Britain's failure to cut military commitments in spite of escalating defence costs was not the result of blocking policies by disgruntled services. Rather, there was no determination among Whitehall's political departments to cut commitments even before the service departments could obstruct a decision on force levels. The Conservative governments under Macmillan and Douglas‐Home showed a propensity for substantial force reductions in Europe rather than in out‐of NATO areas. This remained London's long‐term aim even after it had been accepted to build up British troops in Europe to agreed force levels. During Alec Douglas‐Home's premiership Britain's global military role, especially east of Suez, gained a greater significance. An Anglo‐American military axis operating in the Far East and the Indian Ocean became a prominent feature. Ultimately, Anglo‐American military interdependence outside NATO was to ensure that Britain would be able to pursue a policy with more room for independent action.  相似文献

Military theorists and commentators believe that joint operations prove more effective in most circumstances of modern warfare than operations involving only one service or involving two or more services but without systematic integration or unified command. Many see Nazi Germany's armed forces, the Wehrmacht, as early pioneers of ‘jointness’.

This essay demonstrates that the Wehrmacht did indeed understand the value of synchronising its land, sea and air forces and placing them under operational commanders who had at least a rudimentary understanding of the tactics, techniques, needs, capabilities and limitations of each of the services functioning in their combat zones. It also shows that the Wehrmacht's efforts in this direction produced the desired result of improved combat effectiveness.

Yet it argues that the Wehrmacht lacked elements considered by today's theorists to be essential to the attainment of truly productive jointness ‐ a single tri‐service commander, a proper joint staff and an absence of inter‐service rivalry ‐ and that, as a result, it often suffered needless difficulties in combat.  相似文献

Afghanistan's fifth effort to form a central army started in 2002, following the fall of the Taleban regime. Mainly run by the US armed forces, the formation of the so-called ‘Afghan National Army’ run into several difficulties, ranging from initially slow recruitment, low educational level of troops and officers, high attrition rates. As the new army began to take shape, it lacked many of the characteristics which had been associated by the promoters with a ‘national’ army. It also showed a low level of commitment and a lax discipline. As of 2006, it looked more like an auxiliary force at the service of the US army and its allies than like a ‘national’ army.  相似文献

Uruguay is a country with a very unusual profile, since it has just 3.4 million inhabitants but is among the top ten troop contributors to the UN PKO (Peace Keeping Operations) and is the first contributor per capita. In 2002 and 2003 it was the seventh troop contributor to the UN, and by the end of 2005 it was eighth in the UN ranking. Uruguay has never had any imminent external threat to its security after its independence in 1828, and it has had no internal threat since the end of the urban guerrillas’ actions in the 1970s. The country has no defence industry, and has always had an all‐volunteer military service, which presently involves almost 1% of the total population, and about 2% of the labour force. The empirical evidence presented in this paper shows that, in the past decades, Uruguayan defence spending has been influenced mainly by internal factors, most of them of an economic nature. The high participation in PKO has not increased military expenditure and it has produced a positive impact on the country’s economy.  相似文献

NATO officials have cited various reasons for conducting their air campaign in Kosovo. Though not emphasised as much, the concern that NATO's credibility was at stake stood out as the most paramount on the basis of logical comparison. In fact, NATO intervened in Kosovo primarily to maintain its credibility as the Trans- Atlantic's only multilateral security mechanism because its continued existence depended on it. While NATO's search for its new role in the post-Cold War strategic environment has been fraught with several problems, the inclination towards collective security and crisis management has placed it in a position of proactive military obligation. Predictably, NATO's venture in the Balkans this time around has had various implications on its future prospects as an organisation.  相似文献

Rearming Germany was a long and complicated process. It was especially difficult to create a new German air force. The army generals who dominated the Bundeswehr cadre did not even want an air force but rather a small arm air corps. Moreover, Adenauer's defense staff failed to adequately budget or plan for a new air force. As rearmament began, US Air Force leaders, working closely with the small Luftwaffe staff in West Germany's shadow Defense Ministry, basically took charge of the process to ensure that the Germans built a new Luftwaffe on the American model – a large, multipurpose force organized as an independent service and fully integrated into NATO. The first Bundesluftwaffe commanders allied themselves to the Americans, often in opposition to their army comrades, to overcome the political problems caused by Adenauer's poor defense planning and create a modern air force on American lines.  相似文献

