The aim of this article is to consider how Algeria's most prized achievement and treasured memory – the FLN's victory over the French in the war of liberation – has helped stimulate and sustain the violence that has blighted the country since independence. It argues that successive governments have propagated a legend of the war that encourages and legitimises rebellion and armed resistance. By celebrating the actions and achievements of a committed band of revolutionaries they have established a precedent whereby it is every citizen's duty to oppose and resist an unjust government. Time and again therefore, insurgent groups like the FFS, MIA, and AIS have justified their actions and won popular support by portraying themselves as the early FLN's natural heir.  相似文献

Airpower, drones and cyber-weapons are employed by states in conjunction with local armed non-state actors in an effort to coercively intervene in the crises of the twenty-first century. While the externalization of the burden of warfare is a return to pre-modern war, it is the change in the underlying socio-political relations between the state and its military agent that is a novel phenomenon in surrogate warfare. This article demonstrates that in a post-Westphalian era characterized by non-state violence, globalized conflicts, a prioritization of risk management in a mediatized environment, the state has to explore new ways to remain relevant as the primary communal security provider. Thereby, the organization of violence has departed from the employment of the state’s soldier as the primary bearer of the burden of warfare to a mode of war where technological and human surrogates enable the state to manage the risks of post-modern conflict remotely. In this article, we conceptually explore surrogate warfare as a socio-political phenomenon within the context of globalized, privatized, securitized and mediatized war.  相似文献

The non-recurrence of war is mostly considered as the main indicator for successful peace processes. Nevertheless, even in these postwar contexts, other forms of violence – i.e. state repression or homicide – have the potential to endanger the larger process of peace-building. Hence, the analysis of variations in postwar violence is important for the broader peace processes. Three interdependent factors explain variations in postwar violence: the patterns of war termination, policies aiming at the mitigation of the conflict root causes and last but not least institutional reforms. The different experiences of Central American postwar societies show that violence reduction does not require the resolution of major grievances but at least their political recognition.  相似文献

American policy-makers are predisposed towards the idea of a necessary war of survival, fought with little room for choice. This reflects a dominant memory of World War II that teaches Americans that they live in a dangerously small world that imposes conflict. Critics argue that the ‘choice versus necessity’ schema is ahistorical and mischievous. This article offers supporting fire to those critiques. America's war against the Axis (1941–45) is a crucial case through which to test the ‘small world’ view. Arguments for war in 1941 pose overblown scenarios of the rise of a Eurasian super-threat. In 1941 conflict was discretionary and not strictly necessary in the interests of national security. The argument for intervention is a closer call that often assumed. Violent conflict escalated in Africa in 2014, with five sub-Saharan states – the Central African Republic (CAR), Nigeria, Somalia, South Sudan and Sudan – accounting for an estimated 75% of all conflict-related deaths on the continent. This paper provides an overview of the five major sub-Saharan African conflicts in 2014 and considers the underlying causes and dynamics in the Seleka/anti-Balaka conflict in the CAR, the Islamist threats of Boko Haram and al-Shabaab in Nigeria and Somalia, the civil war in South Sudan, and the long-running conflict between Sudan's government and southern and Darfuri rebels. The paper unpacks the general trends evident in these conflicts and the implications for the settlement thereof, including the targeting of civilians, ethnic and religious mobilisation and the state as epicentre of violence. The paper concludes with a brief look ahead to 2015.  相似文献

In the Age of Napoleon, ‘small wars’ and ‘revolutionary war’ were closely connected. There were, however, different strands of this phenomenon: speaking professionally, conservative officers condemned small wars as an irregular regression to previous less disciplined forms of warfare. The Prussian state continually tried to discipline and regulate spontaneous risings. Yet the irregular character of small wars offered the opportunities for a less complex way of fighting, thus enabling the arming of the ‘people’ to fight. Individual undertakings, such as Ferdinand von Schill's doomed campaign in 1809, were designed to spark off a general popular uprising. But they were cheered by many and supported by few. Meanwhile, Neidhardt von Gneisenau conceived guerrilla-style Landsturm home-defence forces, which were designed for an irregular people's war. These concepts were put into practice in the ‘war of freedom’ – or ‘war of liberation’ – in 1813. Eventually both the mobilisation and the tactics remained regular, however, despite the emphatic appeal to a national ‘people's war’.  相似文献

