Following costly military defeats political elites usually attempt to persuade their publics that the battlefield outcome was not a shameful defeat but a ‘moral victory’. Yet, only sometimes their public accepts these claims. The paper tries to explain this variation in the domestic publics' perceptions in the cases of non-democratic entities. It is argued that the key variable that determines actors' success in claiming a moral victory is the existence of certain battlefield elements, or at least symbolic military acts/achievements of the defeated actor which can persuade his public that these battlefield elements existed. Propaganda efforts to misrepresent the battlefield facts can play only a secondary role and only under certain conditions.  相似文献

Contemporary Russian military theory is dominated by three schools of thought: the ‘traditionalists’, the ‘modernists’ and the ‘revolutionaries’. On the role of technology in future warfare, the traditionalists argue for both high tech and massive forces at the same time. The modernists are ready to trade manpower for technology, whereas the revolutionaries give technology full priority. Both the traditionalists and the modernists believe Russia, because of the country's technological lag and limited resources, should respond asymmetrically to the Western technology challenge. The revolutionaries, on the other hand, maintain that Russia must respond in kind. If not, the country will no longer be able to defend its sovereignty. The currently ongoing radical reform of the Russian military is a partial victory for the modernists, but which model or mix of models that will dominate in the future is first of all dependent on the Russian military's purchasing power and the state of the domestic defence industry.  相似文献

The pattern of civil–military interaction in India is informed by the notion that civilians should refrain from involvement in operational matters. The emergence of this trend can be traced back to the defeat against China in 1962. In its aftermath, the belief that the debacle occurred because of civilian interference took hold. Thereafter, politicians restricted themselves to giving overall directives, leaving operational matters to the military. The Indian ‘victory’ in the subsequent war with Pakistan was seen as vindicating this arrangement. This essay argues that the conventional reading of the China crisis is at best misleading and at worst erroneous. Further, it contends that the subsequent war with Pakistan actually underscores the problems of civilian non-involvement in operational issues. The historical narrative underpinning the norm of civilian abstention is at the very least dubious.  相似文献

The track record of the US military in unconventional wars has not been good and there were fears that Operation ‘Enduring Freedom’ might suffer the same fate as previous campaigns. This contribution explores why the Taliban were defeated so easily by the US in 2001. It challenges the view that America's victory was due solely to changes in its modus operandi or that the outcome heralds a change in the fortunes of the US when fighting unconventional war. It also questions the idea that America's victory was a consequence of Taliban incompetence. Instead, it explains the defeat of the Taliban in terms of the prevailing political conditions within Afghanistan, which made them vulnerable to attack. The essay concludes that current political circumstances could, in the long run, permit the resurrection of the Taliban and undermine the US-led coalition's victory.  相似文献

On April 23, 1960, General Maurice Challe left Algiers and his position as Commander in Chief there, having achieved a rapid military victory over the rebellion within Algeria. As an airman at the head of an essentially ground force engaged since 1954 in counter-insurgency warfare, he had within 16 months gained the military success everyone deemed indispensable. It proved a vain victory though over an enemy already made irrelevant by rapid developments on the national and international political stage. The enemy, Front de Libération Nationale (FLN), was a two-tiered organization. In accordance with revolutionary doctrine, the military branch, the Armée de Libération Nationale (ALN), supported the political arm, the Organisation Politico-Administrative (OPA), and in this case all operated both inside Algeria and in exile. The strength of the FLN over the course of the conflict had shifted externally to Algeria, particularly under Houari Boumedienne's leadership in Tunis. The major portion of the ALN its Tunisian sanctuary had gradually renounced the costly support of its internal units and chosen to wait in exile for further developments. The freshly formed Gouvernement Provisoire de la Republique Algerienne (GPRA), also in Tunis, had managed to obtain international recognition, and with this development the war within Algeria lost its decisive character. From an operational perspective though, the Challe Plan belongs to the list of military successes. Four years into a fight of limited tactical and strategic accomplishments, Challe, through his imagination and energy, was able to achieve victory within his short assignment with the resources at hand. Just how he accomplished this feat, as we shall see, is a fascinating example of a successful ‘small war’.  相似文献

Today there are many calls for other elements of the government to do more to ‘do their part’, assist the military to restore order and stability and ‘win the peace’ in Iraq and Afghanistan, and prepare for similar roles in future conflicts. The authors here instead briefly review the history of US armed forces’ involvement in military governance operations from the Mexican War through World War II, and recommend the re-establishment of a School of Military Government similar to that created during the latter conflict.  相似文献

