The security sector reform (SSR) programme in the Democratic Republic of the Congo (DRC) has failed, according to a former high-level member of the United Nations (UN) mission in the DRC, as a large section of the country remains outside government control, and the security institutions of the state continue to constitute one of the predominant sources of insecurity for the local population in a number of ways. Based on several field studies, this article critically scrutinises the SSR of the Congolese National Police (Police nationale congolaise; PNC) and the efforts to reform it between 2004 and 2016. It further attempts to explain why so little progress was made in the SSR of the PNC, despite extensive involvement from donors. The article shows that the instrumental and traditional approach to SSR is partly to blame, because in this case it failed to address the root problems and initiate the needed fundamental reform and reconstruction of the police force. It also shows that reforming local security institutions becomes even more difficult when the local authorities do not support the effort.  相似文献

Perception research can make a valuable contribution to the study of the local dimension in EU peacebuilding. The conceptual framework developed in this article distinguishes between perceptions of the “legitimacy,” “effectiveness,” and “credibility” of EU peacebuilding practices, which are crucial factors for successful peacebuilding. Relying on the case of the EU’s support for security sector reform (SSR) in Palestine, this article shows that local stakeholders—which participate in various EU-sponsored training and capacity-building programs—display considerable support for liberal peacebuilding norms. Yet, perceived discrepancies between the EU’s peacebuilding rhetoric and its SSR activities have severely undermined the potential of the EU’s liberal peacebuilding model in the eyes of Palestinian stakeholders. Critical local perceptions are frequently articulated with reference to the EU’s own liberal peacebuilding discourse, pointing to a lack of inclusiveness of the SSR process and deficits in terms of democratic governance and the rule of law.  相似文献

This article explores the relationship between ethnic representation in security sector institutions and perceptions of safety. While most studies on post-conflict institutional reform focus on national institutions and outcomes, this article argues that a more nuanced view on ethnic representation is fruitful in order to account for the everyday perceptions of local people. Drawing on post-conflict Kosovo, the article analyzes how the representation of ethnic minorities in security institutions affects perceptions of safety among individuals across Kosovo’s municipalities. It also analyzes original interview data collected in the Pristina and Mitrovica municipalities that are typical cases of our sample. Both approaches validate that those municipalities that have ethnically representative security institutions also have higher levels of perceived safety.  相似文献

ABSTRACT

Attempts to explain the failure to reform the security sectors in post-conflict countries have often resorted to two sets of explanatory factors: international and local factors. This article seeks to move from that unhelpful dichotomy to an explanation linking both factors. Drawing on a Foucauldian approach and the concept of “counter-conduct,” it examines the rationality and practices of European Union (EU) governmentality and how governing technologies are resisted and reversed by local elites involved in security sector reform (SSR). Instead of understanding power and resistance as binary opposites, this article argues that counter-conduct can be conceived as implicated in the very relations of power that it seeks to resist. To tease out these relations, the article analyzes the EU's efforts in SSR in Bosnia and Herzegovina, where it identifies four forms of counter-conduct: upholding European standards, using the local ownership trap, simulating reforms, and lowering the bar.  相似文献

The existing guidelines for security sector reform (SSR) tend to draw on theoretical work in the field of civil–military relations, which in turn has been derived from Western, liberal democratic models of governance. Although guidelines strongly advise that local culture and context need to be considered when drawing up objectives for post-conflict SSR programmes, this is not often reflected in practice. This article considers some of the reasons for this, citing both in-country challenges and donor-related issues, and suggests that one of the biggest problems is a lack of alternative, non-orthodox models of civil–military relations to draw upon. It is further suggested that elements of suitable alternative models may be found in states which possess political structures not entirely dissimilar to the Western, liberal democratic ideal, but which can offer different perspectives. Detailed research of these structures should produce a pool of sub-models which could then be employed to create bespoke, culturally appropriate objectives for use in post-conflict SSR programmes.  相似文献

