当海上“警察”也做“外交官”——澳海军和平时期扮演新角色

在2000年于日本召开的第四届亚太海军学术研讨会上，澳海军代表就和平时期海军的作用提出了自己的观点，认为，国家在运用海上战略时，海上力量的运用形式有三种：军事、警察与外交。在和平时期．海上力量的作用不可避免地倾向于警察和外交的形式，其运用的范围不但广泛而且非常重要。

中国首次向欧洲任务区 派出女性维和民警 10月27日,包括两名女性在内的中 国10名维和民事警察启程,前往联合国波黑任务区执行维和任务。这是中国第二次向欧洲维和任务区派遣维和民事警察,也是中国首次向欧洲任务区派出女性维和民警。应联合国请求,2000年1月以来,中国已向联合国东帝汶和波黑任务区派出了6批共124名维和民事警察。(朱振宽)     

The interaction between local and international power in EU police reform in Bosnia and Herzegovina

ABSTRACT

This article explores the interaction between local and international power structures in EU peacebuilding. While citizens in a state only face order from one authority (the state), local actors in a peacebuilding context are subject to orders from two institutions (the domestic state and the peacebuilding mission). This article explores the nature of interactions of these two institutions and their effect on local police officers’ compliance and resistance. Specifically, it analyzes the example of the police restructuring process in Bosnia and Herzegovina. It demonstrates that the choices of local officers to comply or resist depended on whether the interactions between the EU Police Mission and the local police organization were positive and mutually supportive, or whether they were competitive and contradictory. The findings of the article contribute to the debates on the role of local power and the importance of local legitimacy in peacebuilding.

论公安机关处置群体性事件的制度完善

目前,我国公安机关在处置群体性事件过程中,在警察权定位及适用权限判断上存在着警察权适用程序失准、绩效不足、角色失当、制度不完善等困境。应从明确公安机关的处置原则、角色定位、建立权力规制和权利救济制度、构建公安机关分级应对策略等方面加以完善。     

Urban gangs evolving as criminal Netwar actors

The nature of conflict and crime is changing. Technology allows groups to spread their influence without regard to geographic limitations. A shift from hierarchies to network organizational forms is also occurring. As a consequence non‐state actors can extend their influence to gain social, political or economic power and challenge state institutions. This article examines the potential for gangs, transnational criminals and terrorists to embrace network forms and utilize technology to wage netwar. Factors which influence ‘third generation’ gang organization (politicization, internationalization and sophistication) are described to illustrate how a net‐based threat can mature. A move toward network organization within transnational criminal organizations and terrorist groups demonstrating the potential for these classic criminal entities to emerge as netwar actors is also reviewed. Finally, the need for state institutions such as the police and military to develop networked responses to combat networked threats is stated.

CONSOLIDATING AFRICA'S REGIONS

The police enjoy unique and special powers in the furtherance of their duties. Depending on how these powers are used, they may either protect or violate human rights. Therefore the exercise of police power requires that it should be used responsibly. Over the years, however, the involvement of police and other law enforcement officials in systematic abuses of human rights and attendant police ‘cover ups’ in many countries have underscored the need for oversight of their actions. This article surveys the various mechanisms for policing oversight in countries within the Southern African Development Community.
