MOZAMBIQUE     
Mozambique is widely regarded as a success story. The parliamentary and presidential lections in 1994 marked the peak of the peace process in Mozambique. Despite minor irregularities, the elections were declared free and fair by international observers. Mozambique has succeeded where other countries such as Angola has failed—a stable peace process, multiparty elections and the transformation of the armed opposition into a civil political party. Its transition to liberalism and capitalism brought macro-economic growth rates that are probably envied by many countries in the region. This article argues, however, that Mozambique provides an example of a third wave democracy where the transition from in electoral democracy to a consolidated democracy has not yet been completed, with little progress towards democratic maturity. In particular, the repercussions of the elections in 1999, Mozambique's ‘black’ November in 2000 and the process of recent consultation between the and Frelimo leadership in order to resolve the paralysed state of Mozambican politics underline a tendency towards a permanent entrenchment of democratic minimalism.  相似文献

Peace and global security are human endeavors, and thus their attainment depends as much on psychology as it does on governance and technology. In this paper I outline 3 ways our evolved psychology is an obstacle to achieving international cooperation and peace. First, humans show strong evidence of adaptations for cooperation within groups, but equally clear evidence that this cooperative nature does not extend to members of other groups. Second, humans evolved to have a relative sense of fairness, and thus will often reject even mutually beneficial agreements if they benefit others more than themselves. Third, humans evolved to be self-deceptive and hypocritical, believing in the unique righteousness and inevitable victory of their own cause, which tends to exacerbate conflict. Nevertheless, these obstacles are not insurmountable and an awareness of them can help in the development of strategies to increase the chances of lasting peace and security.  相似文献

After only ten years in existence, the African Union (AU) has already made its mark on the landscape of peace and security in Africa. This paper seeks to explore the relationship between the AU's leading collaborative interstate security policy, the African Peace and Security Architecture (APSA), and sustainable peace in the Horn of Africa. It examines four countries – Djibouti, Eritrea, Ethiopia, and Kenya – and how engaging with the APSA through early warning systems can contribute to developing the elements necessary for sustainable peace, namely regional stability, conflict management, and good governance.  相似文献

This study examines the problems of paramilitary decommissioning in Northern Ireland. It analyses why decommissioning has become so contentious in the Northern Ireland peace process. Decommissioning, though, is not a unique or intrinsically insurmountable problem. This is demonstrated by highlighting the issue in international context. Three examples of decommissioning in conflict resolution processes are assessed: the Lebanon, El Salvador and Mozambique. These varied examples do supply some limited lessons for Northern Ireland. This study argues that the explanation for the intractability of decommissioning in Northern Ireland resides, to a greater extent, in the tactical and strategic reasoning of the main paramilitary groupings in Northern Ireland. The factors that condition their thinking, however, can be found in the nature of the peace process itself which provides the paramilitiaries with every incentive to retain possession of their weapons.  相似文献

This Special Issue looks at the importance of institutions and the role played by international actors in crucial episodes of India’s strategic history. The contributions trace India’s tryst with war and peace from immediately before the foundation of the contemporary Indian state to the last military conflict between India and Pakistan in 1999. The focus of the articles is as much on India as it is on Pakistan and China, its opponents in war. Many of the world's poorest states have experienced violent conflict in the past decades and it is today widely accepted that armed conflicts require sustained efforts that address not only the military, but also the political, humanitarian, economic and social dimensions of conflicts. For some years there has been a growing international concern with and emphasis on peacebuilding programming in the area of conflict resolution and peacekeeping. In Sierra Leone, a country that was engulfed in a brutal civil war for more than ten years, peace was hard won—a peace that would not have been possible without the presence and active post-conflict assistance of the United Nations (UN). However, Sierra Leone remains in a precarious state, being one of the poorest countries in the world, and needs the commitment of the international community in ongoing post-conflict peacebuilding to sustain its delicate peace. This article examines the challenges, extent and achievements of peacebuilding programming in Sierra Leone, and assesses the prospects for sustainable peace in this once war-torn West African state.  相似文献

The African Union is preparing for its enhanced role in the maintenance of peace and security by establishing a Peace and Security Council that is tasked with identifying threats and breaches of the peace. To this end, the AU has recommended the development of a common security policy and, by 2010, the establishment of an African Standby Force capable of rapid deployment to keep, or enforce, the peace. The ASF would comprise of standby brigades in each of the five regions, and incorporate a police and civilian expert capacity. G8 leaders have pledged support for the AU proposal through funding, training, and enhanced co-ordination of activities. For its part, the AU will need to undertake a realistic assessment of member capabilities, to clearly articulate its needs, and to set realistic and achievable goals. The latest plan for establishing a rapidly deployable African peacekeeping force will require something that similar proposals have lacked: the political will to fund and implement a long list of recommendations. Success will ultimately be judged by the AU's future responses to situations of armed conflict. Even if such responses are largely symbolic in the short term, a sufficient display of political will among African leaders could inspire the confidence needed to galvanise international support.  相似文献

