As a consequence of intervention in Iraq and Afghanistan, force ratio for counterinsurgency (COIN) has come under increased scrutiny. Reduced to its essence, the issue is simply, ‘How many troops does it take to get the job done?’ This answer has been sought by the US military, academia, and think tanks. There have been numerous responses, culminating in several ‘plug-and-play’ equations for minimum force ratios in COIN operations. Due to the impossibility of determining precisely how many insurgent forces there are, it has become common to base force ratios on the population of the country. In the realm of policy, the question above is posed as, ‘How many of our troops does it take to get the job done?’  相似文献

This article examines the British Army's deployment in support of the civil power in Northern Ireland. It argues that the core guiding principles of the British approach to counterinsurgency (COIN) – employing the minimum use of force, firm and timely action, and unity of control in civil–military relations – were misapplied by the Army in its haste to combat Irish Republican Army (IRA) terrorism between 1971 and 1976. Moreover, it suggests that the Army's COIN strategy was unsuccessful in the 1970s because commanders adhered too closely to the customs, doctrine, and drill applied under very different circumstances in Aden between 1963 and 1967, generally regarded as a failure in Britain's post-war internal security operations. The article concludes with a discussion of the British government's decision to scale back the Army's role in favour of giving the Royal Ulster Constabulary primacy in counter-terrorist operations, a decision which led ultimately to success in combating IRA violence.  相似文献

The following article aims to examine current counter-insurgency (COIN) strategy in Afghanistan to posit an untried theoretical concept of operations for the war being waged there. By doing so it shall argue that Coalition and NATO forces operating there may be required to fundamentally recast Afghan war-policy if a resurgent Taliban and Al-Qa'eda are to be countered in both the military and political spheres of present day Afghanistan. By way of strategy this article shall posit that a more optimal strategy in Afghanistan, in light of the campaign's apparent difficulties, might be to seed local security apparatuses, designated herein as ‘Rural Paramilitary Forces’.  相似文献

ABSTRACT

This article analyses the Zimbabwe People’s Revolutionary Army operations in Mashonaland West province with particular reference to Makonde District during the country’s war of liberation. Despite the growing literature on ZAPU and ZPRA in Zimbabwe’s war of liberation there is little that has been written concerning the operations of ZPRA guerrillas in Mashonaland provinces. Guided by evidence drawn from secondary and primary sources the article further asserts that ZPRA adopted a four pronged strategy in Makonde District. This strategy in part was hinged on the politicization of the population on the one hand and annihilation of the enemy forces, attrition and manoeuvre warfare on the other. Again, the article argues that ZPRA guerrillas attempted to capture Salisbury (Harare) in order to conquer the Rhodesian Security Forces’ centre of gravity. It was hoped that the capture of the capital city would Makoni District was of strategic significance to the conduct of ZPRA operations and arguably hastened Ian Smith’s decision to attend the Lancaster House Conference negotiations that led to the independence of Zimbabwe in 1980.  相似文献

ABSTRACT

This paper concerns the lesser known British counterinsurgency (COIN) operations in Northeast frontier of India during the First World War. Officially known as the ‘Kuki Operations’, it was considered as part of the Great War. Carried out in isolation from press and public, and shelved in colonial archives, the event remained invisible until today. Yet, it registers a critical case of colonial COIN doctrine where the ‘moral effect’ doctrine was employed without being questioned. It unleashed enormous amount of organized violence, ranging from shoot at sight to indiscriminate burning of villages, wholesale destruction of property and livestock, prevention of cultivation and rebuilding of villages, forced mass displacement in jungles or in ‘concentration camps’, and collective punishment (communal penal labour and payment of compensation) after the war. This paper argues that the theory of ‘minimum force’ and the practicability of the ‘moral effect’ doctrine as applied by the Empire, sit oddly with each other at the frontier, where violence was seen both as a natural and moral orders. Violence as an ‘imperatively necessary’ method to bring order in a disorderly frontier, in the opinion of colonial state, informs and registers Northeast India as geography of violence.  相似文献