Within the EU France devotes to defence the largest financial and human resources although it is not the richest country, nor has it the largest population or labour force. The cost of nuclear weapons accounts for only a small fraction of this abnormally high French defence effort. If France had restructured its military capabilities at the same rate as its principal Allies during the 1985–1994 period, then French defence outlays would be about 20% less than at present. The fundamental reasons for France's excess defence outlay comprise virtual total dependence on French sources for equipment, produced in very small numbers; a military presence outside of Europe; and too many personnel. These deficiencies, and the consequent absence hitherto of a “peace dividend”, indicate a failure to identify the country's real strategic requirements, and a lack of will to reorganise efficiently French defence. The recently announced reform towards an all‐professional force is unlikely to achieve the potential and desirable improvement in cost‐effectiveness.  相似文献

This article re-examines one of the most infamous incidents in British imperial history: the Amritsar Massacre of 1919, and analyses it within the context of the British Army's minimum force philosophy. The massacre has long been regarded as the most catastrophic failure of minimum force in the history of the British Army. This article reconsiders the arguments over the shooting at Amritsar and the role of Brigadier-General Reginald Dyer, and questions the accepted view that the massacre was such a failure of minimum force. It argues that the circumstances surrounding the massacre must be understood before judging the incident and given these factors it is possible to see it within a minimum force framework.  相似文献

The Volkssturm (People's Storm or Home Guard) was formed by the Nazi Party in late 1944 as Allied forces closed in on the Reich from the east and west. The political ambitions of Martin Bormann, Hitler's secretary and the head of the Nazi Party Chancellery, were the driving force for this new national organisation. Lacking resources, the Volkssturm's military value was negligible even in eastern Germany where battalions occasionally fought with great tenacity against the Red Army. However, its foundations, character and nature were indicative of the process through which Party power had reached its zenith on the eve of the Third Reich's collapse.  相似文献

From 1956 to 1960, the French Army developed a force of Muslim auxiliaries (supplétifs) as a major component of its strategy to combat the National Liberation Front (FLN) insurgency in Algeria. Aside from their military utility in hunting down the guerrillas in the mountains and forests, the supplétifs were instrumental in undermining FLN legitimacy in the countryside. The rapid growth and employment of the supplétif force dismantled FLN political control in the villages, undermined the enemy's unity, and critically weakened the revolutionaries' claim to represent all of Algeria's Muslims. The military and political activities of France's Muslim soldiers also projected an image of Muslim–European unity behind the French cause, and portrayed the French Army as the only legitimate political force in numerous villages. These political successes, however, were limited to the local, tactical level of revolutionary warfare, and the Army was never able to convert the supplétifs into a force of decisive, strategic political significance. They thus had little ultimate impact on the outcome of the conflict.  相似文献

Once dismissed by many outside observers, the Chinese People’s Liberation Army Air Force (PLAAF) has undergone an impressive transformation over the past two decades, emerging as one of the world’s premier air forces. As it continues to modernize, it is focused on becoming a ‘strategic air force.’ PLAAF strategists suggest this means it should play a decisive role in protecting Chinese national interests, field modern capabilities commensurate with China’s standing as a major power, and enjoy the institutional status befitting its role as a ‘strategic service,’ an important consideration given the historical dominance of the ground force in China’s military.  相似文献

From the beginning of history, war has been an almost exclusively male affair and those who took part in it were often extolled as the most manliest of men. The recent feminization of the armed forces of many developed countries does not prove that women's liberation is making progress, as most people believe. Rather, it is part symptom, part cause, of the decline of those forces. Other things being equal, the fewer and less important the wars fought by any armed force the more women it has; the more women it has, the less likely it is to undertake serious wars.  相似文献

Making extensive use of primary archival documents, this article seeks to explore whether airpower in three of Britain's most significant post-war colonial counterinsurgency campaigns, Malaya, Kenya and South Arabia, was an unnecessary part of British strategy, offering little useful military force due to the futility and strategic damage rendered by offensive bombardment, or whether airpower was indeed an unsung factor that provided operational flexibility through its effectiveness in a supply context, as well as its intelligence role in providing valuable aerial reconnaissance. In all three case studies the role played by the RAF in medical evacuations, in troop drops, in crop spraying during food-denial initiatives, and in providing ‘Voice Aircraft’ for the propaganda campaign, provide insights into an under-explored component of Britain's politico-military efforts in counterinsurgency in the 1950s and 1960s and suggests that the main strategic value of airpower in counterinsurgency, then and now, lies in its non-kinetic functions.  相似文献