To more concretely define what the UN's policy towards international peacekeeping should be in the twenty-first century, novel methods of addressing inter-and intrastate conflict need examining. Consequently, this article argues that UN peacekeeping operations must begin to include technological capabilities – namely UN jamming of hate radio – when certain prerequisites are met. Using the Rwandan genocide and the radio station that largely inspired the conflict, RTLMC, as a case study, this article illustrates hate radio's power in both inter- and intrastate conflict and devises a system wherein UN peacekeeping efforts can effectively silence this menace to international security.  相似文献

This article examines women's role as combatants in national liberation forces in South Africa. Three categories – guerrilla girls, combative mothers and the in-betweeners – are introduced to underscore the varied ways in which women have participated in combat within the national liberation movements. Factors such as age and one's ability to leave the country affected whether women could participate in combat as ‘guerrilla girls’ or if it limited them to fighting apartheid violence from home, or if there were women who can be defined as having fallen somewhere in between these categories. These categories are used to theorise women's combat roles in the anti-apartheid struggle, thus broadening and challenging the dominant notions of combat that often hide women's contributions in war. In this regard, different periods of struggle, physical location, as well as age, determined the methods of activism available to men and women.  相似文献

The brief war that took place between Spain and Portugal in 1762 is one of the least known episodes in the latter’s military history, whereas, thanks to Wellington’s construction of the Lines of Torres Vedras, the French invasion of 1810–11 is right at the other end of the spectrum. Yet the two episodes are closely linked to one another. At the very least, they are uncannily reminiscent in terms of their details – in both cases substantial foreign armies were vanquished through a combination of irregular resistance, scorched-earth tactics and the clever use of field fortifications – and the article therefore argues that Wellington based the plan that defeated the forces of Marshal Massena on the strategy used by the Portuguese half a century earlier.  相似文献

The study of civil war has increased exponentially during the post-cold war period. This has not, however, resulted in greater levels of consensus with regard to the causes and nature of this phenomenon. In order to alleviate this situation the current article will draw on critical realist philosophy. It will argue (1) that critical realism provides conflict studies authors with a more sophisticated and coherent understanding of causality than has previously been available to them, and (2) that this understanding paves the way for an approach to social science which – rather than consistently abstracting from context – systematically engages with it.  相似文献

Increasing attention paid to US casualties in far-flung places such as Tongo Tongo, Niger, and headlines claiming ‘secret wars’ have fueled discussion about American military’s involvement in Africa. Though the continent has been a part of the American way of war since the beginnings of the US – consider the early combat actions of US Marines in Tripoli –, current African conflicts are challenging our understanding of war and approaches to winning it. This article examines the ways America seeks to achieve its ends in Africa with a particular focus upon the last 10 years of US counter-terrorism and stability operations in Niger and the Sahel Region. The author proposes unifying American, Allied, and partner efforts through a strategy of Active Containment.  相似文献

Clausewitz was much preoccupied with the apparent contradiction between real and absolute war. Why did war in history so rarely exhibit the extremes of violence and energy implied in the pure concept of war? Clausewitz’s commentators have usually followed him in thinking that this was a genuine problem in need of a solution, but I want to question that view. I will argue that Clausewitz did not have a coherent philosophy of absolute war, and therefore the contradiction he posited between real and absolute war was equally meaningless – as, too, was his effort to resolve it by claiming that some real wars approached or even attained the absolute form of war. The real problem was not the opposition of real and absolute war, but the self-contradictory theory of absolute war.  相似文献

ABSTRACT

Following South Sudan's secession in 2011, the country faced significant political, social and economic challenges. The country emerged from a long andarduous nation-building journey, including almost 50 years of violent conflict, that would continue after declaring independence. This nation-building process would suffer a significant set-back in December 2013 when the most recent civil war broke out. This article provides a new perspective on South Sudan's nation-building trajectory that tends towards violence and complicates peace-building. It does so by utilising the leadership process approach from the Leadership Studies literature. While popular literature and commentary tends to fault the South Sudanese elite for the current crisis, there has not been a systematic effort to understand the leadership challenge and its role in conflict, peace and nation-building in South Sudan. In this article, South Sudan's nation-building process and its three primary components of (a) identity construction, (b) statehood and (c) collective will and responsibility, are analysed from a leadership perspective, focusing on issues of power and influence. The conclusion is reached that South Sudan's nation-building has been and will likely continue to trend towards a violent process due to a leadership process that lacks mutuality and is founded on insufficient sources of power.  相似文献

