Previous work has documented a negative correlation between internal conflict and state capacity. We attempt to shed light on mechanisms that underlie this relationship, using data for Colombian municipalities. We rely on identifying heterogeneous effects of different types of violent events on state capacity, taking advantage of variability across municipalities in the prevalence of specific manifestations of conflict and their intensity. Our findings suggest that events making civilians feel targeted affect the state’s capacity to collect taxes, while those reflecting a stronger military capacity of illegal armies, in particular their large-scale attacks, affect the state’s capacity to provide public goods.  相似文献

The decline in military spending that began in the mid‐1980s continued through 1995, and this decline was widespread both geographically and by level of development. Cuts in military spending appear to have potentially important implications for non‐military spending and fiscal adjustment. In contrast to findings for previous periods, military spending has declined more than proportionately in those countries that have reduced total spending. Countries with Fund programs have reduced military spending more sharply than other developing countries, largely reflecting outcomes in the transition economies. Further, military spending appears to have been less resilient in program countries than other developing countries.  相似文献

A variant of established work on the demand for military expenditure is developed based on a practical concept of fiscal space from the perspective of short-term government choices concerning public expenditures. A new indicator, referred to as fiscal capacity, is defined and used as a candidate explanatory variable in an empirical model of European defence spending over the 2007–2016 period. Fiscal capacity is found to outperform simpler measurements of economic conditions, notably GDP growth forecasts, in explaining changes in defence spending efforts as a share of GDP. Regarding security environment variables, the results suggest that Russia has recently come to be seen as a potential military threat by European nations, leading to defence spending increases, the more so the shorter the distance to stationed or deployed Russian forces, and particularly so by those European nations that have a land border with Russia. A prospective exercise is then carried out in order to assess the capacity of EU member states that are also members of NATO to reach NATO’s 2% goal for defence spending over a mid-term horizon.  相似文献

ABSTRACT

The Kargil conflict was a limited war between India and Pakistan fought along the Kashmir Line of Control during the spring/summer of 1999. Named for the principal town in the combat zone on the Indian side, it was the first open warfare between India and Pakistan as declared nuclear weapons states and included the first combat employment of the Indian Air Force since 1971. Despite its intensity, it was also characterised by considerable restraint on both sides. The potential for conventional escalation, however, was high and the possibility of nuclear confrontation could not be excluded. It had significant long-term ramifications for both countries and constitutes an important part of the backdrop to their relations today.  相似文献

The empirical international conflict literature has given much recent attention to interstate armed force’s impact on human well-being. While empirical research has advanced our understanding of the phenomenon considerably, we argue that one conclusion that many studies have reached is preliminary. Some recent research contends that only full-scale war, and not force short of war, has a discernable impact on human welfare or physical quality of life (PQOL). We develop theory on one type of force short of war, large-scale foreign military intervention (FMI), and its potential effects on PQOL. Using interrupted time series and panel corrected standard error methodologies, we find that from 1960 to 2005 large-scale FMI had a statistically and substantively significant impact on the PQOL of populations in 106 developing countries. The specific effect that this type of armed force has depended in large part on the regime type of the target country.  相似文献

An important aspect of supply chain management is dealing with demand and supply uncertainty. The uncertainty of future supply can be reduced if a company is able to obtain advance capacity information (ACI) about future supply/production capacity availability from its supplier. We address a periodic‐review inventory system under stochastic demand and stochastic limited supply, for which ACI is available. We show that the optimal ordering policy is a state‐dependent base‐stock policy characterized by a base‐stock level that is a function of ACI. We establish a link with inventory models that use advance demand information (ADI) by developing a capacitated inventory system with ADI, and we show that equivalence can only be set under a very specific and restrictive assumption, implying that ADI insights will not necessarily hold in the ACI environment. Our numerical results reveal several managerial insights. In particular, we show that ACI is most beneficial when there is sufficient flexibility to react to anticipated demand and supply capacity mismatches. Further, most of the benefits can be achieved with only limited future visibility. We also show that the system parameters affecting the value of ACI interact in a complex way and therefore need to be considered in an integrated manner. © 2011 Wiley Periodicals, Inc. Regardless of the outcome, civil wars are destructive events. They not only devastate the physical and human capital of a society, but also have a direct effect on state capacity. The capacity of the state is critical as it attempts to rebuild society and minimize the risk of a new civil conflict; yet, it is still not clear how civil war precisely affects state capacity. In general, we argue that incumbent victors are more likely to end with a stronger state when the conflict is short and the victory is decisive. In contrast, rebel victors require more time to build their internal capacity and thus have stronger states after a longer conflict, especially when they had access to lootable resources.  相似文献