International peacekeeping in Africa has developed dynamically in the last decade. The majority of global missions are deployed to the continent, the largest regional contingent of troops comes from Africa, and the African Peace and Security Architecture has made significant progress. Peacekeeping is Africanized today more than at any time before. However, mainstream research has insufficiently paid attention to African agency in this context. This article sheds light on the often neglected influence of African politics on international peacekeeping missions. The focus is set on the consequences of neo-patrimonial political systems, which can use international peacekeeping missions as an opportunity to generate rents. It will be shown that such a rent-seeking approach is highly problematic for the troop-contributing as well as mission-hosting countries. Instead of curbing conflict, rentier peacekeeping is prolonging and exporting it. The empirical examples used are the Burundian and Kenyan involvement in peacekeeping in Somalia.  相似文献

This article interrogates the continuing relevance of the contractarian governance paradigm to resource governance and the impact of exploitation on the local population and environment in the Democratic Republic of Congo (DRC), Zimbabwe and Ghana. It highlights the susceptibilities of their governance processes, particularly the roles of the elites of the host communities, the multinational corporations, and the governing authorities in appropriating resources for their personal interests, resulting in tensions and conflicts. This scenario is borne out of inept leadership, as well as the defective and compromised administrative mechanisms operational in these countries. In view of this, the article underscores the need for a ‘new governance management paradigm’ anchored on a communitarian framework, which incorporates all stakeholders, to guarantee sustainable peace and prosperity, particularly in conflict zones. The article therefore concludes that achieving a nexus between forestry, mining activities and economic development in these countries will require a restructuring of the existing governance mechanisms; and advocates for a new governance model capable of curbing the excesses of local and foreign hegemony, including a total overhaul of the seemingly compromised supervising authority.  相似文献

Critics of globalisation suggest that growing free-market conditions generate anomie, leading ultimately to what some term ‘new wars’ and new insecurities. Others argue that liberal economies dissuade violence since people gain from peace. This study argues for a micro perspective that views predatory economic policies driving higher investment in rebellion-specific capital, such as shadow economic activity that easily translates into insurgency in weak-state settings. Investment in the shadows determines survivability against superior state forces, and survivability determines rebellion, by definition. Using civil war onset data from 1970 to 2013, as well as the Global Peace Index (GPI) and several of its individual components, which capture societal insecurity above and beyond the absence of armed violence, this study finds that countries that are more capitalistic have a lower risk of civil war and societal insecurity. The results are robust to alternative models, testing methods, and uphold when examining several relevant subcomponents of the index, such as internal conflict, violent crime, homicides, ease of access to small arms, and political instability. Surprisingly, democracy tends not to be associated with peace but associates with increased criminality whereas strong autocracy reduces it, suggesting that capitalism, more than democracy, associates with conditions favourable to societal security, independently of a country’s level of development.  相似文献

The growth and survival of the field of conflict resolution can only be attained if practice is used to generate theory, rather than a reliance on the current situation where theory attempts to direct practice. Some conflict resolution practitioners believe that theory and practice cannot be separated. This article evaluates the art of mediation using Zimbabwe as a case study, where the strategy was used in an attempt to resolve the Zimbabwean conflict that began in 1999. Employing primary and secondary sources, the article delineates the major characteristics of mediation and clarifies principles of the strategy. It further establishes the affinity and dissonance between practice and theory. In addition, it asserts that in the Zimbabwean case, the achievements of insider-partial mediation as a strategy were limited. In the long term the mediation strategy failed because the Government of National Unity did not fulfil all the outstanding issues enunciated by the global political agreement as a precursor to free and fair, credible and legitimate elections. In opposition to the mediation targets towards sustainable peace, Zimbabwe witnessed rushed elections before the accomplishment of the issues at stake, leading to the overall failure of the insider-partial mediation.  相似文献

Do Private Military and Security Companies (PMSCs) impact peace duration after civil war? I argue that the role these organisations play in a conflict can impact post-conflict stability. Specifically, I suggest that variance in services provided by PMSCs can influence rebels’ calculations about relative capabilities. These calculations then contribute to the probability for civil war recurrence. Building on the bargaining framework, with a focus on information and commitment problems, this article demonstrates that PMSCs participating in armed combat operations can jeopardise the stability of peace following civil war. Three case narratives (Angola, Sierra Leone and Croatia) are used to probe the theoretical argument and results are illustrative – PMSCs serving as force multipliers contribute to an increase in the probability for conflict recurrence.  相似文献

