitutional changes that are necessary for ensuring long-term stability. On their own, Lesotho politicians are unlikely to be able to work together in order to move the country forward.  相似文献

Abstract

A crisis is emerging in the Nile Basin, where some 300 million people in Egypt, Sudan, Ethiopia, Uganda, the Democratic Republic of Congo, Rwanda, Kenya, Tanzania and Burundi rely on the Nile directly or indirectly. Egypt and Sudan wish to preserve a regime based on treaties drawn up during the colonial era that allocated the vast majority of the Nile's water to them. Countries upstream are determined to challenge this. In 1999 the countries using the river formed the Nile Basin Initiative to try to resolve these differences. More than a decade of negotiations failed to break the impasse. In May Ethiopia, Kenya, Rwanda, Tanzania and Uganda decided to wait no longer and signed a new treaty, without the consent of Egypt and Sudan. The signatories have given the other Nile Basin countries one year to join the pact. For Egypt, which relies on the Nile for 95 per cent of its water, this is a question of life or death. Egypt has, in the past, indicated it will go to war if its share of the Nile is reduced. Talks continue, but the impasse is driving the region towards a crisis to which there is no easy resolution.  相似文献

Insurgencies remain political projects, and thus the American experience in Vietnam remains relevant in any search for approaches. A population-first strategy – with tactics compatible with protecting people and winning their willing support – is essential, as much for success in local pacification as in retaining support in the homeland which has deployed its personnel abroad to assist another state. In the actual area of operations, decentralization of effort is required to get as close as possible to the population base being targeted by the insurgents. This remains essential for all mobilization in support of a polity, regardless of the extent to which insurgent challenge is grounded in grievances or simply based on coercive power.  相似文献

ABSTRACT

The main purpose of this article is to analyze the philosophical problem of just and unjust memory. There is a general consensus about commemorating fallen soldiers and killed civilians. But, unfortunately, our human memory of such victims is often incomplete. Some victims are remembered, others are not – maybe very few even want to remember the latter. It turns out that in our world, not only wars may be just or unjust, but also the memory of their victims. In this context, a serious problem is the unequal memory of crimes perpetrated by Nazism and Communism in the last century, denying several dozen million victims of the latter totalitarian system their due place in the collective awareness of mankind. Therefore, one of the most important aspects of the ethical analysis of wars and totalitarian regimes should be the moral obligation to commemorate all victims in a just way.  相似文献

Cyprus, a small island state, gained independence from British colonial rule in 1960. For more that half its history as an independent state Cyprus has been under occupation following the 1974 Turkish invasion. Despite the fact that it has faced war, invasion and occupation, Cyprus has allocated a comparatively small proportion of its national income to defence. The average defence burden—military expenditure as a share of GDP—during 1964–98 was around 2.5%. However, as a result of a substantial shift in defence policy during the past decade or so, the defence burden during the 1990s has increased, averaging about 4% of GDP as Cyprus decided to implement an extensive military modernization program aiming to present a more credible military deterrence vis‐a‐vis Turkey. Empirical estimations of a demand function for Cypriot military expenditure suggest that it is positively affected by alliance spillins and external military threat.  相似文献

Abstract

The signing of a new treaty on the equitable sharing of the Nile waters – signed last May in Kampala by Rwanda, Ethiopia, Uganda and Tanzania – has the potential of derailing relations with Sudan and Egypt. According to the latter countries, this new agreement replaces the 1959 Nile agreement – that awarded them with 90 per cent control over the Nile water – giving other Nile Basin countries the possibility to implement water-related projects in agriculture and energy. This new development, according to Egypt and Sudan, places their water level security in jeopardy. Furthermore, the use of land grabs and water consumption for food security by wealthy foreign countries contributes to the sensitive situation the nine Nile Basin countries are now facing. Water is a red line when it comes to Egypt and Sudan and the future of the whole region depends on whether this line will be crossed.  相似文献

Abstract

The creation of the Africa Command (AFRICOM) has reflected the growth in the strategic importance of Africa in US foreign policy since the end of the 1990s. One of the objectives of this new geographical military command is to forge closer links between foreign, security and development policies. However, this approach met with a number of difficulties associated with the challenge of ‘inter-agency cooperation’ among rather disparate actors from foreign affairs, defence and development. In addition, the establishment of AFRICOM has met with fierce criticism in the US and elsewhere – especially in Africa – culminating in the charge that the US foreign and development policies in Africa are being militarised. Although AFRICOM has a number of interesting features, this paper shows that it has reacted to these criticisms by realigning itself more closely with the traditional model of a military command, at the expense of the innovative interagency elements.  相似文献

