The study of the cinematic representation is extremely useful in framing of counter-terrorism policies, whether in the US or elsewhere. This paper examines cinema’s interest in drone warfare as well as the lives and personalities of drone pilots. It argues that drone warfare suffers a considerable image problem that has been brought out in several recent features and it is unlikely that any major cinematic myth of drone warfare will easily develop, certainly in comparison to myths concerning special forces and special operations.  相似文献

ABSTRACT

Did US drone strikes cause the unravelling of the Pakistani conflict settlement process between the government and the TTP in 2013-14? In answering this question, we present strong, fieldwork-based evidence that the effects of leadership decapitation, civilian casualties, and loss of legitimacy and credibility as a negotiation partner by both the government and the TTP interacted in the context of specific social, political and cultural characteristics of a tribal society. We find that drone strikes ‘produced’ some of these factors, but not all, which allows us to conclude with four concrete policy recommendations for rethinking the use of drones.  相似文献

Conventional wisdom holds that Pakistanis are overwhelmingly opposed to American drone strikes in their country’s tribal areas and that this opposition is driven by mass media coverage of the loss of life and property the strikes purportedly cause. Using an approach based in the literature in political communication and public opinion, we argue this conventional wisdom is largely inaccurate. Instead, we contend that awareness of drone strikes will be limited because Pakistan is a poor country with low educational attainment, high rates of illiteracy and persistent infrastructure problems that limit access to mass media. Moreover, because of these same country characteristics, Pakistanis’ beliefs about drone strikes will be shaped primarily by informal, face-to-face political communication, rather than through more formal media sources. We test this argument using data that we collected by fielding a 7,656 respondent, nationally-representative survey carried out in Pakistan in 2013. The results of the statistical analysis support our arguments.  相似文献

In International Relations (IR), the actions of great powers are usually assessed through their direct effects. Great powers are generally considered to be responsible for the consequences of their actions if they intentionally caused them. Although there is discussion on “double-effects” and “side-effect harms” in the realms of philosophy and political sociology, these largely remain absent from the field of IR. This article bridges that gap by clarifying a set of yardsticks through which side-effect harms of great powers’ actions can be evaluated, including “capacity”, “historical precedent”, “voluntarism” and “unintentional causality”. These yardsticks are deduced through the Theory of Special Responsibilities, which combines elements of Constructivism and the English School. The theoretical framework presented is then applied to the case of American drone strikes in the Federally Administered Tribal Areas (FATA) of Pakistan. A number of terrorists in FATA have relocated elsewhere within Pakistan to escape these strikes, subsequently harming individuals in new locations. The article asks: who bears responsibility for the harm brought to civilians by these dislocated terrorists? Analysis from the perspective of the theoretical framework, constructed and applied here, suggests that even if the US may claim not to have directly intended such an outcome, it still shares some responsibility for the harm to innocent civilians.  相似文献

The US-led ‘war on terror’ dramatically changed America's security strategy towards Africa. But more fundamentally, it threw the Horn of Africa on the centre stage of global counter-terrorism. A double-edged blade, counter-terrorism has at once catalysed peace processes and intensified insecurity, with Islamic radicalism at the core of the regional storm. Governments utilised the threat of terrorism for political ends, defending old security paradigms that prioritised regime stability over human security. Africa integrated counter-terrorism into its emerging security agenda, but insufficient funds, operational constraints and poor coordination with international initiatives have hampered meaningful progress. Washington, laudably, launched a robust counter-terrorist campaign, but its high-handed military-heavy style put fragile democracies at risk while lapses in its overall policy risk triggering proxy wars. This essay examines the impact of counter-terrorism on security in the Horn of Africa. It argues for stronger coordination between national, regional and international initiatives to curb international terrorism.  相似文献

