提出了一种新的基于直线特征的图像与模型匹配方法。该方法选择那些可以描述目标边界的直线建立模型。识别时 ,分层次地综合使用直线的多种特性 ,从而提高了效率 ,减少了误匹配的可能性。文中给出了用仿真图像和真实图像所做的实验结果。该算法可以用于目标识别、变化检测和视觉导航等多个领域     

一种新的基于TDOA的四站三维空间定位法

提出了一种新的基于TDOA的直线双曲面相交法,用于4个测量站对三维空间目标的定位.该方法吸收了距离差测量值空间投影处理的思想,通过2个定位双曲面所确定的直线与另一个双曲面相交得到目标点的位置.仿真结果表明,与传统的该方法的SX定位方法相比,该方法的定位精度得到了提高,并且能够用于平面布站.

本文对受弯钢筋混凝土梁的弯矩曲率非线性关系提出了一种新的分析方法,改进了原来广泛应用的直线插值法,结果表明所建议的试凑江比直线插值法更有效。

陆基车载无人机电磁弹射器是一种新型的弹射起飞装置。为了实现高机动性,提出双边动圈式永磁直流直线电机和定子磁钢轨道分段拼接结构方案。为了评估定子磁钢轨道拼接可能对电机性能的影响,建立了永磁直线电机模型。利用有限元分析软件,分析研究了轨道分段拼接上下错位、左右错位以及倾斜错位可能造成的影响,根据分析结果给出了磁钢轨道拼接错位所允许的偏移范围大小。

THE SUPPLY PRICE OF COMMITMENT: EVIDENCE FROM THE AIR FORCE ENLISTMENT BONUS PROGRAM

In fiscal year 1999, the US Air Force introduced a bonus program designed to encourage longer enlistment terms. This regime shift provides a unique opportunity to estimate the elasticity of labor supply at a new margin: the length of the employment contract. A $5000 bonus differential is estimated to increase the probability that a recruit will choose a 6‐year enlistment over a 4‐year enlistment by 30 percentage points. The program is found to be cost‐effective relative to other policies to increase man‐years.

THE LAND IS THE ECONOMY

This article revisits Zimbabwe's land question from the vantage point of having been written five years after the ‘fast-track’ land redistribution programme was launched. Without belittling the accomplishments of land reform in the first 19 years of the country's independence, it is generally clear that the sweeping programme of 2000–2003, the most comprehensive of its kind, created a new paradigm. Clearly, the consequences will take many years to work themselves out through the country's political, economic and social fabric.

The article briefly defines what may be termed ‘old’ and ‘new’ versions of Zimbabwe's land question before outlining the salient aspects of the reform process itself. It then assesses the outcomes of the redistribution, the apparent lacuna between ‘land’ and ‘agrarian’ reform, and the debate that the reform process itself has kindled. Transforming land distribution into qualitative agrarian reform has proved an Achilles heel in the arguments put forward by the proponents of the fast-track programme. Finally, recommendations are provided as to what is necessary to secure land and agrarian reform in the short, medium and long term.     

THE NEPAD AFRICAN PEER REVIEW MECHANISM

The idea of establishing a permanent Pan-African army has for long caught the imagination of Africans as a potential solution to many of their continent's manifold security problems. This feature tracks the quest for a Pan-African military force through the past five decades covering the feeble attempts of Africa's freedom fighters to join forces, the repeated failure to establish an African High Command (AHC) in the early years of decolonisation, the subsequent inability of the Organisation of African Unity (OAU) Defence Commission to agree on a common defence structure, and the various fruitless initiatives of the international community to set up a Pan-African peacekeeping force in the 1990s. On the basis of this retrospective journey, the article argues that the African Union's current initiative to establish an African Standby Force (ASF) based on five regionally administered standby brigades should be seen in the tradition of this long quest and not as a groundbreaking new conceptual development, as argued by some. It further contends that even though the ASF is conceptually closer to the Standby Arrangement of the United Nations (UNSAS) than to a Pan-African army as envisioned by leading Pan-Africanists such as Kwame Nkrumah, it nonetheless marks a substantial development in Africa's continental self-emancipation which should be greeted and supported by Africans and the international community alike.

THE NUCLEAR WEAPON STATES

The nuclear weapon states (NWS) have different perspectives on the desirability and feasibility of a world without nuclear weapons. A review of each of the current nuclear doctrines, postures, and disarmament policies of the five NWS shows that there is a clear divide between them, with some showing relatively determined leadership (the United States and the United Kingdom) and others expressing skepticism, if not complete disinterest (France, Russia, and China). Nevertheless, the prospects for progress on disarmament by the NWS at the 2010 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons remain reasonably good. Yet complete success will require much time as well as sustained and applied efforts from the NWS, first and foremost to improve their performance as international security guarantors.