The build-up of Japan's military apparatus in the 1990s and 2000s has been often regarded by security analysts as indicative of a departure from the country's Cold War strategic posture. Japan appears to be engaged in a process of militarisation that is eroding the foundations of its ‘exclusively defence-oriented’ policy. In the case of the archipelago's naval strategy, such assessments overlook the longstanding significance of a core feature of its defence policy, namely the surveillance of maritime crossroads delivering the wealth of the country. The paper reassesses the evolution of the Japanese strategy since the Cold War by examining the development of the Japanese Maritime Self-Defence Force's submarine force, one of the key components of the defensive shield for these crossroads. The paper argues that with the changes in the security environment of the 1990s, Japan already fielded a mature force with state-of-the-art submarines, and that the rise of a new naval competitor aiming at controlling key strategic points along Japan's sea lanes reconfirmed the critical importance of submarine operations to Japanese national security.  相似文献

This article examines the British Army's deployment in support of the civil power in Northern Ireland. It argues that the core guiding principles of the British approach to counterinsurgency (COIN) – employing the minimum use of force, firm and timely action, and unity of control in civil–military relations – were misapplied by the Army in its haste to combat Irish Republican Army (IRA) terrorism between 1971 and 1976. Moreover, it suggests that the Army's COIN strategy was unsuccessful in the 1970s because commanders adhered too closely to the customs, doctrine, and drill applied under very different circumstances in Aden between 1963 and 1967, generally regarded as a failure in Britain's post-war internal security operations. The article concludes with a discussion of the British government's decision to scale back the Army's role in favour of giving the Royal Ulster Constabulary primacy in counter-terrorist operations, a decision which led ultimately to success in combating IRA violence.  相似文献

Focusing on British involvement in the 1960s Yemen Civil War, this article examines the centralised mechanisms developed in Whitehall to coordinate covert action interdepartmentally. It therefore sheds new light on London's security and intelligence machine and its input into clandestine operations. Drawing on recently declassified documents and interviews, it uncovers various important but secretive actors, which have been overlooked or misunderstood in the existing literature, and outlines their functions in the most detail yet available. In doing so, it considers how these bodies evolved in relation to competing threat assessments of the local situation and the impact they had on Britain's covert intervention in the theatre. This article assesses the utility of the system and argues that it provided an effective means to ensure that any covert action sanctioned was properly scrutinised so as to reduce risks and best meet national interests.  相似文献

The role of the British Army in Northern Ireland during Operation Banner (1969–2007) is an instructive case study of counterinsurgency operations as well as an important chapter in recent British military history. Given troops deployed to the province as aid to the civil power, it is particularly useful in discussions about the principle of minimum force. This article seeks to explore the issue of minimum force through the example of Operation Motorman, the Army's successful attempt to remove the barricades, which had established so-go areas for the security forces in Northern Ireland.  相似文献

We consider a supplier–customer relationship where the customer faces a typical Newsvendor problem of determining perishable capacity to meet uncertain demand. The customer outsources a critical, demand‐enhancing service to an outside supplier, who receives a fixed share of the revenue from the customer. Given such a linear sharing contract, the customer chooses capacity and the service supplier chooses service effort level before demand is realized. We consider the two cases when these decisions are made simultaneously (simultaneous game) or sequentially (sequential game). For each game, we analyze how the equilibrium solutions vary with the parameters of the problem. We show that in the equilibrium, it is possible that either the customer's capacity increases or the service supplier's effort level decreases when the supplier receives a larger share of the revenue. We also show that given the same sharing contract, the sequential game always induces a higher capacity and more effort. For the case of additive effort effect and uniform demand distribution, we consider the customer's problem of designing the optimal contract with or without a fixed payment in the contract, and obtain sensitivity results on how the optimal contract depends on the problem parameters. For the case of fixed payment, it is optimal to allocate more revenue to the supplier to induce more service effort when the profit margin is higher, the cost of effort is lower, effort is more effective in stimulating demand, the variability of demand is smaller or the supplier makes the first move in the sequential game. For the case of no fixed payment, however, it is optimal to allocate more revenue to the supplier when the variability of demand is larger or its mean is smaller. Numerical examples are analyzed to validate the sensitivity results for the case of normal demand distribution and to provide more managerial insights. © 2008 Wiley Periodicals, Inc. The Lord's Resistance Army (LRA) has created a pervasive climate of fear in northern Uganda. This study addresses the purpose of this conduct. Diverging from the traditional ‘greed-grievance’ approach to the study of new wars, the LRA's behaviour is analyzed from a strategic perspective. Specifically, the article focuses on the LRA's use of mutilation, abduction, surprise, and unpredictable attacks. The conclusion is that the LRA is strategically using fear as a force multiplier, to further its organizational survival, and as a way to fight a political ‘dirty war’.  相似文献