This paper challenges the widely held view in the research communities around the world that US drone strikes on the Pakistan's north-western border area with Afghanistan lead to large-scale civilian casualties and are unpopular in that tribal area. As an example of that view the author analyses a recent research report, ‘The Year of the Drone’, produced by the New American Foundation, and argues that sources of the report are questionable and doubtful. The author, who is a native of the border area with Afghanistan and has lived almost all of her lifetime in the area, informs that the drone attacks are popular in the region and the reports about large-scale civilian casualties are baseless. She provides some evidence in support of her argument and cautions the researchers against the uncritical acceptance of the notions, like the drone attacks are unpopular or have killed civilians.  相似文献

The drone is the latest tool to promote interests of a nation-state. It is clear that USA as well as other major powers anticipate that robotics will play a key role in future warfare. Today, more than 70 countries have already acquired drone technology and many others are desperate to join the ranks. This urge for drone technology will ultimately lead to a “boundless and borderless war without end.” In the case of Pakistan, the US drone campaign has raised some important issues regarding how their use could, or should, be regulated in the future. This article analyses the legal issues raised by the US's use of drone technology in non-combat zones, such as Pakistan. It is argued that a reckless disrespect of Pakistan's sovereignty has had adverse implications and consequences for the legitimacy of the Pakistani government. Drone strikes have prompted instinctive opposition among the Pakistani population, hurt their feelings and estranged them from the government. This in turn has added to Pakistan's instability and stimulated a ground-swell of animosity toward the USA.  相似文献

The number of US drone strikes against Al Qaeda in the Arabian Peninsula (AQAP) in Yemen has increased significantly since 2010, but received limited academic attention. This article examines the effectiveness of this drone campaign using an existing theoretical framework. Crucially, we contribute to the framework by adding a fourth intervening variable, namely target correspondence. Through a single case study, it is found that drones have only enjoyed limited success in degrading AQAP's hierarchical structure, qualified human resources and access to key material resources, and in some cases – owing to our target correspondence analysis – this limited success has come at a price. It is found that drones have temporarily disrupted AQAP by successfully eliminating senior leaders involved in coordinating and overseeing external operations. Overall, AQAP's ability to hit Western targets remains significant.  相似文献

Roy Mason's tenure as Northern Ireland Secretary marked a watershed, yet it has provoked little analysis. Contrary to his popular image, security policy under Mason remained within the limits that had determined the formulation of British counter-terrorism ever since 1972. It was precisely because of this strategic environment that Mason's contribution was little more than a change in rhetoric, the implications of which were contradictory. Likewise, his key political idea of promoting ‘constitutional security’ negated its stated purpose by furthering instability, and – in the longer term – by making Dublin's permanent inclusion in the government of the province a political imperative.  相似文献

In recent years, South Africa has come to be used by international terrorists as a safe house, for paramilitary training purposes, as a base from which to plan attacks on other countries and as a conduit for financial transactions. South Africa's own counter-terrorism initiatives have been labelled ‘reactive’ by analysts. Indeed, the existing counter-terrorism regime suffers from a lack of political will to issues of corruption and ineptitude bedevilling the security apparatus of the state. However, using lessons learned from other countries, Pretoria can yet turn the tide against international terrorism by adopting more pro-active measures and by undertaking steps aimed at the depoliticisation and decriminalisation of the security forces.  相似文献

Why does joint defence production of advanced weapons systems, which appears like a logical choice at first, become harder for both the primary production state and its allies to manage and justify as the acquisition process runs its course? To answer this question, we analyze the multinational politics of the F-35 JSF with a focus on how secondary states who have bought into the program are affected by domestic politics within the primary production state. We find that US congressional and bureaucratic politics, cuts to US defence spending, and a desire to retain tight control over the program has locked allies into a program with which they have little leverage. Potentially losing the ability to fight along side the US if they don’t follow through, coupled with inter-Alliance pressures, leaves secondary states who are involved with the F-35 program, vulnerable to the whims of US domestic politics.  相似文献