Why are some countries prone to ethno-nationalist conflict, whereas others are plagued by class conflict? This is a question that has seldom been raised and rarely been examined empirically. This paper presents a social-structural theory to account for the variable incidence of these two forms of political instability. These two types of conflict result from distinct principles of group solidarity – ethnicity and class – and since each individual is simultaneously a member of an ethnic group (or many such groups) and a particular class, these two principles vary in the degree to which they are mutually exclusive or cross-cutting. The degree of economic stratification between groups and economic segmentation within them shapes the relative salience of each principle of group solidarity in any society and is associated with a characteristic form of political mobilization. In places where between-group inequalities are high, and within-group inequalities low, ethnicity should be the dominant principle of group solidarity and serve as the primary basis of group conflict. By contrast, in countries where between-group inequalities are low, and within-group inequalities high, class is more likely to serve as the dominant principle of group solidarity, and conflicts along class lines are more likely. We test these conjectures with data in over 100 countries on cross-cutting cleavages, ethnic war, and class conflict. The results are supportive of the theory, and provide evidence that how groups are stratified and segmented in societies shapes the type of civil war.  相似文献

This article studies flexible capacity strategy (FCS) under oligopoly competition with uncertain demand. Each firm utilizes either the FCS or inflexible capacity strategy (IFCS). Flexible firms can postpone their productions until observing the actual demand, whereas inflexible firms cannot. We formulate a new asymmetrical oligopoly model for the problem, and obtain capacity and production decisions of the firms at Nash equilibrium. It is interesting to verify that cross‐group competition determines the capacity allocation between the two groups of firms, while intergroup competition determines the market share within each group. Moreover, we show that the two strategies coexist among firms only when cost differentiation is medium. Counterintuitively, flexible firms benefit from increasing production cost when the inflexible competition intensity is sufficiently high. This is because of retreat of inflexible firms, flexibility effect, and the corresponding high price. We identify conditions under which FCS is superior than IFCS. We also demonstrate that flexible firms benefit from increasing demand uncertainty. However, when demand variance is not very large, flexible firms may be disadvantaged. We further investigate the effects of cross‐group and intergroup competition on individual performance of the firms. We show that as flexible competition intensity increases, inflexible firms are mainly affected by the cross‐group competition first and then by the intergroup competition, whereas flexible firms are mainly affected by the intergroup competition. Finally, we examine endogenous flexibility and identify its three drivers: cost parameters, cross‐group competition, and intergroup competition. © 2017 Wiley Periodicals, Inc. “Evergreening” is a strategy wherein an innovative pharmaceutical firm introduces an upgrade of its current product when the patent on this product expires. The upgrade is introduced with a new patent and is designed to counter competition from generic manufacturers that seek to imitate the firm's existing product. However, this process is fraught with uncertainty because the upgrade is subject to stringent guidelines and faces approval risk. Thus, an incumbent firm has to make an upfront production capacity investment without clarity on whether the upgrade will reach the market. This uncertainty may also affect the capacity investment of a competing manufacturer who introduces a generic version of the incumbent's existing product but whose market demand depends on the success or failure of the upgrade. We analyze a game where capacity investment occurs before uncertainty resolution and firms compete on prices thereafter. Capacity considerations that arise due to demand uncertainty introduce new factors into the evergreening decision. Equilibrium analysis reveals that the upgrade's estimated approval probability needs to exceed a threshold for the incumbent to invest in evergreening. This threshold for evergreening increases as the intensity of competition in the generic market increases. If evergreening is optimal, the incumbent's capacity investment is either decreasing or nonmonotonic with respect to low end market competition depending on whether the level of product improvement in the upgrade is low or high. If the entrant faces a capacity constraint, then the probability threshold for evergreening is higher than the case where the entrant is not capacity constrained. Finally, by incorporating the risk‐return trade‐off that the incumbent faces in terms of the level of product improvement versus the upgrade success probability, we can characterize policy for a regulator. We show that the introduction of capacity considerations may maximize market coverage and/or social surplus at incremental levels of product improvement in the upgrade. This article empirically explores the relationship between military expenditure, external debts and economic performance in the economies of sub-Saharan Africa using a sample of 25 countries from 1988–2007. In investigating the defence–external debt nexus, we employ three advanced panel techniques of fully modified OLS (FMOLS), Dynamic OLS (DOLS) and dynamic fixed effect (DFE) to estimate our model. We observe that military expenditure has a positive and significant impact on external debt in African countries. Real GDP affects the total debt stock of African countries with a negative relationship. Our empirical results based on long-run elasticities show that a 1% rise in national output leads to a decline in external debt by 1.52%, on average. Policy-wise, the study suggests that African countries need to strengthen areas of fiscal responsibility and pursue models that encourage rational spending, particularly reductions in military expenditure.  相似文献

