Many African states have security sector reform (SSR) programs. These are often internationally funded. But how do such programs account for previously existing security institutions and the security needs of local communities? This article examines SSR all over Africa to assess local ownership and path dependency from a New Institutionalist perspective. It finds that SSR, particularly in post-conflict countries, tends to be driven by ideas and perceptions of international donors promoting generalized blueprints. Often, such programs only account in a very limited way for path-dependent aspects of security institutions or the local context. Hence, the reforms often lack local participation and are thus not accepted by the local community eventually.  相似文献

ABSTRACT

This article examines local contestation against the European Union Rule of Law Mission in Kosovo (EULEX), manifesting itself in local actors publicly demanding a change in the mission’s mandate and/or its operations. The article investigates how EULEX’s actions and its effectiveness are perceived and reacted upon by the local actors. It shows that local contestation is mainly fueled by (1) conflicting sovereignty claims by the majority Albanians and the minority Serbs; (2) the understanding of sovereignty by parts of society as entailing exclusive authority; and (3) dissatisfaction with the mission’s effectiveness. By addressing EULEX from a bottom-up perspective—that of the local actors—the article underlines the limitations of EU policies in post-conflict Kosovo.  相似文献

ABSTRACT

Attempts to explain the failure to reform the security sectors in post-conflict countries have often resorted to two sets of explanatory factors: international and local factors. This article seeks to move from that unhelpful dichotomy to an explanation linking both factors. Drawing on a Foucauldian approach and the concept of “counter-conduct,” it examines the rationality and practices of European Union (EU) governmentality and how governing technologies are resisted and reversed by local elites involved in security sector reform (SSR). Instead of understanding power and resistance as binary opposites, this article argues that counter-conduct can be conceived as implicated in the very relations of power that it seeks to resist. To tease out these relations, the article analyzes the EU's efforts in SSR in Bosnia and Herzegovina, where it identifies four forms of counter-conduct: upholding European standards, using the local ownership trap, simulating reforms, and lowering the bar.  相似文献

This paper examines partition as a solution to ethnic civil wars and modifies the ethnic security dilemma, suggesting that strong state institutions are more important than demographically separating ethnic groups to achieve an enduring peace. The paper starts with a puzzle: if ethnic separation is required for peace, how do some partitions that leave minorities behind maintain peace? The paper compares post-partition Georgia–Abkhazia, which experienced violence renewal within five years of the partition, with post-partition Moldova–Transnistria, which maintained peace. Both countries had ‘stay-behind’ ethnic minorities. The paper also disaggregates and compares the territories within post-partition Abkhazia, which contain ethnic Georgians: Lower Gali experienced violence while neighboring Upper Gali did not. The paper argues that state institutions create an incentive for ethnic minorities to collaborate with the state, regardless of minority preferences, and this helps maintain peace. However, preferences become important where institutions are weak and members of the ethnic minority have the opportunity to defect; this increases the likelihood of violence. The results build on the ethnic security dilemma by specifying micro-mechanisms and challenging the theory's reliance on intransigent ethnic identities in explaining the causes of post-partition violence.  相似文献

After a civil war, there is a keen interest in ‘getting the institutions right’. This article summarizes our knowledge of one particular institution, the electoral system, through a review of the literature on power sharing and electoral systems in post-conflict societies. Surprisingly, there is little statistical support for the conviction that proportional representation (PR) contributes to inclusive political institutions and thereby to peace and democracy. More positively, a closer look at electoral system design as integral part of peace agreements reveals that PR is the standard choice, that it works as intended, and has a good record in securing peace, though less so of democracy. Future research should look at electoral system design as part of the peace process to explain these findings and draw lessons.  相似文献

The search continues for methods to improve security for development in Sub-Saharan Africa. One of the important actors in this security arena is Sub-Saharan African governments’ armies. Much of their capability to meet security challenge depends on how militarily professional they are. The wave of democratic evolution in Africa since 1990 also affected military professionalism. This article reviews three models for assessing how democratisation might affect military professionalism in Sub-Saharan Africa, with special attention to post-conflict states. This should make it possible to decide which analytical methods are most appropriate to measure military professionalism in the particular circumstances of Sub-Saharan African post-conflict democratisation. Depending upon the particular nation-state in question, this decision on analytical methods may be useful for other Sub-Saharan states as well.  相似文献

The utility of post-conflict elections in sub-Saharan Africa has been the subject of lively academic and policy debates. While some scholars associate several electoral outcomes with votes for peace, others argue that post-conflict elections exacerbate existing cleavages and could reproduce the conditions that led to civil war if the right electoral system is not employed. This paper examines these contesting claims using electoral data in a comparative study of the first truly post-conflict elections in Sierra Leone and Liberia. The analysis shows that political leaders in both countries received votes across numerous cleavage lines in contradiction with an ethnic census.  相似文献

NATO officials have cited various reasons for conducting their air campaign in Kosovo. Though not emphasised as much, the concern that NATO's credibility was at stake stood out as the most paramount on the basis of logical comparison. In fact, NATO intervened in Kosovo primarily to maintain its credibility as the Trans- Atlantic's only multilateral security mechanism because its continued existence depended on it. While NATO's search for its new role in the post-Cold War strategic environment has been fraught with several problems, the inclination towards collective security and crisis management has placed it in a position of proactive military obligation. Predictably, NATO's venture in the Balkans this time around has had various implications on its future prospects as an organisation.  相似文献