ABSTRACT

There is a dearth of studies on indirect victims of sexual violence in counter-terrorism efforts. Using Nigeria as a case study, this paper argues that global and state-level counter-terrorism policies have generally failed to account for the psychological effects of the engagement of female NGO workers in counter-terrorism operations or mitigating the effects of terrorism in conflict zones. Specifically, there has been an increase in sexual violence perpetrated by some members of the security agencies involved in counter-terrorism operations in North-eastern Nigeria. As a result, female NGO workers carry out Medicare, psychosocial counselling and advocacy for these victims. Female NGO workers become exposed to the trauma of victims of sexual violence, which affects their mental health and thus performances in counter-terrorism activities in the country. This altered their worldview on issues of safety even among secured locations or among the presence of security agents and reinforced feelings of powerlessness.  相似文献

Many scholars, strategists and pundits contend that the US is in decline. They argue that America's national capabilities are significantly eroding, and that with the rise of important regional powers, its primacy in world affairs is rapidly diminishing as well. Yet America continues to possess significant advantages in critical sectors such as economic size, technology, competitiveness, demography, force size, power projection, military technology, and in the societal capacity to innovate and adapt. This article argues that the nature of material problems has been overstated, and that the US should be able to withstand modest erosion in its relative strength for some time to come without losing its predominant status. Instead, where limits to American primacy do exist, they are as or more likely to be ideational as they are material. The problem inheres as much or more in elite and societal beliefs, policy choices, and political will, as in economic, technological or manpower limitations at home, or the rise of peer competitors abroad.  相似文献

ABSTRACT

In 2019, the geostrategic landscape of South Asia significantly changed. A crisis between India and Pakistan involved air strikes across international boundaries for the first time since the 1971 war. Pakistan came close to economic collapse, while India re-elected hawkish Narendra Modi as prime minister in a landslide. These developments, alongside the United States’ efforts to strike a deal to leave Afghanistan and rapidly improving US-India relations, portend new challenges for Pakistan’s security managers—challenges that nuclear weapons are ill-suited to address. Despite the shifting security and political situation in the region, however, Pakistan’s nuclear posture and doctrine seem unlikely to change. This article explores the roots of Pakistan’s reliance on the traditional predictions of the nuclear revolution, most notably the notion that nuclear-armed states will not go to war with one another, and argues that this reliance on nuclear deterrence is a response both to Pakistan’s security environment and to serious constraints on moving away from nuclear weapons toward an improved conventional force posture. Pakistan’s central problems remain the same as when it first contemplated nuclear weapons: the threat from India, the absence of true allies, a weak state and a weaker economy, and few friends in the international system. While 2019 may have been a turning point for other states in the region, Pakistan is likely to stay the course.  相似文献

The increasing use of private military and security companies (PMSCs) has attracted considerable scholarly attention due to its corrosive effects on US democracy. Drawing on neoclassical realism, this article provides a comparative dimension to the study of the political drivers of military privatisation by analysing contractor support to US and UK operations in Iraq and Afghanistan. Domestic political constraints have shaped both US and UK response to the need for more boots on the ground, increasing the propensity to use contractors as a force multiplier in spite of their problematic impact on military effectiveness.  相似文献

This article presents a regional overview of US‐Latin American security relations, focusing on those countries where US national security interests are most likely to be endangered over the next two decades. The author examines the current US strategy of ‘shaping’ the Latin security environment, with a view to assessing the strength and weaknesses of this approach. The article presents some policy recommendations, including the recommendation that the US do more to redress the historical imbalance in Latin American civil‐military relations by strengthening civilian institutions. It also argues that at the regional level a major effort be made to recapture momentum toward the creation of a Free Trade Association of the Americas.  相似文献

This essay locates the West African region in the context of the post-9/11 discourses on terrorism and counter-terrorism, particularly as it relates to the global war on terror. It identifies and analyses the issues and challenges that flow from the integration of West Africa into hegemonic transnational/globalised security arrangements, and the ways in which the emerging state (militaristic) and globalised security framework could reinforce or, paradoxically, undermine regional, intranational human and environmental security in one of Africa's most troubled regions. It critically examines the possibility of a terrorist threat in the region and analyses the global stakes involved in integrating West Africa into the global war on terror. On this basis, it concludes that zero-sum, militarist, globally driven solutions may fail to address the historical, political, and socio-economic roots of a possible terrorist threat in West Africa.  相似文献