The military effectiveness literature has largely dismissed the role of material preponderance in favor of strategic interaction theories. The study of counterinsurgency, in which incumbent victory is increasingly rare despite material superiority, has also turned to other strategic dynamics explanations like force employment, leadership, and insurgent/adversary attributes. Challenging these two trends, this paper contends that even in cases of counterinsurgency, material preponderance remains an essential—and at times the most important—factor in explaining battlefield outcomes and effectiveness. To test this, the paper turns to the case of the Sri Lankan state’s fight against the Tamil Tiger insurgency, a conflict which offers rich variation over time across six periods and over 25 years. Drawing on evidence from historical and journalistic accounts, interviews, memoirs, and field research, the paper demonstrates that material preponderance accounts for variation in military effectiveness and campaign outcomes (including military victory in the final campaign) better than strategic explanations. Additionally, a new quantitative data-set assembled on annual loss-exchange ratios demonstrates the superiority of materialist explanations above those of skill, human capital, and regime type.  相似文献

Despite all the talk of ‘hearts and minds’ being the key to counterinsurgency, local public opinion is rarely studied and when it is, it often yields surprising conclusions. Through analyzing polling data from Vietnam, Iraq and Afghanistan, this article shows that public opinion is less malleable, more of an effect rather than a cause of tactical success, and a poor predictor of strategic victory. As a result, modern counterinsurgency doctrine’s focus on winning popular support may need to be rethought.  相似文献

The revision of the 1977 Organisation of African Unity's Convention on the Elimination of Mercenarism in Africa (Mercenary Convention) is now long overdue. The existence of the Mercenary Convention has over the years failed to eliminate mercenarism in Africa, among others as a result of the manner in which it defines a ‘mercenary’. The problem is exacerbated by the rapid growth of the private security sector in the form of the private military/security company (PMSC), which to a large extent arguably represents a new form of ‘mercenary’ outfit that is technically not covered by the Mercenary Convention. Because the Mercenary Convention was adopted during a different epoch in African history there is now a need to take stock of its successes and failures and determine how it can best be revised to address the new security challenges in Africa. In this contribution the need for the revision of the Mercenary Convention is discussed. Given the difficulties and challenges presented by the Mercenary Convention, the contribution advocates the drafting of two conventions, one focusing on the regulation of PMSCs and the other focusing on the elimination of mercenarism in Africa.  相似文献

Peru has battled two major insurgent movements since 1980. Around 25,000 Peruvians have died in this war between the government against the Shining Path and the MRTA. The Peruvian military has been incapable of achieving total victory after several major operations and the capture of just about every major rebel leader. Even worse, after a few years of almost no activity, Shining Path seems to be re-emerging. The last remaining members of this insurgent group have made alliances with foreign terrorist groups, used drug traffic to fund their fight and sweet talked people who are very disappointed and mad at the current Toledo administration, to gain more supporters. Major changes have to occur to prevent both groups from becoming threats to national security and society as a whole, taking the country back to times when around half of the nation was declared to be under terrorist control. The defense budget must be increased to open new bases, buy new equipment and train soldiers better to fight the insurgents more effectively. At the same time, major social changes need to occur; Toledo and his government must gain the trust and sympathy of Peruvians again by working for and with them.  相似文献

This paper models the interactions between the defense industry market structure and the defense needs of Israel, the USA and Western Europe, which produce several heterogeneous defense goods. The model specifies that the defense industries of the US and Europe are ‘large’ while that of Israel is ‘small’. The US military aid to Israel is also an integral part of the model. The results show that net defense costs of Israel are minimal when the number of its defense firms is one. The model predicts that an increase in US military aid reduces Israel’s government expenditure, its defense industry’s profits and its net defense costs.  相似文献

This article examines the ‘political’ and ‘military’ strategies used by the Indian state successfully to quell the Sikh insurgency in Punjab, and applies these lessons to controlling the Sunni insurgency in Iraq. At a conceptual level, this article argues that insurgencies are both a ‘military’ and ‘political’ phenomenon, and that ways to quell them can be either ‘military’ or ‘political,’ or a combination thereof. At the empirical level, this article argues that stability cannot be restored to Iraq until Sunni political actors are effectively brought into the mainstream political process through either ‘military’ or ‘political’ means, or a combination thereof. The analysis in this article provides substantive depth and detail to these otherwise seemingly straightforward propositions.  相似文献

This article investigates how key actors within the US defence policy community realigned their interests to forge a new consensus on the redirection of US defence strategy following the ‘peace shock’ they faced with the collapse of bipolarity. This consensus centred on the idea that achieving US security in the ‘age of uncertainty’ demanded overwhelming US military power, which was widely interpreted as necessitating military capabilities to fight multiple major theatre wars simultaneously against regional ‘Third World’ adversaries. This helped to preserve many of the principal pillars of US Cold War defence policy through deflecting calls for more radical organisational changes and deeper cuts to defence budgets.  相似文献

