U.S. nuclear export policy has undergone major transformations since 1945, and the most recent change, as expressed in the July 18, 2005, India-U.S. Joint Statement, represents an especially significant shift in policy. The document reverses more than a quarter century of U.S. declaratory policy, suggesting that the current U.S. administration regards nuclear proliferation to be both inevitable and not necessarily a bad thing. This article investigates this policy shift, looking at the history of U.S. nuclear export policy and the potential ramifications of the new policy on the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). The author also touches on the potential effects of the Joint Statement on Indian-Pakistani relations. Finally, it is suggested that it is not too late for India and the United States to change the new policy with more consideration for the NPT and the Nuclear Suppliers Group Initiative.  相似文献

ABSTRACT

Recent nuclear-weapons-related consultation in NATO within the framework of the Defence and Deterrence Posture Review sheds light on historical experiences with nuclear consultation in NATO. In the early years of the Nuclear Planning Group (NPG), which became the main forum for multilateral nuclear consultation in the alliance, developing a nuclear weapons first use doctrine was of particular importance. This process led to the adoption of the Provisional Political Guidelines (PPGs) on the threat to initiate the use of nuclear weapons. With a focus on West Germany as the primary addressee of the NPG, it will be postulated that nuclear consultation functioned and may still be seen as an essential tool to manage the credibility of US extended nuclear deterrence in the framework of NATO.  相似文献

After the conclusion of the 2008 Preparatory Committee (PrepCom) for the 2010 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the Nonproliferation Review interviewed Ambassador Yukiya Amano of Japan, who presided over the 2007 session of the PrepCom in Vienna. He provided valuable insights into his preparations for the PrepCom and shared his thoughts on some of the most pressing issues that confronted his chairmanship and the PrepCom as a whole. The 2005 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) failed to produce any agreed action plan for addressing nuclear disarmament or proliferation. Detailed discussions and negotiations on such a plan were much curtailed because of procedural wrangles. This article describes the evolution of the conference and argues that changes in the international political environment and problems inherent in the revised NPT review process agreed at its 1995 Extension Conference contributed to the meager outcome. The main issues raised by delegations in their plenary statements, working papers, and the limited time available for interactive discussion are summarized, and three perspectives are offered on the reasons for the lack of any substantive product. Finally, the implications of that failure for the NPT, its review process, the wider regime for international nuclear governance, and nuclear disarmament, nuclear nonproliferation, and the peaceful use of nuclear energy are examined.  相似文献

Nuclear deterrence is sometimes treated as a known quantity—a definite thing that keeps us safe and ensures our security. It has also often been used as a justification for possessing nuclear weapons. Nuclear deterrence, however, is based on an unexamined notion: the belief that the threat to destroy cities provides decisive leverage. An examination of history (including recent reinterpretations of the bombing of Hiroshima) shows that destroying cities rarely affects the outcome of wars. How is it possible that an action that is unlikely to be decisive can make an effective threat? Recent work on terrorism suggests that attacks against civilians are often not only ineffective but also counterproductive. And a review of the practical record of nuclear deterrence shows more obvious failures than obvious successes. Given this, the record of nuclear deterrence is far more problematic than most people assume. If no stronger rationale for keeping these dangerous weapons can be contrived, perhaps they should be banned.  相似文献

France still sees its nuclear arsenal as essential both as insurance against future major risks and as support for an independent foreign policy. There is a wide consensus in the country to maintain a nuclear deterrent, both among political parties and the general public. A modernization program is under way that will ensure the continued efficacy of the French nuclear force well into the 2030s, and France has adopted a fairly restrictive interpretation of its disarmament commitments under the Treaty on the Non-Proliferation of Nuclear Weapons. This suggests that the likeliest future direction of France's nuclear policy is conservatism. However, other scenarios remain possible, especially in the domain of transatlantic and/or European cooperation.  相似文献

African states' attendance at and participation in the preparations for the 2015 Review Conference of the Parties to the Treaty on the Non-proliferation of Nuclear Weapons (NPT) has produced mixed results, with the continent acting as both agent and bystander in respect of certain issues. African agency is evident in, for example, its position as a member of groupings on Iran's nuclear weapons programme and the Middle East Nuclear Weapons Free Zone. Less agency is evident in states' individual actions. This underscores the importance of African states' preference for multilateralism. However, African agency is also less evident in African multilateral efforts at the NPT preparatory meetings. The impact of these developments on the 2015 NPT Review Conference is too soon to tell but may bode ill for African agency.  相似文献

This article questions the predominantly pessimistic assessments over the future of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). After analysing available evidence on states’ interests and interactions within the NPT’s framework, it argues that several negative expectations are unwarranted. Conversely, the article identifies three potentially threatening scenarios. Therefore, it scrutinizes the likely impact of reactive nuclear proliferation; analyses the probability of significant actors challenging the existent nuclear architecture; and explores whether the treaty’s enforcement might soon be diluted. The article concludes the NPT is unlikely to face fundamental threats in the foreseeable future.  相似文献

