Despite both regional and international efforts to establish a weapons of mass destruction–free zone (WMDFZ) in the Middle East, regional support beyond mere rhetoric seems unattainable. The lack of commitment to WMD disarmament results from the complexity of regional security dynamics, which are characterized by a high level of weaponization and crosscutting conflicts. This article examines a strategy for WMD disarmament in the Middle East. First, such a strategy must reflect the motives underlying a state's WMD aspirations. Security and prestige may be identified as two motives that affect the acquisition, and thus also the abandonment, of WMD. Second, Egypt, Iran, Israel, and Syria are important actors because their reasons for desiring WMD cannot be considered apart from each other, and progress will consequently depend on the inclusion of all these actors. In this regard, we recommend the establishment of a parallel process between efforts to establish a WMDFZ and peaceful relations in the Middle East. Solving central problems, like the lack of political determination and security cooperation, is vital to create consensus on the final framework of a zone. This study suggests a way forward by analyzing the central causes of conflict in the region and recommending ways to resolve them in order to establish a WMDFZ.  相似文献

ABSTRACT

The popular use of the term “weapons of mass destruction” (WMD) can be understood to imply a relationship between nuclear, chemical, and biological weapons proliferation insofar as it assumes that the separate weapons technologies can be usefully grouped into a single analytic category. This article explores whether WMD is actually a useful construct. It begins by reviewing the literature on nuclear, chemical, and biological weapons proliferation, including a recent study that sought to estimate the relationship between the pursuit and acquisition of these different weapons. It then explores some policy inferences that academics and policy makers may be tempted to draw from these studies, particularly regarding the Barack Obama administration's pursuit of deep nuclear reductions. It argues that many of these policy inferences are premature at best and misleading at worst. It concludes with a call for additional research into the causes and consequences of chemical and biological weapons proliferation, and a call for scholars to remain cautious in their desire to draw premature policy implications from their studies in order to be “policy relevant.”  相似文献

ABSTRACT

In 2008, the announcement of the Global Zero campaign—an international effort to eliminate nuclear weapons—coincided with the election of Barack Obama. The new president, avowedly pro-disarmament, made getting to zero nuclear weapons a centerpiece of his foreign policy. This article takes on the question of what impact global disarmament might have on international strategic stability. In a break with much of the literature and analysis on nuclear policy, it explicitly focuses on how publics understand the significance of nuclear weapons. In so doing, the article draws on recent international relations scholarship on the role of habit to argue that eliminating nuclear weapons can generate instability by creating widespread perceptions of insecurity and anxiety. If disarmament campaigners wish to achieve their goal without generating instability, they will need to work over the long-term to break habituated beliefs about nuclear weapons.  相似文献

International technical cooperation on issues relevant to the challenges of nuclear disarmament can demonstrate commitment to obligations under Article VI of the Treaty on the Non-Proliferation of Nuclear Weapons, strengthen the security of fissile materials and weapons, and develop technical approaches to support more ambitious disarmament activities in the future. Including non-nuclear weapon states would ensure that their views are taken into account and would invest them in developing solutions to key challenges. This article discusses three areas for technical cooperation that would build on past activities and that could produce such benefits as improved protection, control, and accounting of nuclear weapons and fissile material; enhanced transparency for nuclear weapon complexes; and mechanisms for international management of sensitive civilian nuclear facilities. International cooperation in each of these areas could provide a technical basis for pursuing possible future disarmament negotiations and substantively demonstrate commitment to Article VI.  相似文献

This viewpoint takes stock of the changes in the strategic nuclear landscape in recent decades and reflects on its consequences on the policy community. It finds that the number and scope of issues have expanded considerably; they have manifested themselves in many more regions of the world; and they have become deeply politicized and polarized. The consequences have been twofold: the nuclear policy field has seen the development of an increasingly diverse expert community composed of highly specialized functionalists and regionalists, and it has become ever more divided into two entirely separate ideological camps—one that believes in deterrence, the other in disarmament. The stove-piping of expertise and the widening gap between deterrence and disarmament ideologies are immensely problematic because, in different ways, they stand in the way of the emergence of a better and safer nuclear future. Looking ahead, it is critical to “bust the silos of expertise” and to build bridges between the deterrence and disarmament ideological camps. Only such a community-building effort will help solve today’s and tomorrow’s nuclear challenges.  相似文献

The U.S. Department of Defense (DoD) and the U.S. Department of Veterans Affairs (VA) need to bridge a gap in their understanding of service members’ health outcomes and the issues involved in treatment, such as cost. In addition, clinicians and policy analysts must overcome existing knowledge barriers. Clinicians need to be aware of policy changes that will affect their patient load in numbers and in treatment needs. Policy analysts need to be aware of issues relevant to clinical treatment, such as quality and timeliness of care. Given the need for services and support to military personnel and families, and the fact that the fastest growing expenses in defense are health care costs, a multi-disciplinary line of research will help lawmakers understand the most efficient and effective resource use across the health care services.  相似文献