The contemporary American counterinsurgency discourse has emphasised a particular historical narrative of Vietnam to justify large-scale military operations in Iraq and Afghanistan. Absent from this narrative is any reference to the broader Cold War context in which Vietnam existed alongside numerous other small-scale counterinsurgencies and was therefore the exception, not the rule. This article seeks to redress this shortcoming by examining the way counterinsurgency was conceived and managed at the level of ‘grand strategy.’ Specifically, it focuses on the Special Group (Counterinsurgency) to demonstrate that senior policymakers under Presidents Kennedy and Johnson understood ‘counterinsurgency’ as involving ‘indirect’ assistance to foreign governments, rather than taking ‘direct’ military action with American ground forces.  相似文献

In this paper, we study the domestic political determinants of military spending. Our conceptual framework suggests that power distribution over local and central governments influences the government provision of national public goods, in our context, military expenditure. Drawing on a large cross-country panel, we demonstrate that having local elections will decrease a country’s military expenditure markedly, controlling for other political and economic variables. According to our preferred estimates, a country’s military expenditure is on average 20% lower if its state government officials are locally elected, which is consistent with our theoretical prediction.  相似文献

The US government initiated a Defense Counterproliferation Initiative to address the concern that, in the post-Cold War years, the proliferation of nuclear, biological, and chemical weapons would be widespread and create a significant challenge to the US military’s combat operations. In particular, non-nuclear states might use chemical or biological warfare agents against US forces with the belief that nuclear weapons would not be used against them in retaliation. Following the events of September 11, 2001, defense strategy and policy shifted to a wider view of the threat of adversarial use of “weapons of mass destruction” (WMD) and the term “counterproliferation” was replaced by “combating” or “countering WMD.” Over time, the Defense Department increasingly moved away from counterproliferation principles with the detrimental effect of losing capabilities that US forces still need for contemporary adversaries. This shift has been aggravated by other US government agencies’ use of “counterproliferation” in lieu of what would have been termed “nonproliferation” activities in the 1990s. The loss of clarity within the US government on these terms has led to the inability to focus the “whole of government” on this significant national security challenge. To alleviate this challenge, the US government needs a top-down initiative to refocus policy on the distinctly different aspects of WMD with respect to military combat operations, combating terrorism, and homeland security.  相似文献

This paper examines the ways in which the military infringes on the social and political rights of soldiers who joined the Zimbabwe National Army in post-independence Zimbabwe. Contrary to the scholarly and policy debates that present Zimbabwean soldiers as the silent prop behind President Robert Mugabe and the perpetrators of political violence, this paper argues that these soldiers have also been victimised in army barracks. The victimhood of soldiers has been explicit in the ways in which they are forced to execute their duties beyond their professional expectations. In substantiating this argument, the paper explores the unethical military training and the ways in which soldiers are disciplined and punished through Chapter 11:02 of the draconian Defence Act. The paper’s contribution stems from a ‘rights’ perspective that emphasises the right to freedom, justice and protection, which is usually quite silent in the military. But the question is how can soldiers’ concerns be translated into new practices without compromising so-called ‘state security’?  相似文献

A plethora of arguments from the ‘public choice school’ suggest that public goods are ‘under‐supplied’ by comparison with public sector provision of more private goods. The implication is that rent seeking by the ‘military‐industrial complex’ serves, in some measure, to offset potential allocative inefficiency. In this paper a comparison of rent seeking by producers of public goods and producers of private goods identifies a bias that favours public good supply. The bias results from the different way in which collective demand for public goods and for private goods is expressed. The prospect of larger rents to the ‘military‐industrial complex’ implies greater rent‐seeking expenditures in this sector. The extent to which public goods (and, in particular, defence) are ‘under supplied’ is much exaggerated.  相似文献

China’s efforts to build a ‘new type of great power relations’ and a ‘new type of military-to-military relations’ do not constitute a major turning point in relations with the United States. Political relations set limits on military cooperation, and the two sides have been unable to construct a sustainable strategic basis for relations. This has contributed to an ‘on-again, off-again’ pattern in military ties. Trends show a pattern of frequent disruptions in military-to-military relations from 2000 to 2010, followed by an increase in interactions beginning in 2012. Nevertheless, obstacles on both sides are likely to limit mutual trust and constrain future development of military-to-military relations.  相似文献

In 1955, the New Zealand government authorised the creation of a Special Forces unit to operate with British forces in Malaya to counter a communist-inspired guerrilla insurgency. Drawing upon the operational experiences of the New Zealand SAS largely taken from the Cold War period, and underpinned by Colin Gray's Special Forces essentials of ‘economy of force’ and ‘expansion of choice’, this article will show how New Zealand's SAS is now accepted not only as a respected and relevant part of the nation's military capability, but also empowers its political decision-makers with the confidence to take on significant, and at times difficult, strategic foreign-policy choices.  相似文献