The second session of the Preparatory Committee for the 2015 Review Conference (RevCon) of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) highlighted two issues in particular—progress toward a Middle East Weapons of Mass Destruction–Free Zone and the Joint Statement on the humanitarian impact of nuclear weapons—that may not only greatly affect the health and vitality of the NPT and the 2015 RevCon, but possibly also have implications for the international nonproliferation regime as a whole. The swearing in of Donald Trump as the 45th President of the United States presages, at the very least, a period of flux in American strategy with respect to the relationship between nuclear weapons and alliances. The U.S. Congress, charged with overseeing U.S. nuclear weapons policy and programs, usually addresses such policies and programs through the annual authorization and appropriations process, focusing mostly on questions of how many and what types of weapons the United States should deploy, with little attention paid to questions about nuclear weapons strategy, doctrine, and policy. The oversight process has brought about some significant changes in the plans for U.S. nuclear weapons, including the elimination of funding for the Robust Nuclear Earth Penetrator study and the shift of that funding into a study of the Reliable Replacement Warhead. But with the focus on authorizations and appropriations, along with the divided jurisdiction over nuclear weapons policy and programs in congressional committees, Congress has not, either recently or during the Cold War and post–Cold War eras, conducted a more comprehensive review of U.S. nuclear weapons strategy, policy, or force structure. Changes in committee jurisdictions could affect the oversight process, but as long as nuclear weapons policy and programs remain a relatively low priority for most members of Congress, and the country at large, it is unlikely that Congress will pursue such a comprehensive debate.  相似文献

The phenomenon of global warming has led to a revival of the prospects for increased nuclear energy production worldwide, yet such increased production carries with it the increased risk of proliferation. To mitigate this risk, various multinational arrangements have been proposed to provide reliable supply of nuclear fuel while at the same time discouraging the construction of national plants for nuclear enrichment and reprocessing. This article provides a brief history of some of these proposals and concludes that the likelihood of success for such schemes as effective tools for nonproliferation is not high at this time. A proposal from the World Council on Renewable Energy to expand the understanding of supplier obligations under Article IV of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) to include the development of non-nuclear energy technologies for NPT parties in good standing is potentially a much better nonproliferation tool. Such an approach tracks the ideas contained in Title V of the Nuclear Non-Proliferation Act of 1978, which has recently received revived congressional interest.  相似文献

The nuclear weapon states (NWS) have different perspectives on the desirability and feasibility of a world without nuclear weapons. A review of each of the current nuclear doctrines, postures, and disarmament policies of the five NWS shows that there is a clear divide between them, with some showing relatively determined leadership (the United States and the United Kingdom) and others expressing skepticism, if not complete disinterest (France, Russia, and China). Nevertheless, the prospects for progress on disarmament by the NWS at the 2010 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons remain reasonably good. Yet complete success will require much time as well as sustained and applied efforts from the NWS, first and foremost to improve their performance as international security guarantors.  相似文献

ABSTRACT

Nuclear disarmament is often seen as eventually requiring access to nuclear warheads or to the warhead-dismantlement process to verify that a state has not hidden weapons or weapon-materials despite promising to disarm. This article suggests this view is misplaced, and that what is needed is a verification mechanism able to provide reliable assurances of the absence of fissile materials available for use in weapons after a state has disarmed. Such a mechanism will need an initial declaration of the amount of fissile materials held by a state for all purposes, military and civilian. In a state with a nuclear arsenal awaiting elimination, this declaration would have to include materials that may not be available for verification because they are in nuclear weapons or are in other classified or proliferation-sensitive forms. This article describes a verification arrangement that does not require access to materials in weapons and in sensitive forms while still allowing checks on the overall accuracy of the declaration. Verification of the completeness and correctness of the declaration is deferred to the time when the weapons-relevant material enters the disposition process, at which point it no longer has any sensitive attributes. By removing the focus on monitoring warheads and dismantlement, this new approach could provide a more manageable path to nuclear disarmament.  相似文献

Recent events in Iran and elsewhere demand a reevaluation of the need for increasing nuclear fuel supplies and assuring reliable flow of fuel to nuclear power user states vis-à-vis the need for strengthened security for all countries against the use of weapons of mass destruction (WMD). The right of countries to a guaranteed supply of nuclear energy for peaceful uses must be balanced with the global community's desire to limit flows of nuclear material and sensitive nuclear facilities that could create opportunities for nuclear proliferation. This article proposes elements of an international regime of fresh fuel supply and spent fuel disposal that will guarantee fresh fuel supplies to countries honoring their obligations under the Treaty for the Non-Proliferation of Nuclear Weapons (NPT), while reducing concerns about diversion of spent fuel for weapons purposes. A specific application to countries with small pre-commercial uranium enrichment plants is also proposed.  相似文献

The authors propose five principles for addressing the major deficiencies of the current treaty-based approach to nonproliferation. These involve: effectively closing the door to withdrawals from the Treaty on the Non-Proliferation of Nuclear Weapons (NPT); defining which nuclear technologies fall within the NPT's “inalienable right” provision, so as to maintain a reasonable safety margin against possible military application; expansion of International Atomic Energy Agency inspections to include greater readiness to use its “special” inspection authority; creation of an NPT enforcement regime, to include a secretariat; and universalizing the NPT so as to apply to all states, while creating a path for current non-parties to come into compliance. There is no illusion here about the prospects for the adoption of this approach. At a minimum, the world needs to be frank about the gap between nuclear programs and current nonproliferation protection. Encouragement of greater use of nuclear power should be predicated on closing that gap.  相似文献