Conflict managers around the world cling to the hope that power-sharing decreases the risk of civil war in post-conflict societies. Distinguishing between territorial and governmental conflicts, we analyse the origin and effectiveness of power-sharing institutions (PSI) and power-sharing arrangements (PSA). Our examination reveals that power-sharing is largely a consequence of the institutional legacy and of the war outcome. While PSI such as proportional representation or federalism cannot prevent a war from recurring, PSA in the form of grand coalitions reduces this risk marginally. However, granting autonomy to a rebellious region increases the danger that the relationship with the government turns violent again. Our results suggest that constitution makers should advocate power-sharing with caution.  相似文献

Since the end of the Cold War the process of nation building has become a priority in the attempt to maintain world order and security in the wake of the instability and devastation wrought by failed and war-torn states. The proliferation of nation-building missions has led to their diversification and the need to marshal a vast array of resources in order to attain substantial levels of success. This article deals with a new and important component of peacekeeping and nation-building missions, that of civilian policing. The article outlines the goals of using civilian police officers in nation-building missions and discusses a variety of problems (pragmatic, legal, and cultural) that policing may introduce to such missions. This discussion is focused around the civilian policing component of the United Nations Mission in Kosovo. It delineates the successes and hardships so far experienced during the mission in Kosovo and explores the insights that the mission may provide for similar projects in the future.  相似文献

The existing guidelines for security sector reform (SSR) tend to draw on theoretical work in the field of civil–military relations, which in turn has been derived from Western, liberal democratic models of governance. Although guidelines strongly advise that local culture and context need to be considered when drawing up objectives for post-conflict SSR programmes, this is not often reflected in practice. This article considers some of the reasons for this, citing both in-country challenges and donor-related issues, and suggests that one of the biggest problems is a lack of alternative, non-orthodox models of civil–military relations to draw upon. It is further suggested that elements of suitable alternative models may be found in states which possess political structures not entirely dissimilar to the Western, liberal democratic ideal, but which can offer different perspectives. Detailed research of these structures should produce a pool of sub-models which could then be employed to create bespoke, culturally appropriate objectives for use in post-conflict SSR programmes.  相似文献

Abstract

Understanding the development of Republic of Korea (ROK) seapower is central in exploring the evolution and nature of its security consciousness. This article aims to examine how the wider East Asian maritime sphere has influenced ROK perceptions of its own security and how such perceptions have come into conflict with the needs of maintaining its deterrent capabilities within the peninsular context. In doing so it concludes that for the ROK seapower has been an expression of wider engagement and international developing security concerns but that it is curtailed and influenced by the realities of the threat from the North.  相似文献

The United States (US) Africa Command (AFRICOM) was launched in 2007, ostensibly to foster African security. Rather than focusing on traditional military operations, AFRICOM also embraces non-military activities such as humanitarian aid and African development. This begs the question as to what type of power (hard or soft) the US intends to wield through AFRICOM. Several US official statements have emphasised the soft power attributes of this military project. To this end, this article seeks to respond to two fundamental questions. First, is AFRICOM a soft power project? Second, how, if at all, has AFRICOM enhanced perceptions of the US in Africa? The article concludes that sceptical and negative perceptions of AFRICOM inhibit its soft-power objective of winning the hearts and minds of the African people.  相似文献

Abstract

An important factor shaping the rebel-to-political transition of armed movements in post-conflict settings pertains to the political identity these groups develop in wartime. This political identity is itself a multi-dimensional concept shaped not only by the political ideology, practices and institutions established by the rebel organisation, but also by the relationship with the state and its political institutions. Far from functioning in a vacuum or isolated, rebel groups, especially when operating as alternative providers of governance, build multi-layered networks of relations with the state, the pre-existing traditional society institutions as well as with other domestic and international political actors. The study focuses specifically on two complex armed groups, Hezbollah and Hamas, relying on primary sources as well as in-depth fieldwork on these groups’ socio-political institution (In this case field work refers to both in-depth direct observation of the groups’ social networks and political infrastructures as well direct interviews and meetings with key stakeholders involved in the administration of those activities. The time-frame for the field work spans between 2008 and 2013). The research tracks their multiple interactions with the state through grassroots activism, institutional politics and governance. Despite their considerable differences, at their cores, both organisations operate in a liminal space between open war and fragile post-conflict setting; between grassroots activism and institutional politics; between armed resistance and political accommodation; and between competition and cooperation with the state. As such, they represent useful starting points to begin deconstructing and problematising existing dichotomies still prevalent in studying both rebel governance and rebel-to-political transitions, including the binary state-non-state opposition. In doing so, the analysis highlights the importance of taking into account the often hybrid and multi-layered political legacies adopted by armed groups during wartime and their impact in shaping their political trajectories as well as the potential roles for these groups in post-conflict settings.  相似文献

Many of the world's poorest states have experienced violent conflict in the past decades and it is today widely accepted that armed conflicts require sustained efforts that address not only the military, but also the political, humanitarian, economic and social dimensions of conflicts. For some years there has been a growing international concern with and emphasis on peacebuilding programming in the area of conflict resolution and peacekeeping. In Sierra Leone, a country that was engulfed in a brutal civil war for more than ten years, peace was hard won—a peace that would not have been possible without the presence and active post-conflict assistance of the United Nations (UN). However, Sierra Leone remains in a precarious state, being one of the poorest countries in the world, and needs the commitment of the international community in ongoing post-conflict peacebuilding to sustain its delicate peace. This article examines the challenges, extent and achievements of peacebuilding programming in Sierra Leone, and assesses the prospects for sustainable peace in this once war-torn West African state.  相似文献