Many African countries gained political independence in the 1960s. This era of independence came with promises and great expectations of economic, political and social development. Fifty years later, it is certain that the promises and expectations of independence have not been easily realised. Perennial violent conflicts have continued to ravage many countries in Africa, causing the catastrophic breakdown of law and order. Therefore, one of the major issues in conflict resolution discourse in Africa is how to develop functional mechanisms for the prevention of violent conflicts. This article examines the capacity of the International Criminal Court (ICC) to act as a mechanism for conflict prevention in Africa. Notwithstanding the doubts and uncertainties associated with the impact of law on conflict transformation, this article argues in the main that the ICC contributes to conflict prevention in Africa by expressing global norms of international law, challenging the culture of impunity in some countries, contributing to general deterrence, speedily intervening in some violent conflicts, and contributing to building some records of atrocities by identifying who did what.  相似文献

Even though the peace talks in northern Uganda have faltered, attempts at negotiations between the Ugandan government and the rebel Lord's Resistance Army are continuing. The current rapprochement between the two sides is the most significant move towards peace in the twenty-year civil war in northern Uganda. Even though the war has been extreme in its brutality, it is little known of outside the region—with reports on the conflict often portraying a protective government pitted against a crazed rebel group. But the issues are much more complex. The article examines the history of abuses and atrocities committed by both sides; the wider implications of the conflict for the north; why the rest of Uganda are seemingly disinterested in the conflict; and the politics behind why northern civil society have little trust in the Ugandan government or the International Criminal Court (ICC). The current prospect of peace has also stirred up the debate around justice and the forms of justice for victims of both rebel and government atrocities. And this is where the biggest cleft between the northern civil society and officialdom (government and international NGOs) resides. The article further examines the implications of the ICC's work in Uganda, and why there has been such widespread hostility towards it from northern civil society. The article also asks if—beyond the end of fighting and terror—peace will really mean that northern Uganda can finally partake in the prosperity the rest of the country has almost taken for granted.  相似文献

The global restructuring of state–society relationships driven by neoliberal logic has not only allowed for the taming of the ‘state’, which has paradoxically accentuated its inadequacies, but has also facilitated, for better or for worse, the emergence of business – especially transnational corporations – as a major political force in global governance. Consequently, while the issues of peace and conflict have traditionally been the concern of governments, businesses are now increasingly being expected to make peace and conflict their concern. However, despite claims and counterclaims that businesses can be moneymakers and peacemakers, analyses of the relationship between business and peace remain largely embryonic. This paper seeks to contribute to this emerging business and peace debate by drawing on insights from the Niger Delta conflict to ascertain what we know and what we need to know if businesses are to become peacemakers in conflict zones in Africa.  相似文献

This paper explores the relationship between human capital and international conflict. In theory, human capital may increase the opportunity cost of military service and the economic cost of injury and loss of life in combat; it may decrease the benefits of conflict as human capital cannot be easily appropriated or transferred; it may affect societal norms toward peace and war; and it may alter military productivity through new technology and complementarities between military technology and personnel. Using a panel of politically relevant dyads, I find robust empirical evidence that human capital may significantly decrease the likelihood of militarized conflict between nations. In short, the findings suggest that promoting human capital‐oriented development may help to increase peace in the world.  相似文献

This article analyzes how the conflict environment in which a civilian monitoring mission is deployed influences the monitors' assessment of the operation. It draws on unique empirical material from the experience of the Sri Lanka Monitoring Mission (SLMM), deployed to oversee a ceasefire agreement in Sri Lanka 2002–2008. With material from a survey and in-depth interviews, experiences of the monitors are analyzed and changes over time are traced in relation to the monitors' assessment of the mandate and organizational set-up of the mission. The study points to the difficulty of monitoring missions to address escalation during an ongoing peace process. Its function is dependent on the goodwill of the parties. In essence, monitoring missions have the potential to strengthen peace when there is momentum in favor of progress, but when relations between the parties turn sour and the conflict escalates a civilian monitoring mission basically loses its potential. During the final stages of the war, which saw a very large number of civilian casualties, the war-torn areas were closed to international observers. Moreover, international pressure for a short-term ceasefire to alleviate the humanitarian situation was dismissed by the Sri Lankan government, which also saw the backing of several important actors, not the least China.  相似文献

This article is organized around two major topics addressed by nineteenth and early twentieth century economists: (1) international economic relations and war and (2) economic activity in the shadow of conflict.
