Goodbye to all that? Institutionalist theory,U.S. alliances,and Donald Trump

In an important and stimulating article, Stephan Frühling and Andrew O’Neil argue in favor of applying institutionalist theory to understand the alliance politics of U.S. nuclear weapons strategy. But what promise does institutionalist theory really hold in thinking about highly unequal alliances nested in their particular threat environments? I argue that much work remains to be done to determine how much better institutionalist variables explain intra-alliance dynamics over alternative arguments that emphasize power and interests. Balances of power and the nature of threat environments may already account for key aspects of extended deterrent relationships supported by the United States in Europe and Asia. Ironically, the implication of this more traditional interpretation of alliances is that more continuity than change will characterize how Donald Trump will manage U.S. security relationships as President.

From small wars to counterinsurgency: C.W. Gwynn, ‘Imperial Policing’ and transformation of doctrine

ABSTRACT

The complicated problematic of Imperial Policing in many respects still comes down to the principle of minimum force, and much of what we consider an integral part of the modern doctrine of counterinsurgency, is perceived as by-product of post-1945 colonial experience. Charles Gwynn wrote about it in his still underestimated text-book on internal security, ‘Imperial Policing’. As a result, there is a lack of clear understanding how colonial (based on local experience) knowledge was transformed into the expert (universal, transferable) knowledge in confronting rebellions at the doctrinal level. This article examines the work of Gwynn as part of a transitional stage from the age of global empires to the age of nuclear superpowers within the context of internal security doctrine. Adaptation to the new realities during the interwar period and after the World War II – reconfiguration of the British army epistemological system in confronting insurgencies – was a hard process. In this sense, the question about transformation of colonial knowledge into expert knowledge onto the field of internal security is a part of a more general and sensitive question about transition from colonialism to the post-colonial age.     

N.W.命题与考试法

本文为克服现行考试出现的弊端,运用数学方法,给出关于命题的“复度”、“时度”、“难度”、“联度”的定义,建立评定成绩的“基础分数法”,研制了相应的算法和软件。通过高等数学课程的命题与试考说明该法对于正确反映教学水平,鉴别学生水平差异,对于克服高分低能,防止分数贬值、评分过严等考试弊端均有重要作用。     

身忙.眼盲.心茫

“当官不轻松,轻松不当官”。当官应铭记权为民所用,情为民所系,利为民所谋。然而当前,少数领导干部却遗忘了当官之本、淡忘了当官之责、健忘了当官之要,热衷于“身忙”,必导致“眼盲”,乃“病”起“心茫”。“身忙”之象。大部分人对“忙”的认识都是积极正面的,它说明一个人正在创造价值,代表这个人的重要性。为了工作“白加黑”、“5＋2”,“忙并快乐着”。但还有少数人忙于奔场应酬、忙于吃请请吃、忙于觥筹交错,一天到晚一个场接一个场地赶,一顿饭接一顿饭地吃,一杯酒接一杯酒地喝;忙于享乐享福、忙于笙歌艳舞、忙于按摩打牌,荒诞奢侈、玩之成瘾、夜不归家,“忙并肤浅着”。同样都是“忙”,一方把时间和精力“忙”在工作上,感受着快乐,另一方“忙”在追求享乐主义和奢靡之风上,必将被世人唾之骂之。

The fertile ground of Hell’s carnival: Charles T. R. Bohannan and the US Army’s Counter Intelligence Corps’ investigations of war criminals,collaborators, and the Huk,in the Philippines 1945–1947

Insurgencies thrive in regions where government legitimacy is absent. In the post-war Philippines, Captain Charles T. R. Bohannan of the Army’s Counter Intelligence Corps became actively aware of this dynamic. Bohannan is best known for his later work with Edward Lansdale and Ramon Magsaysay in defeating the Huk Rebellion (1950–1954). Here the author examines Bohannan’s early investigative work against Japanese war criminals, wartime Filipino collaborators, and the rising threat of communist subversion most associated with the Huk. All of these experiences fed into what would be the successful campaign against the Huk, chronicled in his seminal work, Counter Guerrilla Operations: The Philippines Experience, and offers lessons on the investigative (as opposed to tactical or psychological) nature of effective counter-insurgency work, as it relates to both legitimacy in governance and the rise of insurgencies.     

U.S.–RUSSIAN NUCLEAR COOPERATION AND THE CTBT

Post-Cold War “lab-to-lab” collaborations on unclassified scientific issues between U.S. and Russian nuclear weapons laboratories set the stage for bilateral cooperation in materials control and other nuclear areas. They also became the major element in a cooperative process initiated by a Presidential Decision Directive to ensure Russia's compliance with the Comprehensive Nuclear-Test-Ban Treaty. These collaborations have always been highly favored by leaders of the Russian nuclear weapons complex—the same leaders who oversee Russia's participation in various government-to-government programs. This article reviews these collaborations and examines the possibility that U.S. rebuffs of Russian proposals and the U.S. failure to keep promises of expanded collaboration could contribute to Russia's reluctance in major programs and even lead to a return to nuclear testing by Russia. The author argues that a renewed U.S. commitment to the process should be an immediate goal of the Obama administration and is an essential step in re-engaging Russia to solve the nuclear problems remaining from the Cold War. Steps for doing so are recommended.

基于Node.js,Sencha Touch和iBeacon信息推送系统的设计与实现

为了解决利用二维码技术实现的传统信息推送系统操作流程复杂,用户体验不佳,智能化不足的问题,提出了一种基于i Beacon定位技术和云架构的整体设计方案。依托于云架构,利用web服务器Node.js和No SQL数据库Mongo DB进行相关数据的处理、存储,利用基于i Beacon的定位技术实现位置检测,前端采用HTML5框架Sencha Touch并结合Objective-C以hybrid app的形式实现信息展示。详细阐述了系统的架构、功能和设计方案,为建设新型细信息推送系统提供了新的思路与方向。     

N.S.方程差分格式研究(一)

本文是数值解可压流N.S.方程差分格式研究的第一部分.用显式MacCormack格式和隐式Briley-McDonald格式解拟一维粘性喷管流场,进行了数值实验;分析时间相关法解守恒型N.S.方程时数值边界条件近似处理方法及其对解的影响,并对守恒方程的特点等问题作了探讨,也对显、隐格式的计算作了对比.所得的结论对于用显式或隐式差分格式解实际流动问题时,会有一定的指导作用.