This article analyzes Hizballah's war against Israel in south Lebanon as a psychological contest where public opinion, perception, and persuasion were the real determinants of victory. Hizballah successfully mobilized popular support for its war by communicating nationalist and religious themes to different sectarian groups in Lebanon. At the same time, it used classic guerrilla warfare as a carefully calibrated psychological tool to erode the morale of Israeli forces, their Lebanese allies, and the Israeli public's support for the war. Hizballah's sophisticated media capability, particularly combat video footage aired on its satellite TV station and the Internet, played a critical role in amplifying the effects of its attrition campaign. By orchestrating information-age media and guerrilla tactics, this strategy has important implications for the future of irregular warfare.  相似文献

This article argues that the US Navy’s roles (which have historically been bifurcated between warfighting and political use of force) manifest in its organisational culture as two different concepts of war: the US Navy as diplomatic actor and the US Navy as warfighting force. The conflict between these different concepts of war can be seen in the current debate about the definition and function of presence. The debate about presence is not just theoretical, but represents a deep and enduring conflict within the Navy as an organisation about its concept of war. Since the end of WWII, the Navy has been designing its fleet architecture according to a Mahanian concept of war, despite the preponderance of non-lethal missions and activities. The result is a mismatch between platforms and tasks.  相似文献

The objective of this article is to move ethical discourse on military strategy beyond the confines of the established War Convention. This is achieved by utilising the common good, a concept found in political philosophy and theology. The common good acts as a positive organising concept for socio-political activity. With its focus on peace, development and the flourishing of the individual and community, the common good poses a significant challenge to strategy. This article constructs an approach to strategy that is compatible with the common good. Importantly, it does so whilst respecting the pursuit of victory as an indispensable component of strategy’s true nature. The theory presented in this article is then tested in relation to four different modes of strategy: regular war, irregular war, deterrence, and cyberwar.  相似文献

Tangible traces of conflict in visual artefacts can take viewers uncomfortably close to the realities of war—violence, destruction and fatalities. This article questions the evidential force of objects associated with conflict and their eventual display in exhibitions. Through a study of the display of a brick in which is embedded a bullet that is said to have passed through the body of Francis Sheehy Skeffington when he was executed by firing squad during the Easter Rising in Dublin in 1916, this article explores the historical configuration of the brick and analyses its public display in the National Museum of Ireland (NMI). By examining the actions carried out by the NMI in collecting and archiving the object and analysing the narrative strategies of its display, this article considers how the visual aspects of exhibition displays can perpetuate a particular version of historic events and accredits objects with assumed authenticity.  相似文献

Duration of civil wars has been an elusive area of study particularly because of the tedious task of disentangling the interplay of actors’ agencies, incentives' structures and constraints. This article tackles Syria’s civil war that has completed its fifth year with little hope for an end any time soon. I examine a plausible cause leading to its protraction. Namely the formation of a war system, which made the costs of war less than the expected risks of peace giving the local, regional and international actors that are shouldering the costs. The war system approach combines class analysis with system-structural analysis capturing nuances and dynamics of conflict. This article is based in part based on primary sources collected by author in the Summers of 2014 and 2015 in Lebanon.  相似文献

Since the 2003 war in Iraq, private military and security companies (PMSCs) have become increasingly legitimate actors in modern conflicts. Despite this normative shift, rumours in March 2015 regarding the use of South African mercenaries in Nigeria to combat Boko Haram insurgents caused an international outrage, while the Nigerian government remained nonchalantly silent on the matter. This article investigates the impact of mercenaries on the conflict in the last six months of the Jonathan government. Using primary and secondary qualitative research, it assesses the role that PMSCs played in Nigeria’s counterinsurgency strategy, along with the ensuing reaction of international and local media to the outsourcing of violence to foreign companies. The article concludes that – notwithstanding the improved image of PMSCs in the world, and the actual impact of the contractors on the Nigerian counterinsurgency effort – the stigma of mercenaries continues to plague the industry, particularly on the African continent.  相似文献

This essay provides an overview of the eras of Mexican cinema followed by an analysis of 10 Spanish-language narco cinematic representations, an overview of the eras of American cinema followed by an analysis of 10 English language narco cinematic representations, and a conclusion that compares and contrasts the Mexican and US narco war cinematic experience. Due to divergent national trajectories – Mexico is engulfed in narco violence and corruption while the United States is not – more differences than similarities exist between these national cinematic genres. Dark spirituality themes are also increasingly evident in more recent narco war films.  相似文献