During their 60 years within the North Atlantic Treaty Organisation (NATO), Denmark and Norway have experienced both high and low standings within the alliance, which can be attributed to both external and internal factors influencing their alliance strategies. During the ‘first’ Cold War and Détente, 1949–79, Danish and Norwegian alliance strategy aimed to simultaneously deter and reassure the Soviet Union. During the ‘second’ Cold War, 1979–89, Danish alliance policy became driven by domestic politics, and the Danish government was forced to formally dissociate the country from NATO's policies. Norway was not uncritical, but held a much lower profile. After the Cold War this situation shifted. Denmark successfully rehabilitated itself as a loyal and dependable ally by responding to the call for focusing on out-of-area operations. Meanwhile, Norway's continued focus on the lingering Russian Threat made the country seem out-of-touch with priorities in the post-Cold War alliance, and domestic politics prevented a more active out-of-area engagement.  相似文献

With the rapid pace of regional arms modernization and unresolved territorial disputes, Indonesia is increasingly susceptible to the impact of emerging great power rivalry in Asia-Pacific. Rather than pursuing a robust military build-up, Indonesian policy-makers assert that diplomacy is the country’s first line of defense. This article argues that defense diplomacy serves two agenda of Indonesia’s hedging strategy – strategic engagement and military modernization. This way, Indonesian defense and security officials seek to moderate the impact of geopolitical changes while maintaining the country’s defensive ability against regional uncertainties.  相似文献

This article analyzes the causes of combat effectiveness of the South Korean security forces through the course of its various counter-insurgency (COIN) operations from 1948 to 1953. We argue that improvements in two interrelated aspects ultimately resulted in higher operational and tactical level performance: unified operational command structure and the subsequent improvements in tactical efficiency under the guidance of the US advisory mission. Through an in-depth case study on how a nascent army improved its capacity in combating homegrown insurgencies, we demonstrate how the actual conduct of operations itself remains just as significant in the assessment of overall COIN outcomes.  相似文献

This article provides an in-depth examination and analysis of the 2006–2009 Tuareg rebellion in Mali and Niger. It identifies the underlying reasons behind the rebellion, explores contrasting counter-insurgency (COIN) strategies employed by the two governments, and presents some lessons learned. While both COIN approaches ultimately produced similar peace settlements, the article argues that the Malian strategy of reconciliation combined with the selective use of force was far more effective than the Nigerien iron fist approach at limiting the size and scope of the insurgency and producing a more sustainable peace. It concludes by looking at the role of external actors, particularly the United States, and how the failure to internationalize the conflict was actually more beneficial to the local COIN effort, as well as to the longer strategic interests of the United States in the region.  相似文献

The build-up of Japan's military apparatus in the 1990s and 2000s has been often regarded by security analysts as indicative of a departure from the country's Cold War strategic posture. Japan appears to be engaged in a process of militarisation that is eroding the foundations of its ‘exclusively defence-oriented’ policy. In the case of the archipelago's naval strategy, such assessments overlook the longstanding significance of a core feature of its defence policy, namely the surveillance of maritime crossroads delivering the wealth of the country. The paper reassesses the evolution of the Japanese strategy since the Cold War by examining the development of the Japanese Maritime Self-Defence Force's submarine force, one of the key components of the defensive shield for these crossroads. The paper argues that with the changes in the security environment of the 1990s, Japan already fielded a mature force with state-of-the-art submarines, and that the rise of a new naval competitor aiming at controlling key strategic points along Japan's sea lanes reconfirmed the critical importance of submarine operations to Japanese national security.  相似文献

This article proposes a case study to illustrate the usefulness of sociological institutional analysis as a method to uncover ‘blue force’ challenges to deal with irregular warfare. The French Army's adaptation to revolutionary warfare in Algeria, starting in 1954, is used to illustrate both the application of the methodology and how institutional forces can hinder as well as overwhelm transformation for irregular warfare. The analysis emphasizes three key dimensions of the French Army's institutional adaptation: the regulative, normative and cognitive. These empirical elements are used to show how they interacted and influenced the institutional implementation of the French COIN structures.  相似文献

Charles Ted Rutledge Bohannan (1914–1982) became an integral agent of US counterinsurgency operations during the early Cold War, contributing to both the success of the COIN effort to defeat the communist Huk insurgents in the Philippines and the stalled COIN efforts in Vietnam. In the early 1960s, he wrote a short and compact analysis of the US and Filipino experience of guerrilla warfare, from the Philippine–American war until the defeat of the Huk Rebellion. It was never published. Reprinted here, Bohannan's analysis of lessons learned makes a substantial contribution to the history of American ideas of unconventional warfare by an expert who contributed these lessons to the successful defeat of an insurgency in South East Asia.  相似文献