ABSTRACT

While many militaries have tried to capitalize on the potential of information operations in internal war, few have succeeded. I argue that military information campaigns fall short of expectations for two reasons. First, the theory of influence militaries generally embrace – communications as a non-lethal weapons system – is largely invalid. While treating information as a weapons system makes it easier to integrate it into the existing military planning system, this overstates the independent effects of communications on behavior and understates the importance of interactive effects of what commercial marketing theory refers to as the “marketing mix” – product, price, promotion, and placement. It would be more appropriate to treat military information operations as a form of marketing: a composite effort to induce a specific behavior in a target audience by applying a combination of material and ideational instruments. The marketing model suggests that the efficacy of information operations will depend not simply on the message and its delivery (promotion) but on the behavior the sender seeks to induce (the product), the costs of that behavior (the price), and the opportunities available for such behavior (the placement).  相似文献

ABSTRACT

Increasing attention paid to US casualties in far-flung places such as Tongo Tongo, Niger, and headlines claiming ‘secret wars’ have fueled discussion about American military’s involvement in Africa. Though the continent has been a part of the American way of war since the beginnings of the US – consider the early combat actions of US Marines in Tripoli –, current African conflicts are challenging our understanding of war and approaches to winning it. This article examines the ways America seeks to achieve its ends in Africa with a particular focus upon the last 10 years of US counter-terrorism and stability operations in Niger and the Sahel Region. ABSTRACT

The uncritical layering of western liberal defence governance norms and concepts on top of existing legacy concepts has impeded achieving coherent military capabilities and capacities when Serbia’s political and military leadership tried to reform the defence system using Western benchmarking principles and Western countries’ best practices. The process of this change has been more valuable than its actual output, as defined by increased capabilities. Such outcomes should be reflective of policy guidance, and can be thought of as closing the trinity loop of a defence planning system: plans, money and execution. This article addresses two key functional areas of the Serbian defence institution. First, it assesses the current state of defence planning to discern its strengths and weaknesses to ascertain if plans are tied to financial decision-making. Second, a full examination of current Serbian defence management is conducted to discern whether weaknesses exist that distract from producing operational capabilities. Both areas are analyzed thoroughly and some solutions for change are proposed. Also, the article analyzes the appearance of two negative phenomena in the planning process – economization and managerialism.  相似文献

ABSTRACT

This paper evaluates Boko Haram’s military capabilities and details the process of how its standing army, driven by these capabilities, came to pose a phased threat between 2013 and 2015 in particular. This was a period when military fighting dominated the insurgency in north-east Nigeria. Whereas there is an abundance of literature on Boko Haram’s histories and the impact of its insurgency on north-east Nigeria, analysis of Boko Haram’s military campaigning is still deficient. Attempting to fill this gap, this paper uses field findings and battlefield case studies from north-east Nigeria to highlight how Boko Haram’s overt front – its standing army – came to supplant its guerrilla operations as the main security threat to the frontier area.

This pivot towards military fighting, for a group initially composed of a few ragtag combatants, on the surface might seem surprising. Yet, whereas Boko Haram may lack the popular support required for ‘people’s war’, classic insurgency theories nevertheless hold some explanatory power for this deliberate shift: away from guerrilla warfare as the expedient of the weaker side, and towards the use of a large standing army of locals to swarm, and sometimes successfully overrun, state forces.  相似文献

ABSTRACT

When on the wrong end of an asymmetry in the projection of hard power, weaker sides countenance the grim arithmetic of avoiding direct and massed confrontations. Invariably, insurgents have over the ages tended to employ indirect tactical methods to render their stronger opponents ineffective. Ultimately – interest asymmetry, regime type, asymmetries of strategy, and external intervention – combine in a complex interplay and pattern, to militate against a strong side. In Sudan, these factors interacted throughout the civil wars to produce regional autonomy and finally an independent South Sudan in 2011. Similar strategic logic had confronted many large African states battling insurgencies in Ethiopia, Angola, Nigeria, Zaire, and apartheid-era South Africa. Oftentimes, weakening public resolve has caused these governments to accommodate, capitulate or withdraw even if they try not to blink. Notwithstanding the regime type, it can be concluded that the majority of strong actors are prone to fail in a protracted, asymmetric conflict. Hence, the notion of linking victory in counterinsurgency to the degree of openness (democratic polyarchies); or closeness (totalitarianism) – is still valid but highly contestable in the case of Africa’s large dysfunctional states.  相似文献

Abstract

In spite of government counter-terrorism expenditure and efforts, the incidence of terrorism in Nigeria appears to be rising. This paper examines the growth and fiscal consequences of terrorism in Nigeria by estimating the terrorism–macroeconomy relation using different measures of terror incidence. The results show that terrorism has an economically and statistically significant negative impact on growth; although this impact is considerably small and short-lived, manifesting only after a lag of about three years. Specifically, the cost of terrorism to Nigeria, in terms of lost GDP per annum, is estimated at 0.82%. Moreover, there is evidence that terrorism leads to the reallocation of economic activity away from private investment spending to government spending; that is, terrorism crowds out investment at a higher rate than its potential to crowd in government spending. Lastly, terrorism alters the composition of government expenditure – with the defence component of government expenditure rising vis-a-vis other expenditure items. The results are robust to allowing for dynamic interactions between terrorism and macroeconomic aggregates.  相似文献