The current Bush Administration considers ‘outlaw regimes’ and their terrorist clients acquiring weapons of mass destruction (WMD) the gravest danger to international security. Thus, arms control, proliferation and terrorism are inextricably linked. The administration also believes that arms control and non-proliferation, as traditionally practiced, do not provide effective tools for preventing WMD spread. As evidenced in Iraq, Washington subscribes to an interventionist policy of rolling back WMD programs it considers threatening. This article examines the logic that underpins US arms control and proliferation thinking and considers the implications of US policy for relations with other states deemed to be proliferation risks.  相似文献

ABSTRACT

The making of the Treaty on the Prohibition of Nuclear Weapons (TPNW) has put Austria and its involvement in nuclear disarmament in the spotlight. This study highlights several factors that led Austria to become a prominent voice in nuclear-disarmament debates. First, its involvement dovetails with the emphasis on humanitarian disarmament it has promoted since the 1990s. Second, a strong antinuclear identity pervades Austrian society. This “nuclear allergy” combines antimilitarism inherited from the Cold War and, more broadly, an aversion to nuclear power, including for energy purposes. These two considerations form the background to the increased activism of the Austrian Foreign Ministry on nuclear disarmament in international fora. But, equally, Austria’s crusade for the TPNW can be attributed to the engagement of a small team of diplomats implementing personal as well as national preferences in favor of disarmament.  相似文献

France still sees its nuclear arsenal as essential both as insurance against future major risks and as support for an independent foreign policy. There is a wide consensus in the country to maintain a nuclear deterrent, both among political parties and the general public. A modernization program is under way that will ensure the continued efficacy of the French nuclear force well into the 2030s, and France has adopted a fairly restrictive interpretation of its disarmament commitments under the Treaty on the Non-Proliferation of Nuclear Weapons. This suggests that the likeliest future direction of France's nuclear policy is conservatism. However, other scenarios remain possible, especially in the domain of transatlantic and/or European cooperation.  相似文献

In yet another wave of discussion on nuclear disarmament among political scientists and practitioners, one of the topical issues concerns the problem of transparency, its mechanisms, costs, and benefits. Numerous—though often abstract—calls for greater transparency of nuclear arsenals and postures when promoting the idea of nuclear disarmament, however, do not give a clear rationale for states possessing nuclear weapons to pursue greater transparency. Meanwhile, many other research fields—such as economics and psychology—attempt to address problems related to the lack of exact information on the counterpart's activities and intentions. Economics offers one probable analog for the transparency problem: the issue of information asymmetry and its consequences. This article is an attempt to apply the classical model of a market with information asymmetry to the analysis of the transparency problem within the nuclear disarmament process. Such an approach could help pave the way for closer cooperation between economic and political scientists in the nuclear disarmament field.  相似文献

ABSTRACT

There is a lingering disagreement among scholars on how the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) affects nonproliferation and disarmament outcomes. Drawing on constructivist scholarship on international norms, this article examines the extent of the NPT's effect in the case of Ukraine's nuclear disarmament. In the wake of the Soviet Union's collapse, Ukraine found itself host to the world's third largest nuclear arsenal. Despite Ukraine's initial commitment to become a non-nuclear state, it proceeded along a difficult path toward NPT accession. Most controversial and directly at odds with the NPT was Ukraine's claim to ownership of its nuclear inheritance as a successor state of the Soviet Union. This article argues that, while much domestic discourse about the fate of these nuclear weapons was embedded in the negotiation of Ukraine's new identity as a sovereign state vis-à-vis Russia and the West, the NPT played an important, structural role by outlining a separate normative space for nuclear weapons and providing the grammar of denuclearization with which Ukraine's decision makers had to grapple.  相似文献

“Nuclear threshold states”—those that have chosen nuclear restraint despite having significant nuclear capabilities—seem like the perfect partners for the reinvigorated drive toward global nuclear disarmament. Having chosen nuclear restraint, threshold states may embrace disarmament as a way to guarantee the viability of their choice (which may be impossible in a proliferating world). Supporting disarmament efforts affirms their restraint, both self-congratulating and self-fulfilling. Additionally, the commitment to their non-nuclear status springs at least in part from a moral stance against nuclear weapons that lends itself to energetic support of global disarmament. However, threshold states also offer significant challenges to the movement for nuclear weapons elimination, in particular in relation to acquisition of enrichment and reprocessing facilities. This article analyzes both the challenges and opportunities posed by threshold states by examining the cases of Brazil and Japan.  相似文献

The aim of this paper is to indicate the extent to which the arms race against Turkey, in which Greece and Cyprus have been entangled, imposes a defence expenditure burden that is tough for the two allies to bear. To do so we have resorted to evaluating the optimal military expenditure for the two countries, allied in the context of the Integrated Defence Doctrine, which is compatible with the constraints imposed by the resources of their economies. All experiments and scenarios examined lead to the conclusion that the current defence burden of the two allies seems to be driving their economies beyond capacity limits. The fact remains, however, that under the circumstances, a one-sided disarmament policy like the one currently followed by Greece, is a risky choice given that the long-term armament programmes pursued by Turkey, whose role in this arms race has been proven as leading, leave very small room to the Greek and Cypriot sides to reduce their own defence expenditure.  相似文献