The jus ad bellum criterion of right intention (CRI) is a central guiding principle of just war theory. It asserts that a country’s resort to war is just only if that country resorts to war for the right reasons. However, there is significant confusion, and little consensus, about how to specify the CRI. We seek to clear up this confusion by evaluating several distinct ways of understanding the criterion. On one understanding, a state’s resort to war is just only if it plans to adhere to the principles of just war while achieving its just cause. We argue that the first understanding makes the CRI superfluous, because it can be subsumed under the probability of success criterion. On a second understanding, a resort to war is just only if a state’s motives, which explain its resort to war, are of the right kind. We argue that this second understanding of the CRI makes it a significant further obstacle to justifying war. However, this second understanding faces a possible infinite regress problem, which, left unresolved, leaves us without a plausible interpretation of the CRI. This constitutes a significant and novel reason for leaving the CRI out of the international law of armed conflict (LOAC).  相似文献

This paper analyses the financial and war‐spending policies of a state that faces a conflict in which defeat would result in the loss of sovereign power and in which the material consequences, conditional on avoiding defeat, are stochastic. The analysis takes explicit account of the historical experiences of lenders, who face debt repudiation if the state to whom they have lent is defeated and who also face partial default if the material consequences of the war are unfavorable for the debtor state, even if it avoids defeat. In this analysis, the state uses war debt to smooth expected consumption intertemporally in response to temporary war spending, and the state also uses contingent debt servicing to insure realized consumption against the risk associated with the material consequences of the war. An important innovation in the analysis is to treat the equilibrium amount of war spending, the state's resulting probability of avoiding defeat, as well as the equilibrium amount of borrowing as a set of endogenous variables to be determined simultaneously.  相似文献

Some of the most active arms races are taking place between developed and less developed countries. The inability of less developed countries to compete financially, as well as technologically, with developed countries may be forcing the former to acquire terror weapons (TWP). The Iran–Iraq war in the 1980s and the events of 9/11 proved that the use of TWP is no longer a mere threat; there are several organizations and countries that will not hesitate to use them. This study develops a model of resource allocation in an arms race between a developed country that is characterized by state‐of‐the‐art technology and high GDP, and a less developed country whose technological capability and GDP are much lower. The model is used to predict the optimal mix of weapons of the two countries that are engaged in the arms race. Applying the model to the arms race between Israel and Syria demonstrates its use.  相似文献