Abstract

This paper begins by explaining the concept of a culture of peace and contrasts it with a culture of violence. It argues that traditional ways of trying to achieve peace – based on force or threat of force – are costly, ineffective and of doubtful morality. At the same time, nonviolent means have achieved some formidable successes. The paper proposes the establishment of national ministries of peacebuilding to coordinate and implement the building cultures of peace in sub-Saharan Africa. The broad tasks and specific functions of such ministries are explained and some likely objections are answered. The paper concludes with a discussion of the necessary conditions for such ministries to be established and to be effective in building cultures of peace.  相似文献

Abstract

Since the end of the civil war in 1990, the Lebanese second Republic has experienced a dual security governance in the southern borderland region. Up to the Syrian military withdrawal in 2005, the territorial and functional ‘areas of limited statehood’ between the State and Hizbullah worked as a cooperation. After the Syrian withdrawal, various forms of cooperation appeared, raising the theoretical interest for the ‘mediated state’ framework. It is conceptualizing the cooperation between the state and the non-state actor as an interdependency – with case study ranging from the marking of the Blue Line to the struggle against the jihadists groups.  相似文献

ABSTRACT

This paper challenges recent claims that competitive market dynamics incentivize Private Military and Security Companies (PMSCs) to fully commit to providing effective services, thereby reducing the duration of civil war. Our assessment of a most-likely case scenario for this argument – Sierra Leone – reveals four critical problems. First, there is rarely direct competition, even if numerous companies are present. Second, the presence of multiple PMSCs usually represents a collaboration among subsidiaries providing distinct services, often under the same corporate umbrella. Third, data aggregation obfuscates the overlap of PMSC presence, inflating the amount of perceived competition. Finally, we raise concerns regarding how quantitative analyses can conflate conflict intensity with conflict termination.  相似文献

ABSTRACT

Decade-long security cooperation and counterterrorism engagements in Nigeria have failed to bring down Boko Haram or at least weaken its terrorist structures and transnational spread. I argue that disconnects between counterterrorism-assistance seeking states and their superpower sponsors are implicated in the intractability of Boko Haram's insurgency in Nigeria. Why is the U.S. counterterrorism intervention to individual MNJTF countries (i.e. troop contribution, military funding and intelligence support) ‘lopsided’, ‘fragmented’ and ‘unevenly distributed;’ and how are these implicated in the fight against Boko Haram terrorism? This has impacted negatively on MNJTF countries – lack of cooperation, divisiveness and individualism in coordinating and forging offensives against Boko Haram. These concerns interface several blind spots in the picture of external influences on military’s approach to Boko Haram. I elicit primary data from top military officers. I conclude by predicting the implications and consequences of these counterterrorism complexities, and their potency to defeat or encourage Boko Haram terror.  相似文献

Andrew W. Marshall, who shaped the way in which contemporary international security experts think about strategy, has been mostly associated with the invention of net assessment. The intellectual sources of this analytical technique, and of the related competitive strategies concept, could be traced to Marshall’s efforts to uncover Soviet post-World War II defense transformations. This article outlines the essence of these Soviet innovations – the empirical frame of reference that inspired Marshall. It provides a new perspective on the history of the net-assessment methodology, advances the debate within strategic studies over the nature of military innovations, and offers insights for experts examining defense transformations worldwide.  相似文献

The Soviet Union was able to develop a large military-industrial complex and become the world's second superpower despite deficiencies in its centrally planned economy because defence was given high priority status and special planning, rationing and administrative mechanisms were used to attain national security objectives. However, in the period 1976-85 the effectiveness of priority protection diminished and defence institutions experienced more of the problems typical of the shortage economic system. The heavy defence burden also created growing difficulties for the civilian economy. The attempts by the Gorbachev government to reform the defence sector and improve defence-economic relationships during perestroika (1985-91) uniformly failed. For most of the transition period, the Russian military-industrial complex has been adversely affected by its low priority status, cuts in defence spending, instability of the hybrid politico-economic system, and negative growth of the economy. The armed forces and defence industry have been reduced in size and their outputs of military services and equipment have fallen to low levels. Nevertheless, the Russian armed forces still have over one million troops, significant stocks of sophisticated conventional weapons, and a large nuclear arsenal. The government of President Putin has raised the priority of the defence sector, increased real defence spending, and adopted ambitious plans to revive Russian military power. It is likely, though, that tight resource constraints will hamper efforts to reform the armed forces and to upgrade weapons. By 2010 Russia will be an important, but not dominant, military power in Eurasia.  相似文献