This article explores gender and security sector reform (SSR) in Zimbabwe from 2008 to the present. It firstly postulates that the purpose of gender-sensitive SSR is to transform security services so as to enhance human security, as opposed to having an exclusive focus on state and territorial security. A comprehensive analysis of the policy and legislative framework governing gender and SSR at the global, continental, sub-regional and national levels will be presented, followed by the argument that efforts to reform the partisan and oftentimes non-professional tendencies of the security sector – especially the Zimbabwe Defence Forces, Zimbabwe Republic Police, Central Intelligence Organisation and Zimbabwe Prison Services – to promote democracy have met with firm resistance. However, gender-sensitive SSR has made significant headway in Zimbabwe since it is considered less threatening by the government. It should be noted, nevertheless, that gender-sensitive SSR has the potential to shift levels of professionalism and accountability within the sector as well as change attitudes to enhance security at the personal and communal levels. The process can gradually increase the percentage of women serving in the security sector. In conclusion, recommendations are made to broaden and deepen gender-sensitive SSR as the only viable alternative in the current political environment in Zimbabwe.  相似文献

This article argues that the debate on security sector reform (SSR) needs to be taken further by taking into consideration the fact that, even though the SSR concept was not originally developed as an element in stabilising states undergoing an insurgency, it is very much being used for exactly that. When conducting counterinsurgency with a focus on the creation of stability, the baseline will ultimately have to be security sector stabilisation (SSS) as a precondition for complete SSR implementation. However, the two must be connected to avoid them undermining each other. This is important if a comprehensive approach to programme implementation and especially sustainability is to guide the programme, and not just isolated ‘train and equip’ stand-alone projects that do not solve either the initial need for stabilisation or the long-term need for accountable security forces. Currently, in Afghanistan the surge for security by the international military is in danger of overtaking the other elements of the SSR, thereby undermining the primary end state and thus risking laying the wrong foundation for the long-term process of SSR.  相似文献

Postmodern contradictions in postcolonial Nigeria have led to the fetishisation of alternative local security measures often labelled as vigilante activities. The profiling of these groups as ethnic militia often undermines their essential bid to provide security while delimiting security needs to the physical. The fallouts of such profiling are frictions between federal security agents and ethnic-based security groups, often resulting in violence, as exemplified by the 7 May 2013 incident between the Nigerian federal security agents and the Ombatse. This study focuses on the emergence and activities of the Ombatse as an alternative security apparatus of the Eggon. It presents three years of field research which entailed the use of ethnography, key informant interviews and observation. The findings reveal that the Ombatse emerged to assert historical legitimacy for both the physical and spiritual securitisation of the Eggon through a return to the ancestral ways of social engineering. The study considers the security challenges in Nigeria, and also situates the Eggon historical context within political, religious, sociocultural and economic intersections of securitisation. It concludes that the Ombatse situates its legitimacy within the Eggon past and retains its relevance through the holistic focus of providing both physical and spiritual security.  相似文献

In the course of the last few years, the Islamic sect Boko Haram has become of great interest to academics, researchers and analysts. At the same time, experts, especially at the European Union (EU) level, have been reluctant to include Boko Haram in the EU list of terrorist organisations, despite the fact that this group has clearly demonstrated its transformation into a terrorist organisation. Security challenges and threats are, by definition, subject to change, and it is the task of security institutions to create policies to address these challenges and threats. Terrorism cannot be addressed in isolation, and policymakers are confronted at all levels with the difficult task of making sense of this evolution. By assessing the current security situation in Nigeria, this commentary tries to ascertain the potential repercussions to regional stability from the Boko Haram phenomenon. Insurgencies have often been initiated from and supported by neighbouring countries and have expanded conflicts across borders. Countering Boko Haram will require various institutions to conduct similar and concurrent counter-insurgent and counter-terrorist operations. At the global level, such co-ordination has often proven difficult. The EU has to keep the pace in this case.  相似文献

Africa is arguably the most important regional setting for United Nations peacekeeping challenges. In the 1990s, extensive efforts have been made by the United Nations in the fleld of peacekeeping with the speciflc aim of reducing the levels of conflicts on the continent. Another significant development relates to the fact that organisations in Africa have started to feature as important peacekeeping instruments in recent years as it is increasingly being accepted that there is a need for such institutions to take care of their own security requirements. However, a key issue at stake is the need to achieve greater consistency with regard to third-party intervention in African conflicts. A look at the more glaring examples of multinational operations in the name of peace and security gives a sense of the magnitude and difficulties often experienced during such endeavours. In addition, both past and current operations have brought to light certain perspectives and lessons that require careful analysis and study. In this article, an overview is given of some of the perils and challenges associated with multinational operations in the realm of peace and security. Specifically, the focus is on Africa and on key issues and challenges regarding the strategic and operational management of such operations in view of the need to consider a more integrated approach towards multinational operations in support of peace and security in Africa.  相似文献