ABSTRACT

Scholars and practitioners of grand strategy agree that the use of military force should be supplemented by appropriate economic policies. However, strangely few accounts of economic complements to military grand strategies have been presented in recent discourse on US grand strategy. This paper takes a first step to fill this information gap. I first assess the role that could be played by economic measures under two types of grand strategies – one focusing on the balance of power and the other emphasising influence and order. Second, I introduce what I call ‘the influence-capability dilemma’ and discuss tradeoffs in adopting certain economic policies in order to help the US sustain pre-eminence in the international system. Third, I discuss how the US should address this dilemma of economic means in dealing with the rising China.  相似文献

Two big ideas have shaped recent debate about military doctrine: the Revolution in Military Affairs (RMA) and Counterinsurgency (COIN). These ‘network centric’ and ‘population centric’ worldviews appear contradictory, but this is a false dichotomy. American forces have actively developed RMA concepts in COIN environments during recent wars in Iraq and Afghanistan; the exemplar par excellence is innovation by US Special Operations Command (SOCOM) in doctrine, technology, and organization for counterterrorism. Ironically, SOCOM's reimagining of the RMA managed to both improve the strengths and underscore the weaknesses of the American military's technological prowess.  相似文献

This article analyzes the political utility of US drone strikes theoretically and deductively. Placing strikes within the context of the theorized political functions of force and considering how they fit into two grand strategies, restraint and selective engagement, I argue that these strikes buy the United States relatively little in the way of political effects assuring its own security because the terrorism threat they are intended to combat is a limited one within the skein of US global interests. Furthermore, their contribution to counter-terrorism efforts is likely to diminish with the adoption of armed drones by non-state actors. Drone strikes can, however, provide leverage over recalcitrant US client states while reassuring liberal partners and giving them some leverage over US choices. In addition, within the counter-terrorism sphere, drone strikes are less likely to inflame popular opinion than are alternative uses of force. This analysis contributes to an increasingly rigorous examination of the strikes’ role in US foreign and security policy.  相似文献

Since 2002 the Colombian government has been implementing a series of policy initiatives that have sought to coordinate state resources in a neo-classical counterinsurgency approach to fight the country's main insurgent group, the Fuerzas Armadas Revolucionarias de Colombia (FARC), and recover and consolidate the territory. Despite impressive operational successes against the insurgency and other illegal groups, the government has been unable to reassert its control and build legitimacy via the state-building effort known as ‘Consolidación’, in some of the most recalcitrant areas of the country. This article examines two areas where government efforts at consolidation appear to be failing to discuss the limits of COIN theory and practice.  相似文献

The Chinese People’s Liberation Army (PLA) is halfway through a multi-decade modernization process. It has begun a major restructuring effort as it shifts its focus from a traditional continental defensive posture to a more maritime-oriented emphasis. In order to create more balanced joint force, it has adjusted the structure of its highest command organization, the Central Military Commission; abolished the former four General Departments and seven Military Regions; created five new joint Theater Commands and service-level commands for the Army and Rocket Force; and is reducing the size of its active duty force by 300,000 personnel. While seeking to overcome numerous internal obstacles, the PLA continues to develop and improve its capabilities to conduct integrated joint operations to deter a variety of threats to China’s sovereignty and territory and, if deterrence fails, to win informationized local war.  相似文献

German grand strategy during World War II included making Europe independent of oil imported from sources controlled by the United Kingdom, the United States, and the USSR. The first step was to wrest control of oilfields. Producing and distributing the oil, however, required the creation of a company capable of replacing the evicted British, American, and Soviet suppliers. Therefore, in 1941, the Third Reich established the Continental Oil Company. Analysis of the company’s foundation and operations sheds light on the objectives of the Third Reich, including the postwar economic development of Axis Europe and the extension of German hegemony beyond the USSR into the Middle East.  相似文献

This article evaluates the performance of the Special Air Service (SAS) during secret cross-border raids conducted as part of Britain’s undeclared war against Indonesia from 1963–1966. The analysis reviews the existing debate on the SAS’ performance during this campaign; it looks more closely at how military effectiveness might be defined; and it then examines, using the SAS’ own operations reports, the nature of their activities and their success or failure. This article concludes that critics of the SAS’ effectiveness during Confrontation are right; but for the wrong reasons. SAS operations did indeed have less effect than orthodox accounts would have it. But the reasons for this lay not in their misuse but in the exigencies of British strategy. This article demonstrates an enduring truth – no matter how ‘special’ a military force might be, tactical excellence cannot compensate reliably for problems in strategy.  相似文献