In 2003, Libyan leader Muammar Qaddafi agreed to eliminate his country's weapons of mass destruction (WMD) programs and long-range Scud missiles under strict verification by U.S. and British experts and international inspectors. This article examines the negotiation and implementation of Libya's WMD rollback, with a primary focus on its chemical weapons program, and draws some lessons for the future. Although the Libyan case was unique in many ways, some aspects have relevance for other countries, including the critical role played by multilateral nonproliferation organizations, the utility of economic sanctions and export controls, the importance of a flexible U.S. disarmament funding mechanism, the value of rotating technical assistance teams in and out of the country that is disarming, and the desirability of remaining politically engaged with a former proliferator after rollback is complete.  相似文献

A statistically based enquiry into recruitment into the British Army over the period 1987-2000 shows that two factors tend to induce young men to enlist: high levels of unemployment in the civilian sector and positive signals from the authorities that the Army is in a recruiting phase. The same result obtains, broadly speaking, in the context of both white and non-white (ethnic minority) recruitment, although the willingness of ethnic minority young men to contemplate an Army career is only about a quarter of that of white men, other things being equal. Correspondingly, the Army shows no signs of reaching the target agreed with the Commission for Racial Equality in 1997 for a 1 percentage point increase annually in the percentage of recruits being drawn from the ethnic minorities. This article has something to say about how the Army might improve its performance in this regard by offering more in-service training and education to otherwise underqualified recruits and concentrating recruitment effort on regions of high ethnic minority unemployment.  相似文献

Assistance of local-national partners is necessary to the USA in order to protect its national security interests throughout the world. These partners, typically individuals who support USA diplomats, service members, and non-governmental organizations (NGOs) in non-combatant roles, form USA soft networks. Due to the nature of their work, many of these individuals associated with the policy and actions of the USA become vulnerable to violent threats from adversaries. In fact, adversaries have grasped that attacking USA soft networks is a logical approach for enemies fighting from positions of weakness. As a result, examination of other domains may yield best practices that build resiliency in USA soft networks, thereby cementing national security interests. Further, agency theory illuminates critical principles in the relationships between local-national partners and field practitioners, and informs policy development efforts as a result.  相似文献

This article examines the positions held by Brazil under the administration of Luiz Inácio Lula da Silva (2003–present) on nuclear nonproliferation, arms control, and disarmament regimes and on contentious issues in those areas. Under Lula's government, Brazil has wanted to mediate between nuclear weapon and non-nuclear weapon states to consolidate its position as a strong negotiator and to benefit from the possible gains of this position in terms of greater participation in international institutions. It has also wanted to pressure nuclear weapon states to fulfill their disarmament obligations in order to reduce asymmetries in its relations with powerful nuclear weapon countries. At the same time, Brazil has tried to preserve its autonomy and flexibility to protect commercial secrets and preserve national security in relation to its own nuclear program.  相似文献

ABSTRACT

There is a dearth of studies on indirect victims of sexual violence in counter-terrorism efforts. Using Nigeria as a case study, this paper argues that global and state-level counter-terrorism policies have generally failed to account for the psychological effects of the engagement of female NGO workers in counter-terrorism operations or mitigating the effects of terrorism in conflict zones. Specifically, there has been an increase in sexual violence perpetrated by some members of the security agencies involved in counter-terrorism operations in North-eastern Nigeria. As a result, female NGO workers carry out Medicare, psychosocial counselling and advocacy for these victims. Female NGO workers become exposed to the trauma of victims of sexual violence, which affects their mental health and thus performances in counter-terrorism activities in the country. This altered their worldview on issues of safety even among secured locations or among the presence of security agents and reinforced feelings of powerlessness.  相似文献

The Nonproliferation Review (NPR) recently interviewed Ambassador Sergio de Queiroz Duarte of Brazil, who presided over the 2005 Seventh Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). Ambassador Duarte discussed his views on the outcome of the conference and the future of the treaty. He provided NPR with valuable insights into the outcome of the conference and also shared his thoughts on some of the most pressing issues confronting the NPT today, including the Middle East, nuclear terrorism, elimination of the threat of highly enriched uranium in the civilian nuclear sector, proposals to limit access to the nuclear fuel cycle, nuclear disarmament, and negative security assurances. Blaming the failed conference on a general lack of political commitment among states parties and their unwillingness to negotiate common solutions, Ambassador Duarte stressed that “the conference should face squarely its own failure without my attempting to disguise or sugarcoat the deep differences of view, which must be resolved with courage and determination by the states parties if they want the treaty to remain effective.”?He emphasized that if states fail to act on their overriding interest in upholding the NPT, especially if states parties continue to ignore or disregard their nonproliferation and nuclear disarmament obligations, some states might come to believe that their security interests are no longer served by the treaty.