Low-intensity conflicts such as counterinsurgencies tend to be characterized by a large number of contacts. The sheer number and often inconclusive nature of these incidents makes it difficult to determine whether military operations are effective. This article uses Confrontation as a case study, first building a database of incidents (including contacts) and then analysing the database statistically to identify patterns. This process shows that the British Commonwealth security forces succeeded in controlling the number of incidents and the space to force ratio. They also dominated the contact battle. The article helps to account for the British Commonwealth success at the operational and tactical level.  相似文献

In the Post-Bipolar Era the growing complexity of the military operations requires a new approach for the resolution of international crises. Since the end of the Cold War, peace support operations (PSO) have become the mainstay and principal occupation of most Western armies. At the same time, Italy has been one of the most important actors in such an area. The article focuses on the cooperation between military and civil components (a process called CIMIC) as a key variable in the Italian PSOs. We will analyse in detail the main lessons learned from past military interventions as well as the general context in which new tendencies are taking place. The maintaining of a minimum security frame becomes essential to fulfil activities ‘collateral’ to the mission: reconstructing services and infrastructure, food distribution, water and medication, law and order, de-mining, training of local forces, and supporting local institutions. Since the peace agreements of 2002–2003 which ended the second war in the Democratic Republic of Congo, reconstruction of the army has been an inherently political process, in common with other attempts to carry out security sector reform (SSR). This article briefly sketches out the Congolese army's history, then attempts to fill a gap in the literature on Congolese SSR by detailing what can be found of the actual structure and shape of the present army. The efforts that have been made to reform the army are then examined, followed by a conclusion which examines the major issues and possible ways forward.  相似文献

Counterterrorism operations in Kenya have often been hindered by a lack of collaboration, coordination and cooperation among the security agencies involved in such operations. This article examines the relationship between neo-elitism and counterterrorism security interagency activity in Kenya. Using neo-elitism as a framework for analysis, with specific reference to the September 2013 Westgate Mall attack counterterrorism operation, it is argued that the lack of collaboration, coordination and cooperation among Kenya’s counterterrorism security agencies often results in unintended adverse consequences. The interagency conflict over the Westgate operation was primarily about command and control, intelligence sharing and official information shared with the public pertaining to the stages of the siege and operation. These security agencies share similar responsibilities and jurisdictions in the rest of the country’s counterterrorism efforts. The interagency conflicts reveal that the country’s security elites pursue personal and agency-specific interests that are aimed at maintaining organisational supremacy over counterterrorism efforts. Recommendations are offered for how to tackle the problem of interagency conflict in order to enhance the effectiveness of counterterrorism operations in Kenya.  相似文献

This paper argues that the crisis of electoral democracy in Zimbabwe and Cote d'Ivoire is a result of underlying structural and institutional deficiencies within national and regional multinational institutions. It assesses the extent to which they have been ‘enablers’ or ‘spoilers’ of electoral-based transitions to democracy. Yet it avoids generalisations of the security sector's involvement in political transitions. In terms of structure, the paper is divided into four sections. Section one will briefly discuss the theoretical perspectives of the election-democracy trajectory. It argues that although elections are a major variable for democracy, unless the ‘ecology of elections’ is conducive, elections may not be an instrument of transition to democracy. The second section analyses the militarisation of politics and the role of the security sector in aiding or stalling democratisation. Section three will assess the role of regional organisations such as the Southern African Development Community, Economic Community of West African States and the African Union in electoral-based political transitions in Africa. Lastly, the paper will discuss how the security sector and multinational African institutions can aid political transitions to democracy in troubled African countries.  相似文献

This study contends that an analysis of the nexus between leadership and security offers useful insights into explaining conflict by stating that the conceptualisation of these argots, especially through the definition of leadership as a process, helps to explain and address Nigeria’s security challenges. By arguing that leaders’ ability to establish mutuality with their followers in any situation and set collectively-generated means for attaining these set goals for societal security, the study shows how such a relationship creates a secured state. This is not the case in Nigeria, where leaders’ security decisions are influenced by external actors rather than by their followers. By showing that the Nigerian ruling elite’s security agendas intersect with dominant global notions of security while neglecting genuine security interests of ordinary Nigerians, the study contextualises the complex global and local security interests in Nigeria. The lack of an intersection at home, however, has contributed to the emergence of extremists such as the Boko Haram sect, as well as the escalation of the acts of violence they perpetrate. As national insecurities become complex and intractable, ‘elegant’ or unilinear solutions – such as a military approach – lack the capacity to address these problems.  相似文献
